With uncertainty prevailing
in Afghanistan, India on
Wednesday said it was wary of
Pakistan’s role due to its close
links with the Taliban and
asserted that Afghan soil must
not be used to foment terror-
ism. Conveying this concern to
Russia and the USA, New
Delhi also sought an assurance
about safety and security of
minorities, including Sikhs and
Hindus there.
These points were main
takeaways of the separate high-
level meetings between
National Security Advisor
(NSA) Ajit Doval with his
Russian counterpart General
Nikolay Patrushev and Central
Intelligence Agency (CIA) chief
William Burns.
While the India-Russia
talks were held on Wednesday,
the interaction between Doval
and Burns took place on
Tuesday.
As regards the talks
between Doval and Patrushev,
sources said India underlined
Pakistan’s ties with the Taliban
and other international terror-
ist organisations.
India wanted Pakistan to
ensure that Afghanistan soil
was not used for stoking ter-
rorism while highlighting close
ties between the ISI and the
Lashkar-e-Tayyaba and Jaish-e-
Mohammad, they said.
A Russian read-out of the
delegation-level talks said the
two countries paid attention to
intensifying joint work by “spe-
cial services and military bod-
ies”. They also decided to hold
further interactions on the
anti-terrorist tracking, com-
bating illegal migration, and
drug trafficking.
“As a follow-up to the tele-
phone conversation between
Russian President Vladimir
Putin and Indian Prime
Minister Narendra Modi on
August 24, an exchange of
views took place on the mili-
tary, political and socio-eco-
nomic situation in
Afghanistan,” the Russian read-
out said.
It said the two sides agreed
to coordinate on the Afghan
issue in multilateral formats.
They also touched upon
humanitarian and migration
problems in this country, as
well as prospects for the
Russian-Indian joint efforts
aimed at creating conditions for
launching a peaceful settle-
ment process on the basis of an
intra-Afghan dialogue, the
statement said.
The importance of defin-
ing parameters of the future
State structure of Afghanistan
by the Afghans themselves, as
well as the need to prevent the
escalation of violence, social,
ethnic and confessional con-
tradictions in the country, were
emphasised, it added.
The two NSAs also delib-
erated on threats from drugs
networks operating from
Afghan territory, the role of
regional countries and details
of Indo-Russia cooperation to
meet the current and future
challenges, sources said.
On Tuesday, the Ministry
of External Affairs said
Patrushev was visiting India at
the invitation of Doval. After
the Modi-Putin conversation,
Russia said the two leaders
expressed the intention to
enhanced cooperation to
counter the spread of “terror-
ist ideology” and the drug
threat emanating from
Afghanistan and agreed to
form a permanent bilateral
channel for consultations on
the issue.
On Monday, Russian
ambassador to New Delhi
Nikolay Kudashev said that
there is “ample scope” for coop-
eration between India and
Russia on Afghanistan and
both sides have been in regu-
lar touch with each other on the
latest developments in the war-
torn country.
He also said that Russia is
as concerned as India that the
Afghan soil should not be a
source of spreading terrorism
to other countries and there is
a “danger” of terror being
spread to the Russian territory
as well as Kashmir.

As part of its long-term
strategic game plan,
Pakistan’s Inter-Services
Intelligence (ISI) chief Faiz
Hameed’s visit to Kabul earli-
er this week was to ensure
implementation of a list of its
demands, including reduction
of the number of Afghans in
the Presidential Palace in Kabul
and to tensure the significant
presence of the mercenaries of
the Haqqani Network to mon-
itor the activities of the Taliban
leaders.
Hameed, according to
sources tracking the develop-
ments there, also discussed
with the Taliban leadership
ways to fill important positions
at the top in the future
Government and army there
with ISI-Pakistan Army
“stooges” and mercenaries of its
jehadi terror conglomerates
besides resolution of the dis-
pute over the Durand Line in
favour of Islamabad.
In addition, the ISI chief
also ensured the swift launch of
the violent attacks on Panjshir
Valley with aerial and ground
support from the Pakistan Air
Force and the Pakistan Army to
quell the resistance from the
National Resistance Front.
Counter-Terrorism expert
Dr Rituraj Mate said, “The
Taliban regime needs legiti-
macy from its own citizens but
apparently it is working at ISI’s
behest to win over the hearts
and minds of its people. It is not
going to work in Afghanistan
as Pakistan has itself failed in
restive Balochistan and Khyber
Pakhtunkhwa regions.”
Hameed’s meddling in
Afghan affairs could also be
indicative of the dissensions
within the Pakistani politico-
military-ISI combine. Pakistan
PM Imran Khan is himself a
Pathan and his party is ruling
in Pakhtun areas like Khyber
Pakhtunkhwa region, making
him a popular face among the
Afghan origin people. The ISI
could be seeking to fuel conflict
between the Pakhtuns from
either side of the Durand Line
on the one hand and between
the Pakistanis and Pathans
within its jurisdiction to make
Khan unpopular, Dr Mate
added.
The presence of the
Haqqani Network fighters in
the Presidential Palace will
keep close tabs on the workings
of the interim Government
and take measures in line with
Pakistani interests. The ISI bid
also suggests it does not rely on
the Afghan cohorts. The ISI is
already planting the terror
commanders of its terror affil-
iates as Governors of the

ensure postings of Pakistanis as
Governors and key appoint-
ments in the police and future

quick control of the provinces

fessional army as Taliban is
essentially an insurgent outfit
relying on guerilla tactics to

At least one person died and
20 people went missing
after a boat with over 120 peo-
ple on board sank in the
Brahmaputra river after col-
liding with a ferry steamer
near Nimati Ghat in Jorhat dis-
trict of Assam on Wednesday,
officials said.
The accident occurred
when the private boat ‘Ma
Kamala’ was headed to Majuli
from Nimati Ghat and ferry
‘Tripkai’, operated by the state’s
Inland Water Transport (IWT)
Department, was coming from
the riverine island.
“The boat capsized and
sank,” an official of the IWT
Department said. Another
IWT official said more than
120 passengers were on board
the boat but many of them were
rescued by lifeguards on
‘Tripkai’.
A woman died in hospital
after she was rescued from the
river, Assam State Disaster
Management Authority
(ASDMA) Chief Executive
Officer Gyanendra Tripathi
told PTI.
“We have reports of around
15-20 people missing. Several
teams of NDRF and SDRF are
carrying out rescue operations
with support from the Army
and para divers,” he said.
Three senior officials of
IWT Department were sus-
pended on the charge of neg-
ligence of duty in connection
with the accident, an official
statement said.

