Making “self-reliance” as
the new “mantra” in the
word “changed” by the
unprecedented pandemic,
Prime Minister Narendra Modi
on Tuesday announced a C20
lakh crore economic package
for what he called “Mission
Self-Reliant India” to tide over
the coronavirus crisis.
In his address to the nation,
Modi said the lockdown-4 in
the country post-May 17 would
be rolled-out with “new rules
and colour and inputs given by
the States before May 18”.
“We will fight and move
forward,” said Modi, adding
that India should see the crisis
as an opportunity to emerge
taller from the situation pre-
senting itself globally.
“Corona will be with us for
a long time but our lives can-
not revolve around corona.
We will wear masks, we will fol-
low doh gaj doori (six-feet dis-
tance), but we won’t let our
focus stray,” he stressed, indi-
cating major relaxations after
May 17.
Announcing special pack-
age of C20 lakh crore (which
includes the earlier ones), Modi
said it would have something
for all sections and aim at
strengthening infrastructure,
modernisation of technology
and reforms in laws.
He said the economic
package would be detailed by
Union Finance Minister
Nirmala Sitaraman on
Wednesday. The special eco-
nomic package would be the
main component of “Atma-
Nirbhar Bharat”, he said.
“This package is for
migrants and farmers who
work for the nation day and
night, no matter the circum-
stances,” he said.
“The package will focus on
land, labour, liquidity and law;
it will help small business,
labourers and farmers. This will
focus on the well-being of
migrant workers too,” the PM
said.
He said now onwards
“wadeshi” would be given key
importance saying “be vocal for
local and buy local products
and publicise it”, he said and
give reference to the popular-
ity of ‘Khadi’.
He said “Make in India”
need to be brought to the
centre-stage and pointed as
how coronavirus prompted
large-scale production of
Personal Protection
Equipment (PPE) and N 95
Masks which India did not
manufactured earlier.
“Today everyday we are
producing two lakh PPEs and
two lakh masks. We converted
crisis into an opportunity,”
Modi maintained.
He said, “A virus has rav-
aged the world, we have never
seen or heard a crisis like this.”
The only way for India to
triumph over the crisis was to
“strengthen our resolve so
that our resolve is even
greater than this crisis”, he
said.

Situation remains tense in
Ladakh even after stand-off
including fisticuffs on May 5-
6 ended with the Indian and
Chinese Armies now main-
taining vigil by shifting some
distance away from each other.
The face-off last even saw the
Indian SU-30s flying sorties
near the site when the Chinese
deployed helicopters on their
side of the Line of Actual
Control (LAC). However, both
the sides did not breach the air-
space.
The two Armies came face
to face on May 5-6 at a place
called ‘Finger 5’ at the Pangong
Tso Lake and in the ensuing
stand-off blows were
exchanged resulting to injuries
suffered by some officers and
soldiers.
The matter was resolved at
the local level and the soldiers
backed off from each other and
are now some distance from
the site, sources said here on
Tuesday.
Initially, there were about
a total of 250 soldiers involved
in the face-off. The Chinese
have now rushed more troops
and their strength is over 2,000,
sources said. The Indian side
also responded by strengthen-
ing its force level though the
army says it has not done so. It
also said, “There is no contin-
uing face-off at the Pangong
Tso Lake.” Incidentally, this
spot on the lake saw stone pelt-
ing and fist fights between the
two armies in 2017 and 2019.
Maintaining that incidents
of military face-off and aggres-
sive behaviour occur on the
LAC, the Army said on
Tuesday patrols disengage after
local level interaction and dia-
logue. “Temporary and short
duration face-offs occur as
boundary is not resolved.
Troops resolve such incidents
mutually as per established
protocols,” they said in
response to reports of an ongo-
ing standoff at the site.
This reaction came in the
backdrop of two incidents of
face-off between troops of
India and China last week
which resulted in injuries to
several soldiers on both sides
after scuffle.
The first incident occurred
on May 5 near Pangong Tso,
Eastern Ladakh while the sec-
ond face-off occurred on May
9 at Naku La, a mountain pass
at height of 15,000 feet, in
Sikkim.

Coronavirus may have
claimed 2,414 deaths so far,
but 418 people have died in
accidents or committed suicide
with causes directly linked to
the pandemic. Majority of
them are migrant workers
attempting to return home, or
those who committed suicide
due to loss of jobs or in fear of
infection of coronavirus.
Of the 418 deaths, 83
deaths occurred due to suicides
for reasons such as fear of infec-
tion, alcohol withdrawal symp-
toms and due to loss of job.
The number may be much
higher as many cases in remote
areas went unreported. A

a Pune-Prayagraj Shramik
Special train on Monday. The
deceased identified as Akhilesh
Kumar was returning to his
hometown in Ghonda, Uttar
Pradesh.
In another incident, four
migrants, including a woman
and her daughter, have died in
separate accidents in Haryana
and UP when they were return-
ing to their hometown on
Monday.
In another tragedy, six
migrants have been killed in
road accident in Ramgrah and
Chatra in Jharkhand on

Fifty-one days into the
nationwide lockdown,
States across the country con-
tinue to report new Covid
cases with Tuesday seeing the
addition of 3,472 new cases and
120 deaths. The total count of
cases stood at 74,241.
Maharashtra again came in
with 1,000 plus cases for the
seventh straight day while
Tamil Nadu witnessed 716
cases after reporting over 800
cases a day ago. Maharashtra
tally of confirmed cases stood
at 24,024.
The number of Covid-19
related deaths rose to 2,412 as
120 people passed away in last
24 hours till Tuesday 11 pm.
Maharashtra confirmed 53
deaths on Tuesday, taking the
total death toll to 921. Gujarat
saw 24 deaths on Tuesday, tak-
ing total to 527 deaths.
On a brighter side, nearly
31 per cent coronavirus
patients were recovered from
the disease. Union Health
Minister Dr Harsh Vardhan
said that while the doubling
time in the past 14 days was
10.9, it has improved to 12.2 in
the last three days.He added
that the fatality rate is 3.2 per
cent and recovery rate is
pegged at 31.74 per cent.
He also added that (as of
yesterday) there are 2.37 per
cent active Covid-19 patients in
ICU, 0.41 per cent on ventila-
tors and 1.82 per cent on oxy-
gen support.
He also pointed out that
testing capacity has increased
to 1, 00,000 tests per day with
347 Government laboratories
and 137 private laboratories.
Cumulatively, 17, 62,840 tests
have been done so far for
COVID-19.
In Tamil Nadu, the coron-
avirus tally stood at 8,002 as the
State Government attributed
aggressive testing behind this
sudden spike in cases.

Air India sealed its head-
quarters in Delhi for two
days after an employee tested
positive for the novel coron-
avirus. This came a day after
seven employees of Air India,
including five pilots and two
engineers, who had tested pos-
itive for coronavirus, tested
negative in second rounds of
tests.
Last month, the same pro-
tocol was seen at the Aviation
Ministry HQ at Delhi’s Rajiv
Gandhi Bhavan.
According to officials, the
employee, posted at the
Gurudwara Rakabganj Road
building, had attended office on
Budh Poornima holiday last

Over 1.5 lakh passengers
have booked tickets to
travel on the 15 pairs of special
trains to be operated over the
next seven days, the railways
said Tuesday.
While three trains depart-
ed from the national capital on
Tuesday, five started their jour-
neys towards it. Around 8,000
passengers travelled on these
eight trains that marked the
resumption of passenger rail
services since they were dis-
rupted on March 25 due to the
lockdown.
The bookings for these
special trains began at 6 pm on
Monday.
So far, 90,331 bookings
(PNRs) have been generated
for the next seven days, the rail-
ways said, adding that 1,69,039
passengers will travel against
these bookings.
The railways issued guide-
lines on Monday for 15 special
trains, which will be operated
from Tuesday, asking the pas-
sengers to carry their own
food and linen, and arrive at
the stations at least 90 minutes
before departure for a health
screening.
On Tuesday, the national
transporter said installing the
Aarogya Setu mobile app was
mandatory for the passengers.

