above. This Innovation is designed to operate a 10-Year Training and Research Project, with
perpetual impact assessment and analysis for effectual and informed decision-making.
The Project will offer Post-doctoral Professional Mentoring/Teaching and Research to African
Education Sectors at its International Research University [IRU], otherwise noted as a âValue-for-
Knowledge (VfK) Academyâ (utilizing the Highest-level Academicians and Professionals from all over
the World who are of Post/Doctoral Academic Status) â the trend will see a new âBreedâ of
Professional Academicians and Achievers, covering a very wide range of cross-cutting issues and
concernsâpossessing, at least, Three (3) Doctorates (PhDs) because both the awards are post-doctoral.
Both the PDM (post-Doctoral Masters) Degree and PDD (post-Doctoral Doctorate) Degree are, so far,
ranked as the highest and most-credible academic and Professional attainment on the Continent of
Africa - next only to that offered in Europe. The selection and evaluation criteria for the (2) two
nominees seeking admission on the GDP4 Africa Academyâs âAdvanced Research Fellowship
Programmesâ [ARFP] from each country, shall be selected by the Countryâs Ministry of Education â
in close consultation with the respective Universities [selected by the Ministry to represent the rest of
the Universities-since all of them are to benefit from this Programme] taking the Best Professors
and/or Doctors as âFellowsâ to these Programmes (who may be Scientists and/or Philosophers). The
Universities identified by the Ministry of Education for this Programme in each Country shall,
procedurally, consult their âAcademic Associations/Boardsâ to, democratically, select their best
candidates and nominate them to join the two âPost-Doctoral Fellowshipsâ â doing one after the other,
annually, over the entire Project Span. While each of the African Countries will send three (3) Good
candidates [who shall be groomed to become the Best), in which case, one nominated candidate shall
come from the Public Sector and two from the Private Sector respectively, Uganda (as the host) will,
luckily, send Thirty Five (35) to the Projectâs Programme â an output of 1,400 post-
Doctorates/Resource Experts within the funding period, which will lead to the creation of a unique
âBRAIN & DEVELOPMENT SOURCEâ for not only Africa but the entire World of learning.
