Protocols
1. Ladies and gentlemen, I am delighted to welcome you all to this
special occasion of the signing of the 2020 Supplementary
Appropriation Bill, in line with Section 121 (4) (a) and (b) of the
constitution.
2. Today’s event signifies another milestone on our collective quest to
transform our dear state against all odds. We are here, therefore, to
witness the fulfilment of my constitutional obligation as the
Governor of Ekiti State to sign the approved Supplementary
Appropriation Bill into law.
3. You will recall that, I transmitted the 2020 Supplementary
Appropriation Bill to the State House of Assembly on Monday, 25th

May, 2020. Our esteemed Honorable members of the State House of
Assembly, not minding the unusual period we are in and the
challenge which COVID-19 has posed to our collective aspirations,
they worked assiduously and passed the Revised Appropriation Bill
on time for my Assent.
4. As you are undoubtedly aware, the 2020 Budget of Deliverables
was prepared with the underlying assumption of relative stability
of major macroeconomic parameters. However, the sudden
outbreak of the novel Corona Virus which began in the village of
Wuhan in the Republic of China and spread to virtually all countries
of the world has redefined the global economic narratives. It has
dealt a debilitating blow on our macroeconomic projections.
5. Distinguished ladies and Gentlemen, the pandemic rendered our
economy prostrate with an unprecedented fall in the price of crude
oil in the global market. The volatility in the oil price coupled with
the reduction in oil production and devaluation of the Naira to the
Dollar made our revenue projections for 2020 Budget unrealistic.
6. To mitigate the effects of the pandemic on our economy, it became
imperative to review our 2020 Budget and prepare a
Supplementary Budget which will be responsive to our times and
circumstances. The 2020 Supplementary Budget was designed,
bearing in mind the dwindling revenue from the Federation
Account, to focus on critical priority legacy projects. The
Supplementary Budget also considered the Guidelines for the State
Fiscal Transparency, Accountability (SFTAS) Programme-for-Result
Additional Financing by setting aside part of the total Expenditure

for COVID-19 related activities. We are also setting aside a regular
percentage of the budget for savings / reserve.
7. I thank the Ekiti State House of Assembly, in particular, the Speaker,
and indeed, all the Honourable Members, for passing the 2020
Supplementary Appropriation Bill, expeditiously.
8. The 2020 Approved Budget size of N124,724,869,355.95 has been
reviewed to N91,128,996,482.01 in the Supplementary Budget.
This is made up of N59,063,958,763.00 as Recurrent Expenditure
and N32,065,037,719.01 as Capital Expenditure, representing
65:35 ratios, in response to the exigencies of our finances and the
realities of the times.
9. At this juncture, I want to commend the efforts of our Development
Partners in the transformation of our dear State. This
administration shall continue to collaborate with our Development
Partners in the implementation of some critical projects in the 2020
Supplementary Budget.
10. Ladies and Gentlemen, this is no time for frivolities. We must
be prepared to make sacrifice at one point or the other as we battle
to come out of the COVID-19 inflicted quagmire. Pending the time
that a vaccine is discovered and the pandemic assumes the status of
epidemic, the need to reopen our economy has become imperative.
Consequently, the 2020 Supplementary Estimates has been put
together to ensure that our meagre resources are mobilized to
specific and critical areas of the economy as follows:
• Health and Environmental Response;

• interventions with a view to improving the standard of living of
the People;
• ensuring food security in the Agricultural Sector;
• improved ease of doing business; and
• other Multi-Sectoral Responses.
11. The 2020 Supplementary Budget reflects our determination
that Ekiti State remains resilient in the face of the challenges posed
by COVID-19. We are resolute in our belief that the economy will
bounce back stronger. I thank you all for your continued support
and prayers for our people and my administration during these
trying times. I assure you that there is a glorious light at the end of
the tunnel.
12. I acknowledge the efforts of everyone who collaborated and
worked painstakingly, to produce the 2020 Supplementary
Appropriation Bill, that I have just signed into law. I, once again,
thank the Leadership and members of the Ekiti State House of
Assembly, staff of the ministry of Budget and Economic Planning
and everyone that played one role or the other in the process that
culminated into the signing of this bill. I urge all MDAs to maintain
budget discipline as usual even as our monitoring institutions
remain alive to their responsibilities. As usual, the budget that I am
signing into law is the product of community and public
engagement and the Ministry of Budget and Economic Planning
shall provide the breakdown to the general public in due course.