In a relief to tipplers in
Mumbai, Pune and other
cities in the State, the
Maharashtra Government has
permitted door delivery of
types of Indian Made Foreign
Liquors (IMFL) to consumers
holding valid permits from
Thursday beginning 10 am.
Having stopped sale of
liquor in wine shops in
Mumbai, Pune and other
cities two days after it re-
opened the shops on May 4 in
the wake of uncontrollable
crowds outside the liquor
shops, the State Government
has now tweaked the liquor
sale policy to permit delivery
of types of liquor to “liquor
permit holders” on their
doorsteps.
Among other things, the
order issued by State Prinicipal
Secretary (Excise) Valsa Nair-
Singh, allows licensed wine
shops to deliver IMFL on the
doorsteps.
The order has specified
that the sale and delivery of the
liquors would be allowed only
in the jurisdiction of the
licensed premises at the spec-
ified day and timings, provid-
ed the permit holder has placed
an order for the same.
The wine shops would
have to ensure that the liquor
delivery boys use face masks
and sanitisers regularly in view
of the Covid-19 pandemic.
However, the State
Government has made it clear
that this (doorstep delivery) is
only valid during the lockdown
period and would be subject to
modifications or cancellations
at any time.

days for a construction of

social distancing the number of
labourers is to be pegged
between 15 to 20.”
He said he and his team
strongly support the mainte-
nance of social distancing but
urged the government to
launch a slew of schemes where
no registered hand rests idle for
want of employment.

own repeated statements 10

over here.

wages is for digging 54 cft of
earth work and this 54 cft of
earth work cannot be done by
a labourer in one day. If it is dug
up in say three to four days
even then wages will be only
194 rupees for 54 cft and no
matter how many days were
spent on 54 cft by the labour-
er.He said there are in all 4,400
panchayats and 263 bocks in
Jharkhand and there is a 40%
vacancies in the front line staff

Union Health Minister Dr.
Harsh Vardhan on
Tuesday appreciated the efforts
of Himachal Government in
taking preventive steps to check
spread of COVID-19 virus
in the State.
Addressing a video con-
ferencing with the Chief
Minister Jai Ram Thakur and
other senior officers of the
State Government from Delhi,
the Union Health minister was
apprised of the steps taken by
the hill state to check the
spread of Coronavirus.
Thakur informed the
Union Minister that till 1st May
there was only one active
COVID-19 case in the State but
due to arrival of about one lakh
people of Himachal Pradesh
stranded in other parts of the
country the number of active
cases has gone upto 25. He said
that the doubling rate of
COVID-19 patients a week
ago was 99 days which has now
gone down to 12.5 days.
The Chief Minister said
that the State was doing 1478
tests per million which was
higher than the national aver-
age of 1367 per million, adding
that the State Government has
identified COVID-19 hospitals
in the State to ensure that
patients with other ailments get
adequate opportunity for their
treatment. He said that the
Active Case Finding Campaign
launched involving over 16
thousand ASHA and health
workers has also helped in
tracing out the suspected cases
in the state.
Thakur said that the State
Government has also ensured
adequate number of PPE kits to
the doctors, nurses and other
para medical staff for their safe-
ty. Pointing out that so far 35
corona positive patients have
cured in the state, he said that
two persons have died in the
state of COVID-19, out of
these one was a chronic patient
and another was a kidney
patient.
The Chief Minister said
that the State Government has
also developed a ‘Corona Mukt
App’ with geo fencing facility
which would help in checking
the persons who jump from the
home quarantine. He said that
a message would be sent to the
health worker as soon as the
person under home quarantine
goes 15 meters away from the
quarantine location.
Thakur said that the State
Government has made it
mandatory to the persons vis-
iting the State from other parts
of the country classified as red
zone to go for institutional
quarantine.

The number of Covid-19
cases in the State surged to
437 as 25 more persons tested
positive for the virus on
Tuesday.
While 15 cases were
reported from Baleswar dis-
trict, three cases each were
reported from Ganjam and
Jajpur. One person was found
positive in Boudh district and
another in Puri district.
Ganjam with 157 coron-
avirus cases continued to
remain the district with the
highest number of patients.
However, Ganjam Collector
Vijay Amruta Kulange said
there is no sign of community
transmission and asked the
people not to panic.
Jajpur is at the second
position with 64 cases fol-
lowed by Baleswar with 57.
On the day, as many as 31
patients of Jajpur recovered
from the disease and were dis-
charged from hospitals after
testing negative. With this, the
total number of recoveries in
the State increased to 116, said
the Health and Family Welfare
Department.
Till date, out of the total
437 case, 116 have recovered
and three have died.

The novel corona virus cases
rose to 780 in Haryana on
Tuesday after 50 people, includ-
ing 16 in the worst-affected
Gurugram district, tested pos-
itive, the Health Department
said. Haryana had so far report-
ed 10 corona virus-related
deaths, added one more now,
taking the tally to 11.
The number of active coro-
na virus cases is 427 up from
382 until over a day ago, while
342 people have been dis-
charged so far, the department
said.
On Tuesday too, the
majority of the new cases are
from NCR districts
–Gurugram, Sonepat and
Faridabad.
The worst affected dis-
tricts of the State with maxi-
mum number of positive cases
are Gurugram (161), Faridabad
(117), Sonepat (118), Jhajjar
(83), Nuh (60), Ambala (42)
and Palwal (37), Panipat (36).
According to the State gov-
ernment’s health bulletin, 50
fresh cases were reported from
Gurugram, Sonepat, Faridabad,