China on Wednesday
announced USD 31 million
as aid to Afghanistan, its first
after the Taliban seized power
in Kabul, as it backed the
Afghan militant group’s inter-
im government, saying it is a
“necessary step” to restore
order and “end anarchy”.
Taking part in the first
meeting of Foreign Ministers of
the neighbouring countries on
Afghanistan, Foreign Minister
Wang Yi said China will pro-
vide Afghanistan with 200 mil-
lion yuan (USD 31 million)
worth of grains, winter sup-
plies, vaccines and medicines as
per its requirements, official
media here reported.
The meeting convened by
Pakistan was also attended by
foreign ministers from Iran,
Tajikistan, Turkmenistan and
Uzbekistan, all of them the
neighbouring countries of
Afghanistan.
Russia was conspicuously
absent at the meeting hosted by
Pakistan’s Foreign Minister
Shah Mahmood Qureshi.

vide Afghanistan with 200
million yuan ($31 million)
worth of grains, winter sup-
plies, vaccines and medicines
as per the needs of its people,

The talks between the farm-
ers’ unions and the
Haryana Government
remained inconclusive for the
second consecutive day on
Wednesday in Karnal with
farmers announcing to con-
tinue their protest outside the
mini-secretariat there.
The sit-in outside the
Karnal mini-secretariat, fol-
lowing a mahapanchayat in
the same city, had begun on
Tuesday evening over the
demands of registration of a
case against IAS officer Ayush
Sinha, compensation for a
farmer who died and those
who got injured during police
lathi-charge on farmers on
August 28 in Karnal, the

After their talks failed on
Tuesday, the Karnal District

her resignation to President

speculation is rife that she may

as a BJP leader in her home

Maurya was sworn in as the
Uttarakhand Governor in
August 2018 after her prede-
cessor Krishna Kant Paul com-
pleted his five-year tenure. She
has served at various positions
in the past. She was the Mayor
of Agra from 1995 to 2000

ber of the State Social Welfare

In a major step towards ensur-
ing gender parity, the
Government on Wednesday
informed the Supreme Court
that women will now be eligi-
ble for induction into the
National Defence Academy
(NDA).
The apex court had last
month pulled up the Armed
forces for keeping women can-
didates out of the NDA and
allowed them to appear for the
entrance examination of the
NDA.
The three Services chiefs
visited the headquarters of the
NDA, the cradle of grooming
officers for the Army, Navy and
IAF, late last month to take
stock of the infrastructure
catering to women cadets. The
NDA was founded in 1954 in
Khadakvasala, Pune and till
now admits only male cadets.
It is the only tri-service
institution in the world.

The Delhi Disaster
Management Authority
(DDMA) has said that Ganesh
Chaturthi celebrations will not
be allowed at public places in
the national Capital in view of
the Covid-19 situation.
The authorities released
the order late on Tuesday night
and said District Magistrates
and Deputy Commissioners
of police will ensure that Lord
Ganesha’s idols are not set up
in tents or pandals. “It should
be ensured that crowds do not
gather at any religious or social
place,” it added.
Permission will also not be
granted for any procession, it
said and advised people to cel-

sidering the prevailing restric-
tions on gatherings and con-
gregations and the present sit-

gave its go-ahead for a C17,000
cr deal for the procurement of
56 C-295MW transport aircraft
from Airbus Defence and Space
SA Spain.
Sixteen aircraft will be pro-
cured off the shelf within 48
months of signing of the con-
tract and 40 aircraft will be
manufactured in India by
TATA Consortium within ten
years of signing of the contract.
This is the first time that a
military aircraft will be manu-
factured in India by a private
company. All 56 aircraft will be
installed with indigenous
Electronic Warfare Suite. The
project will give a boost to the
aerospace ecosystem in India.

Unplanned development in
Dehradun has taken a
major toll on the environment
which is causing life-threaten-
ing incidents and disasters to
recur in the region.
Members of a group of
non-governmental organisa-
tions (NGOs) stated this dur-
ing a Press conference here on
Wednesday. They stated that
they are also against the
planned felling of 2,200 trees
from Jogiwala to Pacific Golf
apartments for road widening
purpose and if the authority
goes ahead with this plan, they
will start a massive movement
like the Chipko movement.
Representatives of the
NGOs like Rajpur Initiative,
Pramukh, Friends of Doon
and Citizens For Green Doon
(CFGD) said that incessant
rainfall has been occurring in
the city for years during the
monsoon but due to unplanned
development by authorities,
water logging, flash floods,
mudslides and rocks falling
on roads and highways have
become frequent and life-
threatening incidents in recent
times. Himanshu Arora from
CFGD said that illegal mining,
unplanned urbanisation, cut-
ting of mountains and permit-
ting projects at river sources
and catchment areas are
destroying the environment in
the valley.
He said that failure of the
development agencies like
municipal bodies, Mussoorie
Dehradun Development
Authority (MDDA), Public
Works Department (PWD)
and Dehradun Smart City
Limited (DSCL) besides the
negligence of the political par-
ties has contributed majorly to
environmental damage in
Dehradun.
The NGOs also alleged
that those officials who want to
seriously work against such
anomalies are transferred by
the higher authorities like the
last secretary of MDDA
Harbeer Singh was transferred
overnight as he was taking
stringent actions against illegal
constructions and encroach-
ments in the city.
They said that such action
from the government is very
discouraging for those offi-
cials who genuinely want to
work for the betterment of the
city and Singh must be rein-

