The Journey towards Green Building Implementation &
Energy Performance Certificates (EPC’s)
Lisa Reynolds
President SAEE Confederation
Mission of the SAEE Confederation
• The Southern African Energy Efficiency Confederation advocates
collaboration in the continuous improvement and implementation of
energy management in support of sustainable development among its
divisions, affiliates, members and energy consumers in general.
• It works with government, the private sector, research & education
institutions, other organisations and energy professionals through
information sharing, networking, sharing of best practice, recognition
awards and an annual conference and exhibition to support the Energy
Efficiency Strategy, Climate Change Mitigation and Socioeconomic
development in South Africa.

Energy Efficiency Journey
• National Development Plan (NDP)
• Department of Energy (DoE)
• National Energy Efficiency Strategy (NEES)
• Department of Public Works (DPW)
• Energy Performance Certificates for Government Buildings
• Green Building Framework Policy (National & Provincial)
• Department of Environmental Affairs (DEA)
• GHG reporting
• Carbon Tax
• Department of Science & Technology (DST)
• The State of Electrical Energy Efficiency in South Africa
Where are we now - Government
Strategies need Action Plans
• To promote energy efficiency as the 'first fuel' in driving
balanced, socially inclusive and environmentally sustainable
economic growth, boosting job creation and leading
technological innovation across the region
Energy efficiency is considered to be a hidden energy resource that should
be fully exploited before considering other sources as it takes less time to
implement, lasts longer and keeps producing without the negative effects of
generation.
NEES
• NBR-X = National Building Regulation – Sustainability
• NBR-XA = National Building Regulation – Energy Efficiency in
Buildings
• SANS 10400-XA = “Deemed-to-Satisfy” Standard for Energy
Efficiency in Buildings
• SANS 1544 = South African National Standard for Energy
Performance Certificates
Key
History of Energy Efficiency in Buildings
History of Energy Efficiency in Buildings
(ctd.)
• Minimum standards for new buildings
• Heating & cooling energy
• Rationale behind NBR-XA
• Hot water supply – biggest energy use (residential)
• Thermal comfort
• SANS 10400-XA
• Hot water addressed
• Biggest heat loss & gain through the roof = focus
• Introductory “passive design” principles
• Efficient lighting & fixed services
• Masonry walling performance just above BAU
National Building Regulation XA
SANS 10400-XA
• Draft stage
• Due for publication 1st half 2019
• Stricter energy performance criteria
• User friendly
• Next redraft in 5 years time
• Why redraft?
SANS 10400-XA – Version 2
National Development Plan (NDP)
“Progressively strengthen the
energy-efficiency criteria set out
in the South African National
Standard to achieve a zero-
carbon building standard by
2030”
Building Regulation: Part XA; Efficient Energy use in Buildings: 2017

Policy pathway: impacts into the future
C40 Cities’ Analysis
• Building Control Officers, Building Inspectors & Plans Examiners
not enforcing Regulation sufficiently
• Lack of understanding of performance criteria relating to
practical building inspection
• Need training
• Capacity building
Solution to Compliance
National Energy Efficiency Strategy
NEES - History
NEES Target Reduction
How do we achieve these targets?

• SANS 1544 – Energy Performance Certificates
• Regulating EPC’s
• Mandatory for Government buildings greater than 1000m2
• Mandatory for Private Sector Buildings greater than 2000m2
• Set minimum level
• Job creation for Energy Auditors
• Building Performance Register
• 2 years to comply
• Valid for 5 years
DPW – Green Department
Do EPC’s save energy?
Energy Performance Certificate
• No
• Set goals for levels of energy performance
• Retrofit of buildings
• New EPC
Do EPC’s save energy?
Sustainable Buildings
• Department of Public Works drafted Green Building Frame-work
Policy
• Signed by Minister
• National & Provincial frame-works