the total number of Covid-19
cases in the district to 161,

After a week-long spike in
the novel coronavirus cases
in Punjab, the state has started
to register comparably less
number of cases since past
three days. With 31 fresh
COVID-19 cases reported on
Tuesday, including 14 Railway
Police Force (RPF) jawans from
Ludhiana, Punjab’s tally is inch-
ing close to the 2000-mark.
The spike the state wit-
nessed in the first week of this
month can be gauged from the
fact that nearly 75 per cent of
total confirmed cases were
reported in May alone. The
enormous jump was attrib-
uted to the thousands of peo-
ple, who had returned to their
home state Punjab, from other
states, including Maharashtra,
Rajasthan and others.
The state now has total
1,914 cases of which 89 per cent
of the cases — 1,711 — are still
active, while the reports of as
many 3,025 samples are await-
ed.
The state, which has till
date recorded 32 deaths, has so
far tested 43,999 samples, of
which 1,914 were tested posi-
tive, while 39060 turned out to
be negative. With a recovery
rate of 8.93 percent, total 171
patients have recovered.
Among 31 fresh cases,
maximum 16 were reported
from Ludhiana which includ-
ed 14 RPF policemen, while
other two are pilgrims who had
recently returned from
Gurdwara Hazur Sahib in
Maharashtra's Nanded.
Earlier RPF’s two jawans,
who had returned from Delhi
for duty at Ludhiana, were
reported positive and put under
quarantine and under close
observation since May 7.
As per available informa-
tion, about 40 RPF jawans
were deployed at Ludhiana
and when two were tested pos-
itive, samples of all the jawans
were taken for testing. Now, 14
jawans of RPF has been report-
ed as corona positive.
Besides, nine cases were
reported from Jalandhar, eight
from Fatehgarh Sahib, one
each from Patiala, Fazilka,
Amritsar, and Kapurthala.
With nine new cases
including a five-month-old,
Jalandhar’s tally has reached
197, second in the state next to
Amritsar with 297 positive
cases which also reported one
new case, that of Nanded pil-
grim.
Among the new cases in
Jalandhar, eight were the con-
tacts of already diagnosed cases
and one was a new case. Of the
eight tested positive in Fategarh
Sahib, all are the contacts of
previously diagnosed cases.
While a Nanded pilgrim was
tested positive in Kapurthala,
one case each was reported
from Patiala and Fazilka — the
source of infection is unknown.
Punjab’s top seven districts
— Amritsar, Jalandhar, Tarn
Taran, Ludhiana, Gurdaspur,
SBS Nagar (Nawanshahr), and
SAS Nagar (Mohali) — with
each having more than 100

At least 10 new cases of
COVID-19 infection sur-
faced in Jharkhand on
Tuesday, including six in
Hazaribag and two in East
Singhbhum – a district that
did not report even a single
case of Coronavirus transmis-
sion since virus entered India,
health officials said. The
remaining two cases are from
Ranchi and Giridih respec-
tively, they added.
Cases were reported from
Hazaribag, Ranchi, Jamshedpur
and Giridih on Tuesday, said
Health Secretary Nitin Madan
Kulkarni. Many of the suspects
who tested positive on Tuesday
returned from other States.
The total count of patients in
Jharkhand is now 172, he
added.
The six patients in
Hazaribag reportedly returned
from Mumbai earlier this week,
sources said. In Ranchi, the
new case is from Argora local-
ity – a cause for concern as the
locality is outside the large
containment zone of the city,
health officials said.
According to National
Health Mission (NHM), at
least 79 of the 172 patients here
–nearly 50 per cent– have
recovered from the viral infec-
tion and discharged from hos-
pital. Interestingly, most of
them did not show any of the
COVID-19 symptoms during
their treatment, said doctors
from Rajendra Institute of
Medical Sciences (RIMS) in
Ranchi.
While 83 of the 172 cases
reported in Jharkhand by
Monday evening are in the age
bracket of 11 to 30 years, 58 are
in the age bracket of 31 to 50
years, the NHM report said. At
least nine children, below the
age of 10 years, have been
infected by the virus in
Jharkhand so far, the report
added.
There are 33 COVID-19
containment zones in
Jharkhand and 15 of them fall
within the periphery of Ranchi,
Kulakarni has said. The
remaining 18 containment
zones are spread across the nine
districts that fall in the catego-
ry of orange zones here, he
added.
The nine districts in
Jharkhand that fall in orange
zone of COVID-19 will
become green zones if no new
cases are reported in the next
fortnight, officials said.
At present, Ranchi is the
only red zone in Jharkhand and
there are 14 green zones – dis-

The Union Health Minister

that overall the situation in
Uttarakhand is quite good
when it comes to effective
control on Covid-19. Chief

After receiving a complaint
about several minor girls
being forced into prostitution
in Vikasnagar and Herbertpur
areas, the chairperson of State
Commission for Protection of
Child Rights (SCPCR) Usha
Negi has asked the police direc-
tor general (Law and Order) for
an investigation in this matter.
As per the complainant, cul-
prits first get minor girls
addicted to drugs and then lure
them from mountainous
regions to the city. Once they
reach here, these girls are
enticed with drugs to the hotels
of the said areas and forced into
prostitution, according to the
complainants.
As mentioned in the com-
plaint letter directed to SCPCR,
the locals tried to complain
about this serious crime to the
local police but they did not
pay any attention to this mat-
ter. They also said that smack
is also being sold to the young-
sters in the area which is
destroying their lives.
According to them, the police
allegedly threatened them
when they tried to approach
them about the issue.
Apparently, the administra-
tions of said hotels are claim-
ing to be under the protection

Considering the serious-
ness of the matter, Negi has

(MCD) has been working
towards spreading awareness

did not keep up to date when

The returning migrants are
continuing to carry the
novel Coronavirus (Covid-19)
to Uttarakhand which so far
has witnessed much less num-
ber of cases as compared to
other parts of the country. On
Tuesday, a 23 year old woman
who had recently returned
from Gurugram in Haryana to
Haldwani of Nainital district
was found positive for the dis-
ease. Her sample was tested at
Government medical college
laboratory of Haldwani. With
this patient the number of
Covid-19 patients in the State
has now risen to 69. Out of
total positive patients, 46 have
so far recovered from the dis-
ease and have been discharged
from the hospital. Incidentally
six returning migrants have
been tested positive for Covid-
19 in last four days.
On Saturday ( May 9) four
persons who had returned
from UP were found in Udham
Singh Nagar district while on
Sunday (May 10), one person
who had came back from
Gujarat was found positive for
Covid-19 in Uttarkashi district
which so far was free from the

(May 11) one truck driver
from Punjab was found posi-
tive for the disease. Since his
sample was tested in Punjab,

samples were received by the
health department on Tuesday.
He added that reports of 436
samples are still awaited by the
department. On Tuesday, a
total of 365 samples were col-
lected for Covid -19 testing.
The authorities have so far
taken swab samples of 10471
suspected patients for Covid-19
test. Out of the total samples
taken, 0.72 per cent samples
have been found positive for
the disease. The rate of recov-
ery from the Covid-19 in the
state is 67.65 per cent. A total

Atotal of 51394 natives of
Uttarakhand stranded in
different parts of the country
have so far returned back to the
state. Similarly, 9970 people of
different states who were
stranded due to lockdown have
gone back to their respective
states till Monday. Information
about the status of return of
migrants and the efforts made
by the state government in this
direction was given by
Transport secretary, Shailesh
Bagauli to the media at state
secretariat on Tuesday. The
officer said that 198584 regis-
trations have so far been made
on the portal of Uttarakhand
government for returning back
to the state. Since on one reg-
istration more than one indi-
vidual can apply, it is estimat-
ed that more than three lakh
people have shown interest in
returning to the state. For
return of these people, the
Uttarakhand government is in
contact with the administration
of different states and the rail-
way administration. The sec-
retary informed that two trains
carrying natives of state from
Surat in Gujarat and Pune
from Maharashtra have arrived
in the state. He made it clear
that no money would be
charged from the returning
migrants and the state govern-
ment has made an advance
payment of Rs one Crore to
Indian railways for the purpose.
He added that state govern-
ment has planned ten more
trains from different parts of
the country for the purpose.
A train carrying 1200
Uttarakhandis’ from Bengaluru
would arrive in Haridwar on
May 13. He said that in the first
stage the trains are being
sought from the places where
the number of those interested
to return to the state is highest.
In the second stage, two or
three stations en-route would
be clubbed for special train.
Bagauli informed that a
protocol is strictly being fol-
lowed under which the pas-
sengers are medically screened
both during the boarding and
disembarking the trains. “If on
arrival any migrant is having
symptoms of the disease, he is
immediately sent to institu-
tional quarantine and others
are sent on home quarantine,’’
he said.
Bagauli added that 13799
registrations have been made
from Haryana, 11957 from
Uttar Pradesh, 9452 from
Delhi, 7163 from Chandigarh,
2981 from Rajasthan, 2438
from Punjab and 1060 from
Gujarat.
He further informed that
29975 people have registered to
leave the state out of which
9970 have already left for their