The Indo-Tibetan Border
Police (ITBP) expedition
team which successfully
climbed Balbala peak received
a rousing welcome on its return
at the Joshimath camp. The
ITBP team is the first to sum-
mit this 21,050 feet high peak

Tibetan region after it was last
climbed by a Swiss expedition

An elephant which had been

Government released the
government order (GO) of the
onetime incentive of Rs 10,000
for the employees of the rev-
enue department on

Dehradun police have arrest-
ed a 58-year-old man for
allegedly killing a woman. He
has claimed that he murdered
her under stress because she
was blackmailing him to get a
job. Addressing the media on
Wednesday, the Dehradun
senior superintendent of police
(SSP) Janmejaya Khanduri
informed that the victim's
father who resides in Tehri
had filed a complaint stating
that he used to regularly talk to
his daughter who worked in a
hospital in Dehradun but on
August 14, he was unable to call
her on her cell phone. On the
basis of this complaint, the
police registered a missing per-
son report and began investi-
gating. On August 22, the police
found a woman's body in a for-
est near Dharkot Road in
Ranipokhri and tried to contact
the said complainant to identi-
fy the body but the police
could not contact him for days.
The police were finally able to
contact the complainant on
September 7 and he identified
the objects recovered from the
victim's body as his daughter's.
Through the call detail record
of the victim, the police got to
know about a phone number
which she had called several
times. The number belonged to
Gautam Panwar residing in
the Ranipokhri area. When he
was called in for investigation,
he confessed to the murder.
According to the accused, he
had promised the victim that he
would get her a job in the same
hospital where he had worked
for the past 25 years but he
failed to do it. The accused has
alleged that he and the victim
also had a physical relationship
and the victim had started
blackmailing him on this basis,
informed the SSP. The police
said that the accused has alleged
that the victim had pressurised
him to get her a job at the same
hospital he worked in or she
would reveal their relationship
to his family members and his
boss. The accused has claimed
that he strangled her under
stress on August 15 near
Dharkot Road, informed the
police.

The State Health department

In an effort to enhance the
Indian Air Force’s (IAF)
capabilities to transport per-
sonnel and equipment, the
Cabinet Committee on
Security(CCS)on Wednesday
approved the procurement of
56 C-295MW transport aircraft
from Airbus Defence and Space
S.A., Spain. The deal is worth
over C17,000 crores.
Giving details here, officials
said 16 aircraft will be procured
off-the-shelf within 48 months
of signing of the contract and
40 aircraft will be manufac-
tured in India by TATA
Consortium within ten years of
signing of the contract.
This is the first project of
its kind in which a military air-
craft will be manufactured in
India by a private company. All
56 aircraft will be installed
with indigenous Electronic
Warfare Suite. The project will
give a boost to aerospace
ecosystem in India wherein
several medium and small
enterprises(MSME) spread
over the country will be
involved in manufacturing of
parts of the aircraft.
This plane is capable of air-
lifting five to ten tons and fit-
ted with latest technology will
replace the ageing Avro planes
now in service since 1960s. The
new aircraft has a rear ramp
door for quick reaction and
parachute dropping of troops
and cargo.
The manufacturing pro-
gramme will provide major
boost to the `Atmanirbhar
Bharat Abhiyan’ as it offers a
unique opportunity for the
Indian Private Sector to enter
into technology intensive and
highly competitive aviation
Industry. The project will aug-
ment domestic aviation man-
ufacturing resulting in reduced
import dependence and
expected increase in exports.
A large number of detail
parts, sub-assemblies and

aero structure are scheduled to
be manufactured in India. The
programme will act as a cata-
lyst in employment
generation in the aerospace
ecosystem of the country and
is expected to generate 600
highly skilled jobs directly,

The Union Cabinet on
Wednesday approved the
production-linked incentive
(PLI) scheme worth C10,683
crore for textiles sector with an
aim to boost domestic manu-
facturing and exports. The
cabinet “has approved the PLI
scheme for textiles for MMF
(man-made fibre) apparel,
MMF fabrics and ten seg-
ments/ products of technical
textiles with a budgetary out-
lay of C10,683 crore,” Textiles
Minister Piyush Goyal told
reporters here.
Prime Minister Narendra
Modi later tweeted that the PLI
scheme will make India emerge
as hub for global textiles man-
ufacturing and enhance
women empowerment. “Our
textiles sector plays a vital role
in the economy. In order to give
a further boost to the sector
and strengthen our endeavour
to create an Aatmanirbhar
Bharat, the Cabinet today
approved a PLI Scheme for tex-
tiles,” he said.
“Through the PLI Scheme
in textiles, India seeks to
emerge as a hub for global tex-

districts,” added Modi.
PLI scheme for textiles is
part of the overall announce-
ment of the scheme for 13 sec-

In the midst of farmers’
protests, the minimum sup-

the MSP for six rabi crops -

and Safflower - with an aim to
ensure remunerative prices to

According to a statement
issued by the government, the
MSP for wheat has been
increased by C40 to C2015 per

From Thursday, Telangana
Government will start the
trials of delivering medicines
and vaccines through drones
under the ‘Medicine From The
Sky’ project. The trial flights
will be conducted from
September 9 to October 10 at
Vikarabad (Hyderabad), and a
majority of them will be by tech
start-up Skye Air Mobility.
This will make Telangana the
first state in the country to start
trials of Beyond Visual Line of
Sight (BVLOS) drone flights for
delivery of COVID-19 vac-
cines.

