Pre-production phase • Invest in knowledge of MOOC development team -> production of 14 state-the-art papers (MOOCBOOK: http://bizmooc.eu/mooc-manual/ ) • Get knowledge about characteristics of different target group – 55 interviews with companies – 55 interviews with HEI not involved in MOOCS – >1000 completed online survey