The secretary claimed that
about 25 percent people who

The High Court of
Uttarakhand has directed
the State Government to sub-
mit its response by 11 AM on
Wednesday regarding the mea-
sures taken to fulfill the basic
requirements of the 40,000
migrants from other states liv-
ing in Uttarakhand and near-
ly two lakh migrants returning
to Uttarakhand. The
Government was to submit its
reply on Tuesday but was
unable to provide a clear

During the hearing on
Tuesday, the advocate general
informed the court that about
40,000 migrants from other

The government is taking

them back. The high court has

Hearing on a PIL seeking that

schools seek tuition fees from
parents of students after the sit-
uation normalises, the court

ity. The HC directed the state
government to depute one
education officer as the nodal
officer to receive complaints
regarding schools pressurising

The district education
department of Dehradun
has issued notices to ten pri-
vate schools for violating gov-
ernment order on fees. In the
order, the chief education offi-
cer (CEO) of Dehradun, Asha
Rani Painyuli has said that
these schools are demanding
fees under different heads like
building fund, sports, maga-
zine, Identity card and other
activity charges and are also
putting undue pressure on the
parents to deposit the fees. She
said that the state administra-
tion in its order had said that
the schools can charge only the
tuition fees from parents if
they are holding online class-
es for the students during
lockdown period enforced to
break infection cycle of
COVID-19. The CEO has
sought an explanation from
these schools which they are
required to submit within a
week. On a stern note, she has
warned that action under the
Uttarakhand epidemic dis-
eases COVID-19 regulations,

would be initiated against
these schools if complaints
against them are received in

Prime Minister Narendra
Modi on Tuesday approved
ex gratia of Rs 2 lakh each to
the kin of the 16 migrant
labourers who were run over by
a goods train in Maharashtra’s
Aurangabad on May 8.

Relief Fund (PMNRF) at Rs 2
lakh each to the next of kin of
the persons deceased and Rs
50,000 each to the persons
who got seriously injured in the

Adopting a de-centralised
approach in dealing with
Covid-19 situation post the
lockdown-three, Maharashtra

Thackeray on Tuesday asked the
revenue divisional commis-
sioners and district collectors to
chart out roadmaps to relax the
lockdown norms after May 17
even while combating the coro-
navirus in the respective areas.
Interacting with the divi-
sional commissioners and dis-
trict collectors across the state
through video conferencing,
Uddhav said, “We will have to
draw a delicate balance
between the health emergency
and the economic emergency.
That’s why we will have to start
the industrial activities in the
state. We will have to extreme
care in areas where we will
resume industrial activities. In
Green Zones, movement of
vehicles can start within dis-
tricts even while taking neces-
sary precautions”.
“Come what may, the dis-
trict collectors will have to
enforce lockdown norms strict-
ly in containment zones across
the State so as to ensure that the
pandemic does not spread out-
side these zones,” the CM said.
“We have succeeded in
containing the spread of pan-
demic during April. But, now
in May, we have been told that

Covid-19. At the same, we will
have to deal with monsoon-
related epidemics and ail-
ments,” he said.

The Chief Minister advised
the officers on ground that

The Union Health Ministry
is conducting community
and hospital-based surveil-
lance to monitor the trend of
infection of novel coronavirus
in randomly selected 69 dis-
tricts from 21 States. The sur-
vey will involve collection of
venous blood samples from 400
randomly selected individuals
(one per household) from 10
clusters in each district.
The survey is coordinated
by ICMR’s National Institute of
Epidemiology (NIE) and
National Institute of Research
in Tuberculosis (NIRT),
Chennai. This household level
cross-sectional survey will
cover 24,000 adults distrib-
uted equally across four strata
of districts categorised on the
basis of reported cases of
Covid-19.
The sera from these indi-
viduals will be tested for pres-
ence of IgG antibodies using
ELISA test developed by
ICMR-National Institute of
Virology (NIV), Pune. The
results of the survey will pro-
vide information about the
spread of SARS-CoV-2 infec-
tion in different parts of the
country.
The survey will be done
jointly by ICMR and the
National Centre for Disease
Control in collaboration with
the Health Ministry with sup-
port from state health depart-
ments and key stakeholders,
including the World Health
Organisation.

While the under-5
Mortality Rate (U5MR)
has dropped by 49 per cent in
India since 2000, there is a six-
fold variation in the rate
between the States and 11-fold
variation between the districts
in the country, according to
two important scientific papers
on child survival prepared by
the India State-Level Disease
Burden Initiative.
There were 1.04 million
under-5 deaths in 2017, down
from 2.24 million deaths in
2000. Neonatal deaths in India
have gone down from 1.02 mil-
lion deaths in 2000 to 0.57 mil-
lion deaths in 2017, as per the
report published in the Lancet.
The paper in The Lancet
reports the first comprehensive
estimates of district-level trends
of child mortality in India
from 2000, and the paper in
EClinicalMedicine reports
detailed district-level trends
of child growth failure.
Prof Lalit Dandona, direc-
tor of the India State-Level
Disease Burden Initiative said
that the findings show that
although the child mortality
and child growth failure indi-
cators have improved substan-
tially across India from 2000 to
2017, the inequality between
districts has increased within
many states, and there are wide
variations between the dis-
tricts of India.
The child mortality and
child growth failure trends
reported in these papers utilised
all accessible georeferenced sur-
vey data from a variety of
sources in India, which enabled
more robust estimates than the
estimates based on single
sources that may have more
biases, Prof Dandona said.
The reduction in NMR
has been less than for U5MR,
and this reduction has been
quite variable across the states
and districts.
A total of 68 per cent of
under-5 deaths in India are
attributed to child and mater-
nal malnutrition; the largest
contributors within this risk
factor are low birth weight
and short gestation (46 per
cent) and child growth failure
(21 per cent) — 83 per cent of
the neonatal deaths are attrib-
uted to low birth weight and
shorter gestation .11 per cent of
the under-5 deaths in India are
attributed to unsafe water and
sanitation and 9 per cent to air
pollution. The contribution of
these risk factors is relatively
higher in less developed states,
as per the reports.
The highest increases in
inequality between districts
within states were in Assam
and Odisha among the low SDI
states, in the small north-east-
ern states of Meghalaya and
Arunachal Pradesh, and in
Haryana among the middle
SDI states.
The leading causes of
under-5 death in India are due
to lower respiratory infections
(17.9 per cent), pre-term birth
(15.6 per cent), diarrhoeal dis-
eases (9.9 per cent), and birth
asphyxia and trauma (8.1 per
cent). The death rate for all
major causes decreased
between 2000 and 2017, with
the highest decline for infec-
tious diseases, intermediate
decline for neonatal disorders,
and the smallest decline for
congenital birth defects. The
current rates of the causes and
the magnitude of their decline
vary widely between the states.
“These research findings
have shown that India has
made positive strides in pro-
tecting the lives of new-borns
over the last two decades.
Introduction of contextually
relevant multi-sectorial actions
by the Government and the
State Governments like mater-
nal nutrition programmes dur-
ing pregnancy, access to skilled
health providers during child-
birth, and family/communi-
ty-based care through postna-
tal home visits have shown to
have made a difference.
“The district level data
from this study will help in the
planning and implementation
of local action plans and set the
course for further improve-
ments in child mortality
and child growth failure in