13. I also appreciate the efforts of our revered leaders and
illustrious sons and daughters of this State who have donated
generously to the fight against COVID-19 and in alleviating the
suffering of our people most especially, the vulnerable. I appreciate
fellow Political Office Holders, Permanent Secretaries, General
Managers and Executive Secretaries for sacrificing 50% of their
salary to the fight against the pandemic.
14. I remember with sadness, the demise of two of our illustrious
sons, Late Evangelist Bamidele Olumilua, former Governor of old
Ondo State and Late Sir Remi Omotoso, former Chairman, Standard
Chartered Bank, who until his demise, is a member of the Ekiti State
COVID-19 Response Resource Mobilization Committee. I also
commiserate with the families of all our people who have lost their
lives to the pandemic. May their gentle souls rest in perfect peace.

This is made up of N59,063,958,763.00 as Recurrent Expenditure and N32,065,037,719.01 as Capital Expenditure, representing 65:35 ratios, in response to the exigencies of our finances and the realities of the times. 9. At this juncture, I want to commend the efforts of our Development Partners in the transformation of our dear State. This administration shall continue to collaborate with our Development Partners in the implementation of some critical projects in the 2020 Supplementary Budget. 10. Ladies and Gentlemen, this is no time for frivolities. We must be prepared to make sacrifice at one point or the other as we battle to come out of the COVID-19 inflicted quagmire. Pending the time that a vaccine is discovered and the pandemic assumes the status of epidemic, the need to reopen our economy has become imperative. Consequently, the 2020 Supplementary Estimates has been put together to ensure that our meagre resources are mobilized to specific and critical areas of the economy as follows: • Health and Environmental Response;

Page 4 of 5 • interventions with a view to improving the standard of living of the People; • ensuring food security in the Agricultural Sector; • improved ease of doing business; and • other Multi-Sectoral Responses. 11. The 2020 Supplementary Budget reflects our determination that Ekiti State remains resilient in the face of the challenges posed by COVID-19. We are resolute in our belief that the economy will bounce back stronger. I thank you all for your continued support and prayers for our people and my administration during these trying times. I assure you that there is a glorious light at the end of the tunnel. 12. I acknowledge the efforts of everyone who collaborated and worked painstakingly, to produce the 2020 Supplementary Appropriation Bill, that I have just signed into law. I, once again, thank the Leadership and members of the Ekiti State House of Assembly, staff of the ministry of Budget and Economic Planning and everyone that played one role or the other in the process that culminated into the signing of this bill. I urge all MDAs to maintain budget discipline as usual even as our monitoring institutions remain alive to their responsibilities. As usual, the budget that I am signing into law is the product of community and public engagement and the Ministry of Budget and Economic Planning shall provide the breakdown to the general public in due course.

I also appreciate the efforts of our revered leaders and illustrious sons and daughters of this State who have donated generously to the fight against COVID-19 and in alleviating the suffering of our people most especially, the vulnerable. I appreciate fellow Political Office Holders, Permanent Secretaries, General Managers and Executive Secretaries for sacrificing 50% of their salary to the fight against the pandemic. 14. I remember with sadness, the demise of two of our illustrious sons, Late Evangelist Bamidele Olumilua, former Governor of old Ondo State and Late Sir Remi Omotoso, former Chairman, Standard Chartered Bank, who until his demise, is a member of the Ekiti State COVID-19 Response Resource Mobilization Committee. I also commiserate with the families of all our people who have lost their lives to the pandemic. May their gentle souls rest in perfect peace. 15. Thank you and God bless you all. 16.
