5. EGNOS brings benefits for the GA
community!
No costly ground installation required, enabling LPV line of minima at small airports
– ILS look-alike horizontal and vertical guidance
– Most GA avionics brands & models support this functionality
ESSP-MOM-17059 5
Statements from GA pilots:
“LPV guidance is smoother if
compared to ILS”
“UK CAP1122 is setting the
basis for the implementation of
LPVs to aerodromes lacking
ATC/APP services”
“The LPV avalanche is
unstoppable. Proper training is
absolutely essential”
– Better accessibility (LPV increases chances for successful landing
due to reduced Decision Height)
– Availability for training on IFR approaches close to the flight
school’s base
– EGNOS enables helicopter Point-in-Space with vertical guidance
6. EGNOS implementation

ESSP-MOM-17059 17
17. NPA 2016 -14
19
• The Basic IR licence was introduced in NPA
2016-14
Action area: General aviation
Affected rules: Commission Regulation (EU) No
1178/2011; Decision No 2011/016/R (PART-
FCL)
Affected stakeholders: GA community; GA
pilots; instructors; examiners; training
organizations
18. EASA Rulemaking process
9.2.2017 20
• Terms of reference – 18.12.2015
• NPA was published 9.11.2016
• No CRD at the present time
• Proposal to Commision Q4 2017
• Adoption by Comission Q2 2018
19. NPA 2016-14
21
Goal: improve access for GA pilots towards an
Instrumental Rating
New Basic IR qualification si introduced
Key principles: Competency-based training
Flexible training
Lower costs
Usage only for non-high
performance Aircraft
20. Basic IR limitations
22
Privilleges same as CB-IR with certain limitations :
• the BIR holders will be restricted to 200 ft above
the published minima on an approach procedure,
down to a maximum of 500 ft above ground level
(AGL) for a 3D approach, or 600 ft AGL for a 2D
approach.
• departure minima of 1 500 m visibility and a
cloud base of not less than 600 ft
• the BIR will only be used for single-pilot, non-
high-performance aircraft
21. Basic IR training
23
• Modules:
Module 1: Pre-flight operations and general handling
Module 2: Departure, precision (3D) approach procedures
and non-precision (2D) approach procedures;
Module 3: En-route IFR procedures – can be provided
outside ATO
Module 4: Optional flight with one engine inoperative
(multi-engine aeroplanes only).
22. Basic IR training
24
• The theory is „tailored“ to focus on areas where
sklil are lower
• The practical training has set: objective, skill,
knowledge a attitude
• There is NO minimal flying hours requirement !
• The training is competency based and fully in
responsibility of ATO to set appropriate hours of
theoretical and practical training
24. Issues with NPA 2016-14
26
• Training is not ICAO compliant
• NPA 2016-14 doesn´t set rules for theoretical
testing – issues with ECQB
• Theoretical knowledge syllabus is not based on
NPA 2016-03
• EIR qualification to be removed
• Greater responsibility for ATO
26. CAPACITY BUILDING IN AVIATION

31. COMMERCIAL PILOT LICENSE HOLDERS
33
• PBN/GNSS theory during periodic training,
such as: winter training
– obligatory for each pilot
– educational videos
• this additional training is not mandatory with
respect to regulations
• E-learning
32. INSTRUCTORS
34
• Based on their qualification – according to
previous slides
• Additional PBN/GNSS theory during
instructors seminars organised by flight school
33. Conventional procedures
35
• NDB and VOR procedures remain
– still active
– important as back-up procedures
– good for pilot orientation with use of RMI and CDI
• Total training time remain the same
– Maybe some additions in ground preparations
35. Aircraft approval
37
• Old aircraft without capable avionics
• New aircraft with capable avionics, but
without certification for PBN operations down
to LPV
• New aircraft with capable avionics and
certification for PBN operations down to LPV
36. Simulator approval
38
• Old simulator without capable avionics
• New simulator with capable avionics and
certification for PBN operations down to LPV
37. Changes in OM
39
• Special operational approval for PBN
operations down to LPV minima is not
required according to Decision 2016/020/R
• Changes in OM can be required by local CAA
– OM-C Route part: PBN procedures
– OM-D Staff training: Instructors training