The CBI on Tuesday alerted
the States/Union
Territories/Central Agencies
relating to drug trafficking in
the garb of shipments for
Covid-19 protective equipment.
“Based on inputs received
from Interpol, CBI has issued
an alert relating to international
drug trafficking activities tak-
ing advantage of this global
pandemic scenario and of pos-
sible drug shipments concealed
in cargo
relating to Covid-19 protective
equipments,” the CBI said in a
statement.
The Interpol has also
warned that criminal organi-
zations are using food delivery
services to transport drugs and
other illicit goods as countries
are undergoing lock down dur-
ing the global Covid-19 pan-
demic, according to the website
of the global policing body.
The Interpol has received
reports from police in Ireland,
Malaysia, Spain and the United
Kingdom identifying delivery
drivers transporting drugs such
as cocaine, marijuana, keta-
mine and ecstasy.
In early April, the Spanish
National Police identified and
arrested seven individuals
dressed as food delivery drivers
in Alicante and Valencia.
The suspects were caught
in Spain delivering cocaine
and marijuana by bicycle,
motorcycle and car. Some of
the drugs were concealed inside
a false bottom of home deliv-
ery backpacks.
In Ireland, officers recov-
ered eight kilograms of cocaine
as well as two handguns hidden
in pizza boxes. Based on these
arrests, as well as incidents in
other countries, the Interpol
issued a ‘purple notice’ alerting
its 194 member countries of
this new modus operandi.
Purple notices are aimed at
providing information on
objects, devices and conceal-
ment methods used by crimi-
nals and such information can
be accessed by law enforcement
organisations through
Interpol’s secure I-24/7 com-

Yet another attempt by the
family of senior Congress
leader and former Union
Finance Minister P
Chidambaram to derail a case
filed against them by the
Income Tax Department came
a cropper on Tuesday.
The Madras High Court
on Tuesday rejected petitions
filed by his son Karti
Chidambaram and wife
Srinidhi Chidambaram seeking
to quash the cases against them
by the Income Tax Department
and also to dismiss the trans-
fer of these cases to the Special
Court constituted to hear cases
against elected
representatives
The case involves alleged
Income Tax evasion by the hus-
band-wife duo in connection
with the sale of a plot of land
owned by them at Muttukadu
along the Bay of Bengal Coast
near Chennai.
The IT Department had
alleged that Karti did not dis-
close an income of C6.38 crore
which he had received from the
sale of the land in 2015. Kart’s
wife Srinidhi too did not dis-
close the details of the amount
of C1.35 crore she had received
from the sale deed.
The contention of the
Income Tax department was
that, Karti, elected to Lok
Sabha from Sivaganga con-
stituency in the 2019 elections,
and his wife had received the
amount in cash for the sale of
land at Muttukadu years ago
but allegedly did not disclose it
in their I-T returns.
Karti objected to the case
being heard by the Special
Court set up to hear cases
against MPs and MLAs on the
ground that the transaction was
completed and returns were
filed in 2015 much before he
was elected from Sivaganga
constituency in 2019.
The Deputy Director of
Income Tax Investigation
(Chennai), had filed a com-
plaint on September 12, 2018,
against Karti and Srinidhi
before the Additional Chief
Metropolitan Magistrate
Court-II (Economic Offenses)
for offenses under sections
276c(1) and 277 of the I-T Act.
The case was later transferred
to the special court.
But the Madras High
Court has stayed the proceed-
ings twice against the
Chidambarams in the months
of January and February. Karti
had fielded a team of eminent
lawyers that included KTS
Tulsi and Amit Desai along
with Arun Natarajan, the fam-
ily counsel of the
Chidambarams. The Income
Tax Department was repre-
sented by M Sheela and N
Baskaran while Vijaya Kumar
appeared for the High Court
registry.
Justice M Sundar pro-
nounced the verdict through
video conferencing in the pres-
ence of all the counsels on
Tuesday.
It is interesting to note that
the same judge had twice
stayed the proceedings against
Karti-Srinidhi in the months of
January and February 2020.

Five persons tested positive
for coronavirus in Kerala on
Tuesday, according to Chief
Minister Pinarayi Vijayan.
Addressing the media as part of
his daily briefing, Vijayan said
there were 32 covid patients in
the State. “It has been found
that the State has 524 covid-19
patients as on Tuesday. There
are 473 persons admitted to
various hospitals,” said the
Chief Minister.
He said that out of the 32
coronavirus patients in the
State, 23 were the ones who
came from outside. “There are
six persons who had been to
Chennai, four from
Maharashtra and two from
Nizamuddeen. 11 persons who
returned from West Asia too
tested positive,” said the chief
minister.
The Chief Minister cau-
tioned the people about the
dangers and impact of com-
munity transmission. 'We
found that 22 persons were
infected by a single patient in
Kasargod, while one patient
infected nine persons in
Kannur district. In Wynadu
district, one covid patient was
the cause for infecting six per-
sons. I am issuing this message
of caution to alert the people
about the impact which could
be caused by community trans-
mission. said Vijayan.
Vijayan said that out of the
five persons who tested positive
for covid on Tuesday, four
were expatriates who reached
the State over the last three days
while the fifth person was
from Chennai. “Out of the
total coronavirus cases tested
positive, 70 per cent of the per-
sons were those who returned
to the State from foreign coun-
tries and the remaining 30 per
cent developed the infection
because of contacts with the
affected ones,” said Vijayan.
The Chief Minister warned
the people not to be compla-
cent about the success made by
the State in neutralising the
spread of the disease.
“Remember that we are enter-
ing another crucial phase of the
pandemic as the State will see
hundreds of expatriates from
other countries have started
arriving by the special flights.
Persons from other parts of he
country too are on their way
and we have to be vigilante
against the possibility of anoth-
er wave of the pandemic,” said
Vijayan.
He said since it was noted
that persons reaching the State
from West Asia were testing
positive for the pandemic, the
Centre has been asked to ini-
tiate steps to subject the expa-
triates to anti-body tests in the
country where they are sta-
tioned. “Now that we have
come across passengers who
tested positive after the
returned to Kerala, we are in
the process of getting the co-
passengers in that aircraft test-
ed to ensure that they are not
infected,” he said.
With the number of coro-
navirus patients in Kerala com-
ing down, the State
Government has relaxed some
of the restrictions which were
introduced the spread of the
pandemic. “ We have asked the
Centre to resume domestic air
services and train services. Bus
services will be allowed in the
districts though inter-district
services would not be allowed.
Restaurants will be allowed to
function though the social dis-
tancing norms will be in force.
Auto rickshaws will be allowed
with conditions,” said the chief
minister.
Till Tuesday 1,406 persons
have reached the State from
overseas countries while the
Indian Naval Ships brought 833
passengers from Male.
Bengaluru: After a lull on
Monday, coronavirus positive
cases in Karnataka spiked
again to breach the 900-
mark to settle at 925 with 63
new cases, an official said on
Tuesday.
As of 5 p.m. Tuesday,
cumulatively 925 Covid pos-
itive cases have been con-
firmed in the state. These
include 31 deaths and 433
discharges, said a health
official.
Seven patients were dis-
charged, six in Bagalkote and
one in Vijayapura.
Of the 460 active cases,
449 patients are in isolation
at designated hospitals and
are stable while 11 are in ICU.
A total of 63 more such
cases were reported in the
sourthern state in the past 24
hours. Fifty-one of the new
patients are men and 12
women.
Of the new cases,
Bagalkote contributed 15,
followed by Davangere (12),
Dharwad (9), Hassan and
Kolar (5 each), Bengaluru
Urban (4), Gadag (3),
Yadagiri, Bidar and Dakshina

Patna: The enforcement of
lockdown to curb the spread of
coronavirus has put one vul-
nerable group more at risk in
Bihar. Domestic violence has
escalated in the State as women
confined to their homes during
the lockdown have no escape
from their abusers.

