2. The Seattle Steam Company, the district heating company serving downtown Seattle, engaged
Steeb to developed, coordinate design and permit an 85,000 pound per hour wood‐fired steam
boiler at their Western Avenue Steam Plant. This included the wood‐fuel delivery and storage
facility across the street from the existing Western Avenue steam plant. The 275 ton‐per‐day
biomass project required stringent air quality permitting and unique wood‐fuel transportation
access all within 1 block of Elliot Bay and next door to the new Four Seasons Hotel. Steeb
assembled a team consisting of design, land‐use, permitting and legal professionals that
included individuals and firms to manage public relations and coalition building. This
comprehensive approach resulted in the Seattle Department of Planning and Development
issuing a Municipal Use Permit in less than 12 months.