The plans of Doordarshan and All India
Radio in Chennai to observe the
Amruth Mahotsav (75th anniversary of
India’s Independence) has turned sour even
before the first episode of the programme
was aired.
Both Doordaarshan and AIR had
made grand plans to broadcast features and
programmes on freedom fighters from
Tamil Nadu who had contributed great ser-
vices to liberate the country from the
shackles of British rule. “But some of the
names included in the list were shocking and
insulting as they had no role in the freedom
movement,” said B R Gowthaman, director,
Vedic Research Centre, an autonomous
body engaged in propagating Vedic Studies
and Indian culture.
In memorandums addressed to Anurag
Thakur, L Murugan, union ministers of State
for Information and Broadcasting , and K
Annamalai, Tamil Nadu BJP chief,
Gowthaman said that three persons in the
list prepared by the bureaucrats of
Doordarshan and AIR do not have any role
in the country’s freedom movement.
“E V Ramasami Naicker (popularly
addressed as Periyor) was never a part of the
freedom movement. In fact Naicker had
pleaded with the British not to leave India,”
Gowthaman told The Pioneer. He further
pointed out that Rettamalai Srinivasan,
whose name has been included in the list
by the bureaucrats of the Ministry of
Information and Broadcasting, was a social
reformer and had never taken part
in any agitation for the liberation of the
country.
Yet another person whom the officials
want to highlight is Marshal Nesamani, who
too did not take part in freedom struggle.
“Nesamani hailed from Kanyakumari in the
then Travancore State. He was focussed on
annexing the district from Travancore and
joining it to the then Madras Province and
had no role in the freedom movement,” said

as appeasement politics the
demand for a separate room for
namaz on the State Assembly
premises, stressing that such a
suggestion should not be con-
sidered as it holds no justifica-

The demand was made by

namaz on the Jharkhand

Six people, including three
children, are reported to be
missing after their boat cap-
sized in the Ganga here in Uttar
Pradesh on Wednesday, police
said.
There were 14 people on
the boat and eight of them were
rescued by locals. But three
women and as many children
are missing after the incident
near the Akhara Ghat, Senior
Sub-Inspector (SSI),
Vindhyachal Police Station,
Akhilesh Kumar Pandey, said.
Most of them were devo-
tees from Ranchi in Jharkhand,
he said. Chief Minister Yogi

The Kota police has filed a
charge sheet in a rape case
in record six days, indicting a
16-year-old boy of raping his
seven-year-old cousin.
The Kota Rural Police filed
the 70-page charge sheet before
a Juvenile Justice Board on
Wednesday after completing its
probe into the rape case lodged
on the minor girl's complaint
at the Kaithun police station
area in Kota district.
The victim reached the
police station on September 2
along with her mother and told
the police that she was raped by
her minor cousin on August 30
night when her parents were
away in a hospital, Kaithun
police station's SHO Mahendra
Maru said.
He said the girl told police
that her uncle's son had been
asked to sleep in the room of
her elder sister and herself for
their security.
The boy, however, raped
the girl at some time in the
night when she and her elder
sister were asleep, the SHO said
quoting from the minor's com-
plaint.
He added that as the vic-
tim's elder sister woke up amid
the act, the boy beat her up and
fled from there.
On the girl's complaint, the
police registered a case against
the boy under section 376 (A,
B) of the Indian Penal Code
and various sections of the
Protection of Children from
Sexual Offences Act and began
the probe.
After lodging the FIR, the
police got the girl medically
examined and recorded her
statement under section 164 of
the CrPC before a magistrate
the next day, he said.
Acting on the report, Kota

formed a special team under
the supervision of ASP Paras
Jain to trace the minor accused,
who was later detained on
September 4 and was pro-

Maintaining the positive
recovery trend— high
recoveries and a low number of
fresh Covid-19 cases— has
reduced the active Covid case-
load in Uttar Pradesh to 214.

Lucknow: A 16-year-old Dalit
boy from Amroha was found
hanging in the bathroom of a
juvenile home in
Bulandshahr.
His family alleged that he
was beaten up by upper caste
inmates for “daring” to run

The boy's father said in his
complaint to the police, Late
on Monday night, I got a call
telling me that my son had
hanged himself. But I am cer-
tain he was murdered.
On the basis of the com-
plaint, an FIR was registered
against eight persons, five
inmates, the girl's parents and
her uncle, for murder, criminal
conspiracy and under the
SC/ST Act, on Tuesday.
The body was sent for
post-mortem and the report is
awaited. The deceased had
been sent to the juvenile cen-
tre on July 30 after being held
for “kidnapping” an upper
caste girl he had eloped with.
District probation officer
Nagender Pal Singh said a
high-level probe had been
ordered into the case.
The boy's father said, I had
met him two days back and he
said he was in deep pain. He
was crying and asking me to get
him out because inmates, in
collusion with juvenile home
staffers, would thrash him bru-
tally. He had told me they
broke his rib and he found it
difficult to breathe. His hip
bone had also been
injured.
The boy, along with four
others, had run away from the
home on August 16. The boy's
uncle said the case for which he
was held was the reason why
they believed the girl's family
may have been involved.
The boy was just 16. The
girl lived with her family on the
upper floor of our house in
Amroha on rent. They fell in
love but the family moved out.
The two stayed in touch. The
girl asked the boy to meet him
and take her away. He made the
mistake of eloping with her.
The girl's family filed a police
complaint and he was held, the

New Delhi: The Supreme Court on
Wednesday said it does not want free-
dom of press to be muzzled or stifled but
it cannot create a separate avenue for
journalists to approach it directly for the
quashing of FIRs lodged against
them.The apex court stated this while
hearing a plea filed by Foundation for
Independent Journalism, which pub-
lishes digital news portal ‘The Wire', and
its three journalists seeking quashing of
three FIRs lodged against them in Uttar
Pradesh.