Congress leader Lalan Kumar
on Tuesday said, The cases of
domestic violence against
women have seen a dramatic
rise in all the police stations
records in the state since the
imposition of lockdown. This
shows police inaction while the
state has a shortage of women
staff in all the stations.
Recently the National
Commission for Women
(NCW) released a figure which
says that in March alone, the
commission registered 587
complaints in connection with
domestic violence, Kumar

Amaravati: If Tuesday's num-
bers are any indication, Andhra
Pradesh appears to be gaining
control in its efforts to contain
Covid-19 in the State. The State
nodal officer reported that 33
cases were detected from the
10,730 samples tested in the 24
hours ending 10 a.m., Tuesday.
The positive case numbers on
Tuesday are lower than Monday,
when the state reported 38
cases.
The majority of the 33 cases
reported on Tuesday have a con-
nection with the Koyambedu
market in Chennai. The market
has been identified as a major
factor in the spread of Covid-19
in neighbouring Tamil Nadu.
Of the 33 cases announced
on Tuesday in Andhra Pradesh,
10 in Chittoor district, nine in
Nellore district, and one case in
East Godavari have been iden-
tified as persons who had
recently visited the Koyambedu
market in Chennai.

In a bid to organise micro-
surveillance of areas and at
the same time allow partial eco-
nomic activities during the
lockdown period the Bengal
Government has decided to
sub-divide the Red Zones into
A, B and C categories, Chief
Minister Mamata Banerjee on
Tuesday said.
While in the ‘A’ category
areas the State will “enforce
complete and strict lockdown
and no movement of people
will be allowed,” in ‘B’ catego-
ry there will be partial relax-
ation and the local police will
decide the extent of such relax-
ation “provided the people fol-
low the lockdown norms in the
right manner,” the Chief
Minister said.
In the ‘C’ Red zones there
will be substantial relaxation
particularly for the smaller
business. Banerjee said jew-
ellery shops, electrical and
electronic outlets and food
stalls etc will be allowed to
open from 12 in the noon to 6
pm.
“... But no restaurant will
open. The people will only be
allowed to take away food
from the food stalls,” she said
adding how “it seems that the
corona virus will continue for
quite some time.” As “it is not
going away immediately we will
have to revive the economy to
some extent,” the Chief
Minister said once again attack-
ing the Central Government
for not clearing its dues.
Dwelling on her interac-
tion with Prime Minister
Narendra Modi during his
video conference with Chief
Ministers on Monday, Banerjee
said Bengal gained nothing
from the meeting and it
returned “empty-handed.”
She alleged that the Centre
had “not cleared our legitimate
financial dues” adding “I have
raised several issues during
the meeting with PM. But I
must say we always return
empty-handed after our meet-
ings with PM. We are not beg-
gars. We only want our dues
from them. We have to serve a
debt of C55,000 crore besides
bearing the huge expenses to
fight the pandemic.”
On the ongoing contro-
versy regarding the return of
the migrant workers to Bengal
the Chief Minister said already
seven trains have been given
and the people had started to
return adding “the State has
plans of giving 100 more trains
for the held up workers to
return,” but cautioned the
“steps bring people back have
to be taken very cautiously
because it may lead to further
proliferation of the dreaded
virus into the villages... the
trains will be given in stages
and people will be screened
before entry.”
In a related and significant
development the Government
transferred principal health
secretary Vivek Kumar to the
environment department,
sources said adding he was like-
ly to be replaced by Transport
Secretary Narayan Swarup
Nigam.
The development comes
amid raging controversy over
the State fudging corona relat-
ed facts.
Kumar’s transfer preceded
the much controversy over
conflicting reports placed by
the Health Department stating
the number of corona cases to
the Centre and the media.
On April 30, Kumar
reportedly wrote to the Union
Health Secretary putting total
number of corona infections to
931. However the number pro-
vided by the Health
Department for public con-
sumption in Bengal stood at
744.
Even as the Opposition
parties including the BJP IT cell
raised the issue the State
Government had to face huge
embarrassment. The transfer is
an upshot of the incident,
sources said.
Meanwhile, Bengal
Government on Tuesday
reported a total of 1363 active
corona cases with 110 deaths.
The State conducted 2622 tests
in the past one day with total
number of tests leading up to
about 55,000.
The recovery rate from
corona cases was about 28 per-
cent State Home Secretary
Alapan Bandopadhyay said.
There were 24,699 people in
home quarantine and 6976 in
Government quarantine he

With 716 persons testing
positive for coronavirus
on Tuesday, the number of
patients afflicted with covid-19
reached 8,718 in Tamil Nadu.
The release issued by the Tamil
Nadu Government said eight
persons succumbed to the
pandemic on Tuesday making
the total number of fatalities to
61 in the State.
Out of the 716 persons test-
ed positive on Tuesday, 510
were from Chennai. The capi-
tal city has become the coron-
avirus epicentre of Tamil Nadu
with a total active cases of
4,882.
Till Tuesday evening, 2,134
patients have been discharged
from hospitals all over the
State and this has made the
number of active coronavirus
patients 6,520.
The government release
said 2,66, 687 samples have
been collected and sent for test-
ing. There are 55 laboratories
working round the clock test-
ing these samples. According to
Dr K Kulandaswamy, former
director of preventive medicine
and advisor to the Government
of Tamil Nadu, there is no
cause for any kiond of panic.
“The increased number of pos-
itive cases is because of the
massive tests being done in the
State. The hike in the number
of patients will continue like
this for some more time. Also,
please understand that large
number of coronavirus patients
are getting cured and dis-
charged from the hospitals,”
said Dr Kulandaswamy.
Physicians and epidemiol-
ogists working with the
Government Health Service
said on condition of anonymi-
ty that the Koyambedu market
which has been shut down
since last Friday has been the
root cause of the hike in the
pandemic.
“Koyambedu gave birth to
many clusters in Chennai city
and suburbs and this added
more number of patients to the
total list. In fact Koyambedu
upset the rhythm of the
metropolis and this will take
time to subside,” said one of the
doctors.

