7. Road User Charges exemption for EVs
Petrol vehicles pay fuel excise, all other vehicles pay RUC for each km driven
Light vehicles: Light EVs (eg cars and vans) are exempt from RUC until 2021
Heavy vehicles: Heavy EVs are exempt from RUC until they make up 2% of
the heavy vehicle fleet

EECA has 2 main parts
This RUC exemption for heavy vehicles could see a big uptake in electrification of urban freight vehicles, which will be a big benefit for air quality.
A majority of freight into Port of Auckland is just delivered within Auckland.
Used Nissan Leafs from Japan are the most popular EV in NZ. These are already at purchase price parity with equivalent ICE vehicles, and prices start from $10,000-$40,000.
