PUBLIC ADMINISTRATION
Introducing
ᴥ Public administration is an aspect of the larger field of
administration.
ᴥ It exists in a political system for the accomplishment of the
goals and objectives formulated by the political decision-
makers.
ᴥ It is also known as governmental administration because
the adjective public in the word “public administration”
means government.
ᴥ Hence, the focus of public administration is on public
bureaucracy, that is, bureaucratic organisation (or
administrative organisation) of the government.
ᴥ Public administration is defined by various scholars as
follows:
What is public administration?
• Administrator as implementer:
– PA may be defined as all processes, organizations and
individuals associated with carrying out laws and
other rules adopted or issued by legislatures,
executives and courts.
• Administrator as regulator/ service provider:
– Public administration is the use of managerial, public,
and legal theories and processes to fulfill legislative,
executive, and judicial mandates for the provision of
governmental regulatory and service functions.
Public Administration(PA)
Public Administration has special characteristics which are
derived from the nature of public settings in which it operates.
The distinguishing characteristics are in terms of:
• Political Direction
• Absence of Profit Motive
• Legal Framework
• Consistency of Treatment
• Public Accountability
• Large-scale Administration
• Essentiality of Some Public Services
Key components of PA
• The Public/ Electoral relationship
– Constitutional rights
– Public Interest
– Sovereignty
• Regulation
– Policy/ Civil rule enforcement
• Services
– Collective services (defense, welfare)
• Jurisdiction
– Place bound
Tensions faced by public administrators
• Efficiency v. Effectiveness
– reaching public goals or measuring activities?
• Responsiveness v. Accountability
– responding to public needs or filling out reports?
• Difference between outputs and outcomes

URBAN MANAGEMENT
Introducing
ᴥ Urban Management is a broad term covering a large set of
functions.
ᴥ To understand urban management you have to first
understand the components of urban fabric.
ᴥ A City or an urban settlement is not merely a set of roads,
buildings, parks, etc.
ᴥ The core function of a city is to provide inhabitants a liveable
environment be it shelter, livelihood, entertainment, food and
other stuff required for a healthy living.
ᴥ Urban management is a combination of all streams converging
together to provide citizens above listed elements. Historically
cities evolved largely because of financial activities. When
people see earning opportunities they move to a city from
rural areas.
• Similar is the case with small to big city migration. Starting
with economic opportunities people seek to find shelter i.e
houses, place to work and do business (markets and offices),
food stock (comes from rural area), water supply, hygiene
(sewer and drains), clean air (parks and green buffers),
mobility infra to go from one place to another like roads,
metro, buses, streets etc.
• Now come the responsibility to manage all these functions.
• To make things works it is inevitable that all elements works
complimenting and supporting each other.
• A city with job opportunities can only attract people when
their is basic infrastructure available similarity cities with all
infrastructure in place but no economic offerings is of no use
people will move to other cities even if infra is not as good as
the city they are living in.
URBAN MANAGEMENT
URBAN MANAGEMENT
• Urban Management is the process of conducting a set
of functions [planning, organizing, staffing, directing
and controlling] to get the work done in an efficient
and effective manner.”
• The process of Urban management brings together the
acts of visualizing, initiating and combining the various
components while sustaining the feasibility of the
enterprise towards company goals.
• Urban Management is an art of getting things done
through & with people organized formally in groups.
Public Administration v/s
Urban Management
• Public Administration deals with the activities of higher
level/top level: setting up of objectives and crucial policies of
the organization.
• Management involves conceiving, initiating and bringing
together the various elements: coordinating, actuating,
integrating the diverse organizational components while
sustaining the viability of the organization towards some
pre-determined goals
• In short, it is the act or function of putting into practice the
policies and plans decided upon by the administration
• The difference can be summarized under two categories:

• Practically, there is no difference between Urban
management and Public administration. Every
manager is concerned with both—administrative
and management function and operative
function.
• However, the managers who are higher in the
hierarchy denote more time on administrative
function and the lower level denote more time
on directing and controlling worker’s
performance.