Highest number of 55 coro-
navirus positive cases were
detected in Jammu  Kashmir,
taking the total tally to 934 on
Tuesday. Of these, 42 cases
were reported from Kashmir
and 13 from Jammu division
while 28 patients were dis-
charged from different hospi-
tals of Kashmir division.
Significantly, 11 districts of
Jammu  Kashmir reported
zero positive case on Tuesday.
Out of 934 cases, a total
number of 469 cases are active
positive in Jammu and
Kashmir. At present 34 cases
are active positive in Jammu
division and 435 in Kashmir
division. A total number of 455
cases have recovered, 400 in
Kashmir and 55 in Jammu
division. So far, 10 patients, 9
in Kashmir valley and one in
Jammu division died due to
Covid-19.
Meanwhile, the first train
with 1,100 stranded persons,
including majority of students
arrived at Udhampur from
Bengaluru. On their arrival, the
passengers were sent home in
separate buses, following laid
down guidelines. Another train
from Goa with around 1100
passengers is expected to arrive
early Wednesday morning.
According to media bul-
letin, the highest number of 27
patients tested positive in
Kulgam district and 10 in
Kupwara district of Kashmir
valley while Kathua reported 7
positive cases in Jammu divi-
sion on Tuesday.
According to district
authorities in Kathua, all the
patients were screened at the
gateway of Jammu and
Kashmir in Lakhanpur and
were already in administrative
quarantine.

The Kerala High Court on
Tuesday asked the Union
Government to submit details
of the data privacy safeguards
of Aarogya Setu App, the con-
tact tracing app developed by
the National Informatics
Centre.
A division bench consisting
of justices Anu Sivaraman and
MR Anitha asked the Centre to
make sure that the information
collected by the Arogya Setu
app would not be misuse and
asked the Government counsel
to file a detailed report. The
court adjourned the case to
May 18 for further hearing.
The observation and direc-
tion of the judges was in
response to a public interest lit-
igation filed by one John Dayal,
said to be a social activist. The
petitioner had sought an inter-
im order against the ‘mandato-
ry imposition of the app’ on
Central Government employ-
ees.
Judge Sivaraman told the
petitioner that extra ordinary
times called for extra ordinary
measures after hearing
Jaishankar V Nair, the govern-
ment counsel. The latter told
the court that data protocol
norms were formulated on
Monday to address privacy
concerns.
Dayal’s petition was a fol-
low up to the Union
Government’s order making it
mandatory for all Government
employees and private citizens
to make use of Arogya Setu app
to counter the coronavirus
pandemic. By an order dated
April 29, the Centre has made
it compulsory for all officers
and staff of government estab-
lishments to download the
Arogya Setu app in their
mobile phones.
The Ministry of Home
Affairs by its order on May 1
had made it mandatory for all
employees in the central, State
and private establishments to
download the app and use it.
John Dayal’s contention
was that the directives issued by
the Centre with respect to the
Arogya Setu app was violative
of right to privacy and personal
autonomy.
But Jaishankar Nair, the
Government Counsel, told the
court that Arogya Setu has
been rated as the best app in the
world fighting the Covid-19
pandemic. “With its help, more
than 130 Covid-19 hotspots
have been identified. About 10
crore persons have downloaded
the App till Monday. On
Monday, the empowered group
on technology and data man-
agement has notified the
Arogya Setu Data Access and
Knowledge Sharing Protocol
2020 which lays down the
guidelines for collection, pro-
cessing, storage, sharing and
anonymisation of the data,”
said the Government counsel.
He said the Union
Government has made it clear
that the App was a fool-proof
mechanism to be used only for
the purpose of fighting coron-
avirus and there was no possi-

In an effort to arrest the unabated spread of coro-
navirus in the metropolis, Mumbai’s new
Municipal Commissioner Iqbal Singh Chahal on
Tuesday decentralised the work among eight IAS
officers working in the Covid-19 Task Force,
including five Additional Municipal
Commissioners, to monitor and execute the pan-
demic-related activities more effectively.
Departing from the style of functioning of his
predecessor Praveen Pardeshi whom he replaced
last week, Chahal appeared to be making optimum
use of all the eight IAS officers who are part of the
Brihanmumbai Municipal Corporation’s Covid-19
Task Force, when he disturbed the various specific
works among them.
Significantly enough, the BMC’s new
Municipal Commissioner came out with the
move to distribute work among eight IAS officers
on a day when Mumbai recorded 28 more deaths
and 426 new infected cases, which took the total
number of deaths to 556 and positive cases to a
staggering 14,781. As per the work sheet drawn
up by Chahal, Mrs Manisha Patankar-Mhaiskar –
who is a principal secretary currently on deputa-
tion to the BMC – has been assigned the work of
augmenting Covid beds in BMC Hospitals, a task
under which all Deans and Medical
Superintendents (MSs) will report to her to that
extent.
In addition, Mrs Patankar-Mhaiskar will
coordinate with the group especially created for
improving outcomes in Covid care and treatment
in BMC Hospitals. She will work towards con-
tinuous decongestion of hospitals as per the estab-
lished protocols, a task under which Deans, MSs
and Zonal DMCs will report to her to that
extent.