New Delhi: Observing that a reasonable period of extension can
be granted to facilitate completion of ongoing investigations, the
Supreme Court on Wednesday dismissed a plea challenging exten-
sion of one year service to Sanjay Kumar Mishra as Director of the
Enforcement Directorate (ED). Upholding the Centre's decision,
a bench headed by Justice L Nageswara Rao, however, made it clear
that extension of tenure of officers who have attained the age of
superannuation should be done in rare and exceptional cases. The
court also made it clear that no further extension can be given to
Mishra.
The apex court said that a reasonable period of extension can
be granted to facilitate the completion of cases of ongoing inves-
tigations only after recording the reasons by the committee con-
stituted under Section 25 of the Central Vigilance Commission Act.
Any extension of tenure granted to persons holding the post of
director of ED after attaining age of superannuation should be for
a short period. We do not wish to interfere with the post of sec-
ond respondent in the instant case as the tenure is coming to end

The judgment came on a plea filed by NGO, Common Cause, chal-
lenging retrospective change in the 2018 appointment order of
Mishra as director of the ED. Mishra, an Indian Revenue Service
officer was appointed as the ED Director for two years by an order
of November 19, 2018. Later, by an order of November 13, 2020,
the appointment letter was modified retrospectively by the cen-
tral government and his 2-year term was made for three years.
Advocate Prashant Bhushan, appearing for the NGO, had said
Mishra could not have been given any extension since he reached
the age of 60 years in May 2020 and such an illegal extension may
have an impact of destroying the independence of the office of

does he not realise that his
community as a whole has
nowhere to migrate and they
would be reluctant to emi-
grate? Why then should lead-
ers like him provoke Hindus
into animosity? Pakistan,
which should have been their
haven, began to close its gates
on the morrow of Partition.
Punjab took Panjabis from
the east. Most other Muslims
were diverted to Sindh, which
is where nearly all mohajirs
have had to gather. Now
there is no more space,
though Balochistan is one
place where there is no prob-
lem of space. But how many
Indians would find it wel-
coming? Elsewhere in the
world, the gates are closing, if
they have not already closed.
What is the future but to inte-
grate in India? Why should
Akhtar sahab disturb the
atmosphere? Remember,
except for the Trump riot in
northeast Delhi, there has
been no rioting for seven
years or more. We should
leave it at that. The advice to
Akhtar should be to keep his
mouth shut.
The question that
remains is what in Akhtar’s
mind could be the benefit
either to his lyrics, himself or
his community? No mature
person speaks in public
loosely to the harm of any-
one, certainly not himself.
Javed sahab is of course a vet-
eran and anyone who has met
him would assess him to be
not only mature but also
wise. He is also a gentleman
and, therefore, he must have
said about the RSS what he
did to tell off the Sangh to
improve itself by giving up all
thoughts of a Hindu Rashtra.
He should have known that
he is safer in such a Rashtra
than in a Nehruvian polity
where there was frequent
communal rioting to tell
Muslims that Hindus are
dangerous; you better support
us because we are the only
party which can protect you.

Sir — We wholeheartedly welcome the
Bill introduced in the Tamil Nadu
Assembly to give workers ‘the right to sit’
in workplaces. It is a much-needed
piece of legislation; a change in tune with
the times. It will benefit lakhs of work-
ers who have been hitherto forced to
stand on their feet literally for hours. In
shops and showrooms, workers have
been made to stand even when there are
no or few customers. It is a fallacy to say
that the quality of service to customers
is affected when the workers are occa-
sionally allowed to sit.
The new legislation recognising the
right to sit will ease the pain of stand-
ing (during working hours) which work-
ers have had to bear for the sake of eking
out a living and enable them to experi-
ence the ‘lightness of being’. With the new
law coming into effect, when workers sit,
they cannot be said to be derelict in their
duty. Soon, the owners of establishments
will have to abide by the new law and
provide a chair to each worker. The ‘right
to sit’ also restores the dignity of labour
which no worker, however humble,
should be deprived of.

able win against the hosts. As a matter
of fact, the England team has been
blown away by India in this five-match
Test series. England collapsed at 210

shattered its middle and lower middle
order in a matter of time. Jasprit

for tourists and it was refreshing to see
India’s winning ways. It was an all-round

Virat Kohli for his captaincy. Virat had

India recorded their first Test win at the
Oval since 1971, which marked their first

Sir — Amidst the raging pandemic, the
Initial Public Offering (IPO) of compa-
nies got oversubscribed overwhelming-
ly. The shares are issued at high premi-
ums, priced through the book-building
process. ‘Make hay while the sun is shin-
ing’ seems to be the driving spirit in the
stock market, which has been witness-
ing a prolonged bull run.
Though India has secured only the
139th spot out of 149 countries in the
UN World Happiness Report 2021, this
part of the country in the stock mar-
ket is filled with happiness abound. In
2021, until now, companies garnered
about C74,000 crore from the public;
of it, the ‘Offers for Sale’, wherein the
entire subscription money goes into the
kitty of the promoters, amounted to
C40,000 crore.
The gross amount from fresh
issues, which remains with companies,
was about C34,000 crore only.
Interestingly, the fresh issues were
mainly for repayment and/or prepay-
ment of the borrowings fully or partial-
ly, funding the working capital require-
ments and meeting public issue
expenses of the companies. Certain
declared common objectives, such as
meeting the expenses of ‘general cor-
porate purposes’ and achieving the
benefits of listing equity shares on the
stock exchanges, were sketchy.