PUBLIC ADMINISTRATION Introducing ᴥ Public administration is an aspect of the larger field of administration. ᴥ It exists in a political system for the accomplishment of the goals and objectives formulated by the political decision- makers. ᴥ It is also known as governmental administration because the adjective public in the word “public administration” means government. ᴥ Hence, the focus of public administration is on public bureaucracy, that is, bureaucratic organisation (or administrative organisation) of the government. ᴥ Public administration is defined by various scholars as follows:

What is public administration? • Administrator as implementer: – PA may be defined as all processes, organizations and individuals associated with carrying out laws and other rules adopted or issued by legislatures, executives and courts. • Administrator as regulator/ service provider: – Public administration is the use of managerial, public, and legal theories and processes to fulfill legislative, executive, and judicial mandates for the provision of governmental regulatory and service functions.
  • 5. Public Administration(PA) Public Administration has special characteristics which are derived from the nature of public settings in which it operates. The distinguishing characteristics are in terms of: • Political Direction • Absence of Profit Motive • Legal Framework • Consistency of Treatment • Public Accountability • Large-scale Administration • Essentiality of Some Public Services
  • 6. Key components of PA • The Public/ Electoral relationship – Constitutional rights – Public Interest – Sovereignty • Regulation – Policy/ Civil rule enforcement • Services – Collective services (defense, welfare) • Jurisdiction – Place bound

  • 8. URBAN MANAGEMENT Introducing ᴥ Urban Management is a broad term covering a large set of functions. ᴥ To understand urban management you have to first understand the components of urban fabric. ᴥ A City or an urban settlement is not merely a set of roads, buildings, parks, etc. ᴥ The core function of a city is to provide inhabitants a liveable environment be it shelter, livelihood, entertainment, food and other stuff required for a healthy living. ᴥ Urban management is a combination of all streams converging together to provide citizens above listed elements. Historically cities evolved largely because of financial activities. When people see earning opportunities they move to a city from rural areas.
  • 9. • Similar is the case with small to big city migration. Starting with economic opportunities people seek to find shelter i.e houses, place to work and do business (markets and offices), food stock (comes from rural area), water supply, hygiene (sewer and drains), clean air (parks and green buffers), mobility infra to go from one place to another like roads, metro, buses, streets etc. • Now come the responsibility to manage all these functions. • To make things works it is inevitable that all elements works complimenting and supporting each other. • A city with job opportunities can only attract people when their is basic infrastructure available similarity cities with all infrastructure in place but no economic offerings is of no use people will move to other cities even if infra is not as good as the city they are living in. URBAN MANAGEMENT

URBAN MANAGEMENT • Urban Management is the process of conducting a set of functions [planning, organizing, staffing, directing and controlling] to get the work done in an efficient and effective manner.” • The process of Urban management brings together the acts of visualizing, initiating and combining the various components while sustaining the feasibility of the enterprise towards company goals. • Urban Management is an art of getting things done through & with people organized formally in groups.

Public Administration v/s Urban Management • Public Administration deals with the activities of higher level/top level: setting up of objectives and crucial policies of the organization. • Management involves conceiving, initiating and bringing together the various elements: coordinating, actuating, integrating the diverse organizational components while sustaining the viability of the organization towards some pre-determined goals • In short, it is the act or function of putting into practice the policies and plans decided upon by the administration • The difference can be summarized under two categories: Functions and Usage/Applicability
  • 12. Public Administration V/S Urban Management NO . POINT OF DISTICTION PUBLIC ADMINISTRATION URBAN MANAGEMENT 1. Meaning Public Administration is concerned with the determination of major objectives, policies strategies of a business. Urban Management is concerned with execution of plans & policies laid down by the administration. 2. Objectives It determines the corporate organizational structure & acts as the controlling authority. It is concerned with the execution of activities decided by the administration 3. Level of function Public Administration is treated as higher level function as it is concerned with corporate plans, policies, procedures relating to finance, etc. Urban Management is treated as lower level function as it is concerned with execution of policies within the limits set by the Public administration 4. Relation with policies It determines and lays down policies It puts policies into operation for achieving expected results 5. Reference to It refers to top level Urban Management is group of Owners It refers to group of managers with Specialized education and skills 6. Relationship With goals Administration decides the overall objective of the enterprise Urban Management deals with achieving goals decided by the administration 7. Orientation Public Administration is not profit oriented Urban Management is profit oriented 8. Direction of Human Efforts It is not directly concerned with direction of human Efforts It directs human efforts in the execution of plans

Decision are influenced by beliefs and opinions of the managers.
  • 14. • Practically, there is no difference between Urban management and Public administration. Every manager is concerned with both—administrative and management function and operative function. • However, the managers who are higher in the hierarchy denote more time on administrative function and the lower level denote more time on directing and controlling worker’s performance.