Announcing special pack- age of C20 lakh crore (which includes the earlier ones), Modi said it would have something for all sections and aim at strengthening infrastructure, modernisation of technology and reforms in laws. He said the economic package would be detailed by Union Finance Minister Nirmala Sitaraman on Wednesday. The special eco- nomic package would be the main component of “Atma- Nirbhar Bharat”, he said. “This package is for migrants and farmers who work for the nation day and night, no matter the circum- stances,” he said. “The package will focus on land, labour, liquidity and law; it will help small business, labourers and farmers. Having stopped sale of liquor in wine shops in Mumbai, Pune and other cities two days after it re- opened the shops on May 4 in the wake of uncontrollable crowds outside the liquor shops, the State Government has now tweaked the liquor sale policy to permit delivery of types of liquor to “liquor permit holders” on their doorsteps. Among other things, the order issued by State Prinicipal Secretary (Excise) Valsa Nair- Singh, allows licensed wine shops to deliver IMFL on the doorsteps. The order has specified that the sale and delivery of the liquors would be allowed only in the jurisdiction of the licensed premises at the spec- ified day and timings, provid- ed the permit holder has placed an order for the same. Thakur informed the Union Minister that till 1st May there was only one active COVID-19 case in the State but due to arrival of about one lakh people of Himachal Pradesh stranded in other parts of the country the number of active cases has gone upto 25. He said that the doubling rate of COVID-19 patients a week ago was 99 days which has now gone down to 12.5 days. The Chief Minister said that the State was doing 1478 tests per million which was higher than the national aver- age of 1367 per million, adding that the State Government has identified COVID-19 hospitals in the State to ensure that patients with other ailments get adequate opportunity for their treatment. He said that the Active Case Finding Campaign launched involving over 16 thousand ASHA and health workers has also helped in tracing out the suspected cases in the state. Thakur said that the State Government has also ensured adequate number of PPE kits to the doctors, nurses and other para medical staff for their safe- ty. Pointing out that so far 35 corona positive patients have cured in the state, he said that two persons have died in the state of COVID-19, out of these one was a chronic patient and another was a kidney patient. Ganjam with 157 coron- avirus cases continued to remain the district with the highest number of patients. However, Ganjam Collector Vijay Amruta Kulange said there is no sign of community transmission and asked the people not to panic. On the day, as many as 31 patients of Jajpur recovered from the disease and were dis- charged from hospitals after testing negative. A total of 68 per cent of under-5 deaths in India are attributed to child and mater- nal malnutrition; the largest contributors within this risk factor are low birth weight and short gestation (46 per cent) and child growth failure (21 per cent) — 83 per cent of the neonatal deaths are attrib- uted to low birth weight and shorter gestation .11 per cent of the under-5 deaths in India are attributed to unsafe water and sanitation and 9 per cent to air pollution. The contribution of these risk factors is relatively higher in less developed states, as per the reports. The highest increases in inequality between districts within states were in Assam and Odisha among the low SDI states, in the small north-east- ern states of Meghalaya and Arunachal Pradesh, and in Haryana among the middle SDI states. The leading causes of under-5 death in India are due to lower respiratory infections (17.9 per cent), pre-term birth (15.6 per cent), diarrhoeal dis- eases (9.9 per cent), and birth asphyxia and trauma (8.1 per cent). The Madras High Court on Tuesday rejected petitions filed by his son Karti Chidambaram and wife Srinidhi Chidambaram seeking to quash the cases against them by the Income Tax Department and also to dismiss the trans- fer of these cases to the Special Court constituted to hear cases against elected representatives The case involves alleged Income Tax evasion by the hus- band-wife duo in connection with the sale of a plot of land owned by them at Muttukadu along the Bay of Bengal Coast near Chennai. The IT Department had alleged that Karti did not dis- close an income of C6.38 crore which he had received from the sale of the land in 2015. Kart’s wife Srinidhi too did not dis- close the details of the amount of C1.35 crore she had received from the sale deed. The contention of the Income Tax department was that, Karti, elected to Lok Sabha from Sivaganga con- stituency in the 2019 elections, and his wife had received the amount in cash for the sale of land at Muttukadu years ago but allegedly did not disclose it in their I-T returns. Karti objected to the case being heard by the Special Court set up to hear cases against MPs and MLAs on the ground that the transaction was completed and returns were filed in 2015 much before he was elected from Sivaganga constituency in 2019. The Deputy Director of Income Tax Investigation (Chennai), had filed a com- plaint on September 12, 2018, against Karti and Srinidhi before the Additional Chief Metropolitan Magistrate Court-II (Economic Offenses) for offenses under sections 276c(1) and 277 of the I-T Act. The case was later transferred to the special court. But the Madras High Court has stayed the proceed- ings twice against the Chidambarams in the months of January and February. IANS Amaravati: If Tuesday's num- bers are any indication, Andhra Pradesh appears to be gaining control in its efforts to contain Covid-19 in the State. The State nodal officer reported that 33 cases were detected from the 10,730 samples tested in the 24 hours ending 10 a.m., Tuesday. The positive case numbers on Tuesday are lower than Monday, when the state reported 38 cases. The majority of the 33 cases reported on Tuesday have a con- nection with the Koyambedu market in Chennai. The market has been identified as a major factor in the spread of Covid-19 in neighbouring Tamil Nadu. Of the 33 cases announced on Tuesday in Andhra Pradesh, 10 in Chittoor district, nine in Nellore district, and one case in East Godavari have been iden- tified as persons who had recently visited the Koyambedu market in Chennai. Chittoor district reported 10 new cases, all of whom have a history of travel to Koyambedu market in Chennai. While in the ‘A’ category areas the State will “enforce complete and strict lockdown and no movement of people will be allowed,” in ‘B’ catego- ry there will be partial relax- ation and the local police will decide the extent of such relax- ation “provided the people fol- low the lockdown norms in the right manner,” the Chief Minister said. In the ‘C’ Red zones there will be substantial relaxation particularly for the smaller business. Banerjee said jew- ellery shops, electrical and electronic outlets and food stalls etc will be allowed to open from 12 in the noon to 6 pm. “... But no restaurant will open. The people will only be allowed to take away food from the food stalls,” she said adding how “it seems that the corona virus will continue for quite some time.” As “it is not going away immediately we will have to revive the economy to some extent,” the Chief Minister said once again attack- ing the Central Government for not clearing its dues. Dwelling on her interac- tion with Prime Minister Narendra Modi during his video conference with Chief Ministers on Monday, Banerjee said Bengal gained nothing from the meeting and it returned “empty-handed.” She alleged that the Centre had “not cleared our legitimate financial dues” adding “I have raised several issues during the meeting with PM. But I must say we always return empty-handed after our meet- ings with PM. We are not beg- gars. We only want our dues from them. We have to serve a debt of C55,000 crore besides bearing the huge expenses to fight the pandemic.” On the ongoing contro- versy regarding the return of the migrant workers to Bengal the Chief Minister said already seven trains have been given and the people had started to return adding “the State has plans of giving 100 more trains for the held up workers to return,” but cautioned the “steps bring people back have to be taken very cautiously because it may lead to further proliferation of the dreaded virus into the villages... the trains will be given in stages and people will be screened before entry.” In a related and significant development the Government transferred principal health secretary Vivek Kumar to the environment department, sources said adding he was like- ly to be replaced by Transport Secretary Narayan Swarup Nigam. The development comes amid raging controversy over the State fudging corona relat- ed facts. Kumar’s transfer preceded the much controversy over conflicting reports placed by the Health Department stating the number of corona cases to the Centre and the media. On April 30, Kumar reportedly wrote to the Union Health Secretary putting total number of corona infections to 931. However the number pro- vided by the Health Department for public con- sumption in Bengal stood at 744. Meanwhile, Bengal Government on Tuesday reported a total of 1363 active corona cases with 110 deaths. The State conducted 2622 tests in the past one day with total number of tests leading up to about 55,000. The release issued by the Tamil Nadu Government said eight persons succumbed to the pandemic on Tuesday making the total number of fatalities to 61 in the State. Out of the 716 persons test- ed positive on Tuesday, 510 were from Chennai. The capi- tal city has become the coron- avirus epicentre of Tamil Nadu with a total active cases of 4,882. Till Tuesday evening, 2,134 patients have been discharged from hospitals all over the State and this has made the number of active coronavirus patients 6,520. The government release said 2,66, 687 samples have been collected and sent for test- ing. There are 55 laboratories working round the clock test- ing these samples. Of these, 42 cases were reported from Kashmir and 13 from Jammu division while 28 patients were dis- charged from different hospi- tals of Kashmir division. Significantly, 11 districts of Jammu Kashmir reported zero positive case on Tuesday. Out of 934 cases, a total number of 469 cases are active positive in Jammu and Kashmir. At present 34 cases are active positive in Jammu division and 435 in Kashmir division. A total number of 455 cases have recovered, 400 in Kashmir and 55 in Jammu division. A division bench consisting of justices Anu Sivaraman and MR Anitha asked the Centre to make sure that the information collected by the Arogya Setu app would not be misuse and asked the Government counsel to file a detailed report. The court adjourned the case to May 18 for further hearing. The petitioner had sought an inter- im order against the ‘mandato- ry imposition of the app’ on Central Government employ- ees. The Ministry of Home Affairs by its order on May 1 had made it mandatory for all employees in the central, State and private establishments to download the app and use it. John Dayal’s contention was that the directives issued by the Centre with respect to the Arogya Setu app was violative of right to privacy and personal autonomy. But Jaishankar Nair, the Government Counsel, told the court that Arogya Setu has been rated as the best app in the world fighting the Covid-19 pandemic. “With its help, more than 130 Covid-19 hotspots have been identified. About 10 crore persons have downloaded the App till Monday.