ana’b Javed Akhtar has equat-
ed the RSS with the Taliban,
a prominent wing of the
Islamist forces standing against
virtually the rest of the world.
The RSS, meanwhile, is a socio-
cultural organisation which also
runs many schools. No RSS
sevak is on record to have fired
a single bullet. Some believe
Akhtar is a communist but to me
he appears to be a Left liberal.
His statement has done untold
damage to Indian Muslims.
In my eight-year endeavour
to learn spoken Urdu, I have
made more than several friends
in Akhtar’s community. In the
last few years, many of them,
their relatives and friends have
begun to integrate with the new
Indian ethos, that is to live as an
equal Indian without appease-
ment. The Nehruvian ethos has
passed and is being replaced by
a Hindu-coloured era without
being against any religion.
Akhtar sahab’s statement, quite
unprovoked, has disturbed the
switchover from what has passed
to the new whose dawn has bro-
ken. A number of Hindus, who
were helping the cause of inte-
gration, may go back and say
that even a communist Muslim
is a Muslim first. I do appreci-
ate that religion is the compass
of his life. So much so that their
womenfolk are trying to break
the shackles of the rules laid
down by religion.
Prime facie, it would appear
that Islam and communism are
sharply different. The Muslim
lives by his religion all day while
the Marxists reject god and call
religion the opium of the mass-
es. In the Soviet Union, most
mosques were converted to
shops, municipal offices or party
hangouts. Many a youthful CPM
member used to enjoy declaring
that they were pure atheists
even on the floor of Parliament.
But historically, in India, the
Muslim parties and the commu-
nists have been allies. The CPI
(then undivided) only support-
ed the Partition and even split-
ting the country into 16 nation-
alities, if need be. At the other
end, when Sir Abdul Rahim
and Fazlul Rahman were nego-
tiating with a prominent Hindu
leader for a united Bengal as a
third dominion plus Pakistan

fter coming to power in Tamil
Nadu this May, the ruling DMK
and its supporters have been rat-
tling incessantly, directly or
obliquely, about the sovereignty and
integrity of India.
Anna Durai abandoned the demand
for a separate Dravida Nadu in 1963 but
still, the late M. Karunanidhi, when he was
the Chief Minister, acted against sover-
eignty and integrity of the nation on one
pretext or another. When some battalions
of the Indian Peace Keeping Force (IPKF)
returned to Chennai after finishing the
task assigned to them by Indian
Government, Karunanidhi, then in office,
refused to welcome them.
When LTTE cadres killed EPRLF
Padmanabha and 12 others in the busy
locality in June1990, Karunanidhi, who
was both CM and home minister, ensured
that the murderers escaped to Sri Lanka
via Rameswaram. This serious act of cross-
border terrorism emboldened the LTTE
to even carry out the assassination of Rajiv
Gandhi. Karunanidhi is alleged to have
shared crucial information about LTTE’s
illegal activities he received from Indian
intelligence agencies with the Lankan
group. This was precisely the reason why
the DMK Government was dismissed by
the then Chandrasekhar Government.
Whenever Karunanidhi wanted rep-
resentation in the Union cabinet for his
family members, he described the
Government and the ruling party with
terms of endearment. However, when no
such opportunity existed, he lambasted the
Centre and proposed the concept of
India as a federation of states.
Since DMK came to power in TN in
May 2021, it has resorted to indirect means
to challenge the Centre. Earlier, it used to
describe the Centre as ‘Maththiya Arasu,
meaning Central Government but now
they call it ‘Ondriya Arasu’, meaning
Union Government. It is to send a subtle
message that the Centre is no longer the
powerful “Central” Government but only
a “Union” Government.
There was a controversy over a
KMDK chief ER Easwaran dragging the
State Governor into a controversy over the
issue of ending his assembly address with
a salutation to the nation. The DMK web-
site still retains the reasons for the objec-
tive of forming a separate Dravida Nadu.
All these indicate that DMK is more inter-
ested in highlighting its fissiparous ten-
dencies.
There are many regional parties in the
states which face the national parties as
their political opponents. Shiv Sena,
Telugu Desam, Nationalist Congress
Party, Biju Janata Dal, Samajwadi Party,
Rashtriya Janata Dal, Janata Dal (United),
Janata Dal (Secular), TMC, TRS and YSR
Congress, have all been playing their pol-
itics but irrespective of whether they are
part of the Government in Delhi or not,
they donot speak or act in a way that chal-
lenges the integrity of India.

  • 1. ?=BQ =4F34;78 With uncertainty prevailing in Afghanistan, India on Wednesday said it was wary of Pakistan’s role due to its close links with the Taliban and asserted that Afghan soil must not be used to foment terror- ism. Conveying this concern to Russia and the USA, New Delhi also sought an assurance about safety and security of minorities, including Sikhs and Hindus there. These points were main takeaways of the separate high- level meetings between National Security Advisor (NSA) Ajit Doval with his Russian counterpart General Nikolay Patrushev and Central Intelligence Agency (CIA) chief William Burns. While the India-Russia talks were held on Wednesday, the interaction between Doval and Burns took place on Tuesday. As regards the talks between Doval and Patrushev, sources said India underlined Pakistan’s ties with the Taliban and other international terror- ist organisations. India wanted Pakistan to ensure that Afghanistan soil was not used for stoking ter- rorism while highlighting close ties between the ISI and the Lashkar-e-Tayyaba and Jaish-e- Mohammad, they said. A Russian read-out of the delegation-level talks said the two countries paid attention to intensifying joint work by “spe- cial services and military bod- ies”. They also decided to hold further interactions on the anti-terrorist tracking, com- bating illegal migration, and drug trafficking. “As a follow-up to the tele- phone conversation between Russian President Vladimir Putin and Indian Prime Minister Narendra Modi on August 24, an exchange of views took place on the mili- tary, political and socio-eco- nomic situation in Afghanistan,” the Russian read- out said. It said the two sides agreed to coordinate on the Afghan issue in multilateral formats. They also touched upon humanitarian and migration problems in this country, as well as prospects for the Russian-Indian joint efforts aimed at creating conditions for launching a peaceful settle- ment process on the basis of an intra-Afghan dialogue, the statement said. The importance of defin- ing parameters of the future State structure of Afghanistan by the Afghans themselves, as well as the need to prevent the escalation of violence, social, ethnic and confessional con- tradictions in the country, were emphasised, it added. The two NSAs also delib- erated on threats from drugs networks operating from Afghan territory, the role of regional countries and details of Indo-Russia cooperation to meet the current and future challenges, sources said. On Tuesday, the Ministry of External Affairs said Patrushev was visiting India at the invitation of Doval. After the Modi-Putin conversation, Russia said the two leaders expressed the intention to enhanced cooperation to counter the spread of “terror- ist ideology” and the drug threat emanating from Afghanistan and agreed to form a permanent bilateral channel for consultations on the issue. On Monday, Russian ambassador to New Delhi Nikolay Kudashev said that there is “ample scope” for coop- eration between India and Russia on Afghanistan and both sides have been in regu- lar touch with each other on the latest developments in the war- torn country. He also said that Russia is as concerned as India that the Afghan soil should not be a source of spreading terrorism to other countries and there is a “danger” of terror being spread to the Russian territory as well as Kashmir. A0:4B7:B8=67Q =4F34;78 As part of its long-term strategic game plan, Pakistan’s Inter-Services Intelligence (ISI) chief Faiz Hameed’s visit to Kabul earli- er this week was to ensure implementation of a list of its demands, including reduction of the number of Afghans in the Presidential Palace in Kabul and to tensure the significant presence of the mercenaries of the Haqqani Network to mon- itor the activities of the Taliban leaders. Hameed, according to sources tracking the develop- ments there, also discussed with the Taliban leadership ways to fill important positions at the top in the future Government and army there with ISI-Pakistan Army “stooges” and mercenaries of its jehadi terror conglomerates besides resolution of the dis- pute over the Durand Line in favour of Islamabad. In addition, the ISI chief also ensured the swift launch of the violent attacks on Panjshir Valley with aerial and ground support from the Pakistan Air Force and the Pakistan Army to quell the resistance from the National Resistance Front. Counter-Terrorism expert Dr Rituraj Mate said, “The Taliban regime needs legiti- macy from its own citizens but apparently it is working at ISI’s behest to win over the hearts and minds of its people. It is not going to work in Afghanistan as Pakistan has itself failed in restive Balochistan and Khyber Pakhtunkhwa regions.” Hameed’s meddling in Afghan affairs could also be indicative of the dissensions within the Pakistani politico- military-ISI combine. Pakistan PM Imran Khan is himself a Pathan and his party is ruling in Pakhtun areas like Khyber Pakhtunkhwa region, making him a popular face among the Afghan origin people. The ISI could be seeking to fuel conflict between the Pakhtuns from either side of the Durand Line on the one hand and between the Pakistanis and Pathans within its jurisdiction to make Khan unpopular, Dr Mate added. The presence of the Haqqani Network fighters in the Presidential Palace will keep close tabs on the workings of the interim Government and take measures in line with Pakistani interests. The ISI bid also suggests it does not rely on the Afghan cohorts. The ISI is already planting the terror commanders of its terror affil- iates as Governors of the provinces. Pro-ISI Haqqani Network’s chief Sirajuddin Haqqani’s placement as Interior Minister in the interim Government in Kabul will ensure postings of Pakistanis as Governors and key appoint- ments in the police and future army with ISI’s favourites, the sources said. “Hameed also pushed with the Taliban leadership to raise a professional army and include former members of the Afghan National Defence Force, many of whom were planted by ISI- Pakistan Army, leading to the quick control of the provinces by Taliban. The Taliban leaders led by Abdul Ghani Baradar opposed the raising of the pro- fessional army as Taliban is essentially an insurgent outfit relying on guerilla tactics to maintain supremacy,” Counter- Terrorism expert of Afghan origin Ajmal Sohail told The Pioneer. ?C8Q 9A70C6DF070C8 At least one person died and 20 people went missing after a boat with over 120 peo- ple on board sank in the Brahmaputra river after col- liding with a ferry steamer near Nimati Ghat in Jorhat dis- trict of Assam on Wednesday, officials said. The accident occurred when the private boat ‘Ma Kamala’ was headed to Majuli from Nimati Ghat and ferry ‘Tripkai’, operated by the state’s Inland Water Transport (IWT) Department, was coming from the riverine island. “The boat capsized and sank,” an official of the IWT Department said. Another IWT official said more than 120 passengers were on board the boat but many of them were rescued by lifeguards on ‘Tripkai’. A woman died in hospital after she was rescued from the river, Assam State Disaster Management Authority (ASDMA) Chief Executive Officer Gyanendra Tripathi told PTI. “We have reports of around 15-20 people missing. Several teams of NDRF and SDRF are carrying out rescue operations with support from the Army and para divers,” he said. Three senior officials of IWT Department were sus- pended on the charge of neg- ligence of duty in connection with the accident, an official statement said. The meeting convened by Pakistan was also attended by foreign ministers from Iran, Tajikistan, Turkmenistan and Uzbekistan, all of them the neighbouring countries of Afghanistan. Wang said China will pro- vide Afghanistan with 200 million yuan ($31 million) worth of grains, winter sup- plies, vaccines and medicines as per the needs of its people, state-run Xinhua news agency reported. According to sources, she cited personal rea- sons for her resignation though speculation is rife that she may be given an important position as a BJP leader in her home State of Uttar Pradesh ahead of the Assembly elections there. Maurya was sworn in as the Uttarakhand Governor in August 2018 after her prede- cessor Krishna Kant Paul com- pleted his five-year tenure. She has served at various positions in the past. She was the Mayor of Agra from 1995 to 2000 while in 2001, she was a mem- ber of the State Social Welfare Board and a member of the National Women’s Commission in 2002. ?=BQ =4F34;78 In a major step towards ensur- ing gender parity, the Government on Wednesday informed the Supreme Court that women will now be eligi- ble for induction into the National Defence Academy (NDA). The apex court had last month pulled up the Armed forces for keeping women can- didates out of the NDA and allowed them to appear for the entrance examination of the NDA. The three Services chiefs visited the headquarters of the NDA, the cradle of grooming officers for the Army, Navy and IAF, late last month to take stock of the infrastructure catering to women cadets. The NDA was founded in 1954 in Khadakvasala, Pune and till now admits only male cadets. It is the only tri-service institution in the world. The authorities released the order late on Tuesday night and said District Magistrates and Deputy Commissioners of police will ensure that Lord Ganesha’s idols are not set up in tents or pandals. “It should be ensured that crowds do not gather at any religious or social place,” it added. Permission will also not be granted for any procession, it said and advised people to cel- ebrate the festival at home. According to Covid-19 health bulletin, Delhi State Health Department, 75079 tests were conducted; the positivity rate 0.05 per cent and 13 patients have been recov- ered. ?=BQ =4F34;78 The Cabinet Committee on Security on Wednesday gave its go-ahead for a C17,000 cr deal for the procurement of 56 C-295MW transport aircraft from Airbus Defence and Space SA Spain. Sixteen aircraft will be pro- cured off the shelf within 48 months of signing of the con- tract and 40 aircraft will be manufactured in India by TATA Consortium within ten years of signing of the contract. This is the first time that a military aircraft will be manu- factured in India by a private company. All 56 aircraft will be installed with indigenous Electronic Warfare Suite. The project will give a boost to the aerospace ecosystem in India. He has claimed that he murdered her under stress because she was blackmailing him to get a job. This will make Telangana the first state in the country to start trials of Beyond Visual Line of Sight (BVLOS) drone flights for delivery of COVID-19 vac- cines. The Kota Rural Police filed the 70-page charge sheet before a Juvenile Justice Board on Wednesday after completing its probe into the rape case lodged on the minor girl's complaint at the Kaithun police station area in Kota district. The victim reached the police station on September 2 along with her mother and told the police that she was raped by her minor cousin on August 30 night when her parents were away in a hospital, Kaithun police station's SHO Mahendra Maru said. He said the girl told police that her uncle's son had been asked to sleep in the room of her elder sister and herself for their security. The boy, however, raped the girl at some time in the night when she and her elder sister were asleep, the SHO said quoting from the minor's com- plaint. He added that as the vic- tim's elder sister woke up amid the act, the boy beat her up and fled from there. On the girl's complaint, the police registered a case against the boy under section 376 (A, B) of the Indian Penal Code and various sections of the Protection of Children from Sexual Offences Act and began the probe. The girl lived with her family on the upper floor of our house in Amroha on rent. They fell in love but the family moved out. The two stayed in touch. The girl asked the boy to meet him and take her away. He made the mistake of eloping with her. The girl's family filed a police complaint and he was held, the uncle said. Upholding the Centre's decision, a bench headed by Justice L Nageswara Rao, however, made it clear that extension of tenure of officers who have attained the age of superannuation should be done in rare and exceptional cases. The court also made it clear that no further extension can be given to Mishra. The apex court said that a reasonable period of extension can be granted to facilitate the completion of cases of ongoing inves- tigations only after recording the reasons by the committee con- stituted under Section 25 of the Central Vigilance Commission Act. Whatever cuts up India, the CPI was at its service. Even after Jana’b Akhtar’s faux pas, two communist leaders were in his support on television channels, in whatever little I have seen. The secret behind this opportunist compact appears to be fundamentally the fear of Hindus. Why then should lead- ers like him provoke Hindus into animosity? Pakistan, which should have been their haven, began to close its gates on the morrow of Partition. Punjab took Panjabis from the east. Most other Muslims were diverted to Sindh, which is where nearly all mohajirs have had to gather. Now there is no more space, though Balochistan is one place where there is no prob- lem of space. But how many Indians would find it wel- coming? Elsewhere in the world, the gates are closing, if they have not already closed. What is the future but to inte- grate in India? Why should Akhtar sahab disturb the atmosphere? Remember, except for the Trump riot in northeast Delhi, there has been no rioting for seven years or more. We should leave it at that. The advice to Akhtar should be to keep his mouth shut. The question that remains is what in Akhtar’s mind could be the benefit either to his lyrics, himself or his community? Anna Durai abandoned the demand for a separate Dravida Nadu in 1963 but still, the late M. Karunanidhi, when he was the Chief Minister, acted against sover- eignty and integrity of the nation on one pretext or another. When some battalions of the Indian Peace Keeping Force (IPKF) returned to Chennai after finishing the task assigned to them by Indian Government, Karunanidhi, then in office, refused to welcome them. When LTTE cadres killed EPRLF Padmanabha and 12 others in the busy locality in June1990, Karunanidhi, who was both CM and home minister, ensured that the murderers escaped to Sri Lanka via Rameswaram. This serious act of cross- border terrorism emboldened the LTTE to even carry out the assassination of Rajiv Gandhi. Karunanidhi is alleged to have shared crucial information about LTTE’s illegal activities he received from Indian intelligence agencies with the Lankan group. This was precisely the reason why the DMK Government was dismissed by the then Chandrasekhar Government. Whenever Karunanidhi wanted rep- resentation in the Union cabinet for his family members, he described the Government and the ruling party with terms of endearment. However, when no such opportunity existed, he lambasted the Centre and proposed the concept of India as a federation of states. Since DMK came to power in TN in May 2021, it has resorted to indirect means to challenge the Centre. Earlier, it used to describe the Centre as ‘Maththiya Arasu, meaning Central Government but now they call it ‘Ondriya Arasu’, meaning Union Government. It is to send a subtle message that the Centre is no longer the powerful “Central” Government but only a “Union” Government.
