Twenty-three years of experience in complex project management and quality assurance designing, developing,
and maintaining intricate database-driven, interactive software development: learning management systems
(LMS), mobile applications (Android and iOS), help desk, performance validation and learning assessment,
distributed learning (DL), interactive multimedia instruction (IMI), data analysis, games, publishing, and websites.
The last 19 of those years were exclusively in the software/IT realm, managing over 65 projects for US Army,
USMC, US Navy, Service Academies, and NASA clients. In all cases, design and development was based on a
comprehensive understanding of the client’s vision, larger mission space, and domain expertise such as proven
adult education practices to create a flexible, open-ended architecture built on relevant technology to allow rapid
expansion of functionality using agile development practices. As a result, across each of these customers,
successfully transitioned customer’s vision and requirements into a robust, dynamic and mature IT end-state that
exceeded expectations and provided a high return on investment to the customer not only in immediate
applicability but also in new adjunct functionality, expandability and long-term mission support. From 2011-2014
led the team which provided Alion’s expertise in mobile application development, producing ground-breaking
Android and iOS database-driven solutions for Army, Navy, and internal Alion customers.

Provided organizational and workflow analysis for government services contractor serving seven US
government organizations to create highly granular SharePoint solution for multiple audiences with varying
permissions and security levels. Designed and implemented solution using multiple modular, interlocking
groups with nested permissions which could be assembled to create tailored access for any individual.
Supervised IT partner in finalizing server configuration and creating metadata schema. Provided security
analysis and recommendations. Produced training materials for system administrator and senior leaders to
implement the resulting architecture.

Led creation, development, and support of software systems to deliver instructional, testing, mobile
support, and strategic communications materials for US Army, National Guard, US Navy, USMC, and the
five US Service Academies, including Alion’s proprietary Core LS™ LMS, video Situational Judgment
2. Tests (SJTs), and dynamic, database-driven mobile applications (Android and iOS). Managed up to 22
employees, contracts of $3 million per year, up to five simultaneous subcontractors or teamed contractors.
Created and maintained Core LS system which served as LMS for US Army organizations: Armor School,
Army National Guard, Center for Army Profession and Ethic (CAPE), Chaplains School, Aviation School,
Infantry School, Maneuver Center of Excellence from 1998-2013.
o Developed courseware for over four dozen courseware packages, including Armor and Maneuver
Captains Career Courses, Senior, Advanced, and Basic Armor and Cavalry NCO courses, and MOS
Transition courses, 1998-2011. This delivery model became Army standard courseware template.
o Created courseware validation tools that became Army-approved standard to automate TRADOC
Sequential Validation process, test item and time-use analysis to measure content validity and
reliability, and tools which identify, deter, and prevent online cheating and misuse. Allowed Armor
School to be only TRADOC school to validate its courseware in real time.
o Implemented multi-use of online courseware for distributed learning and resident instruction (in-
class and homework), including instructor management tools, which allowed resident course
improvement, update, and standardization at no additional development cost.
o Managed and provided Tier 1-3 Help Desk support for 30,000+ users (three TRADOC schools and
associated National Guard Regional Training Institutes (RTIs), five Service Academies) since 1998
and on-site IT and Knowledge Management (KM) personnel.
o Produced and delivered training in use of all above systems for customer and stakeholder monitoring
and management of courseware use, validity and reliability, and student mastery.
Managed instructional design, content creation, applications development, software integration, and quality
assurance for all above on-line and mobile IMI, as part of an integrated government-contractor team with
full spectrum of customers/stakeholders to ensure integration with existing processes.
Supported research (Army Research Institute, RAND, CAPE, University of Washington, Service
Academies) on learning effectiveness, behavior, attitudes, and content use through creation of activity
tracking and analysis tools, testing support, “360 degree” surveys, and data processing and analysis to
assess and improve instructional approaches and integrated use of multimedia techniques.
o Developed innovative context-sensitive “known anonymous” survey system, deployable in Web,
video, and mobile media, to discriminate and collate data from discrete individuals without
compromising anonymity.
o Conceived and produced real-time, highly-granular configuration of video simulations to support
multiple test scenarios: inserting surveys, altering choice palette, pre-selecting control choices.
o Created SJT delivery and management system used by US Naval, Military, Air Force, Coast Guard,
and Merchant Marine Academies and US Army ROTC to study integrity. Managed, tracked,
analyzed, and provided help desk support for 3300 participants.
Produced 13 mobile applications for Android and Apple mobile devices for US Army, providing expanded
dissemination of information and access to online tools from any location.
o iPad app providing synchronized on- and off-line access to Alion’s Training Management System
(TMS), allowing offline use of scheduling, mapping, and multimedia functions.
o Android Instructor-Led Discussion app allows instructors to deliver multimedia presentations to
other smartphones in multiple locations, with quizzes and real-time feedback on participation.
o Four strategic communication interactive multimedia books for Android and iOS.
o Android and iOS mobile portals that provide management, launching and updating of associated
suite of mobile apps, news feeds, and socialmedia access.
o Android and iOS multiplayer, multimedia online trivia quiz game and management tools.
o Android-iOS video “build your own training” app that allows creation of video-based Case Study
curriculum, with guided discussion for individual and group training.
3. Led Alion’s mobile applications development team, managed corporate enterprise-level development
assets, provided expertise on mobile capabilities and solutions to other Alion units and business
development efforts, conducted rapid prototyping of new mobile capabilities. Created and implemented a
“process abstraction” architecture where the activities conducted in a mobile-enhanced process are
abstracted from the data stored about them. This allows the client app to store highly-detailed data
without being responsible for the meaning of that data, which is the job of the database back-end. This
allows the creation of lightweight apps which can handle virtually unlimited types of data without having
to be modified each time new data types are added or data relationships changed, which is one of the
biggest difficulties with mobile apps. Thus new or different types of data are handled by the creation of
new forms and templates without having to incessantly modify and re-release the app.
o Managed, provided access to Alion’s Apple Enterprise License and Volume Purchasing Program,
served as POC and clearinghouse with our dedicated Apple technical representative.
o Created iPad Shipchecker application to automate collection, management, and analysis of ship
construction inspection data. Synchronizes checklists with on-line database for asynchronous off-
line entry by multiple concurrent users without compromising data integrity, attaches photographic
and graphical records to allow inspections to be conducted in a single step, saving time and money.
Implements the Process Abstraction model.
o Created and populated prototype Business Development app for Acquisition Programs Management
Group using flexible templates to allow existing text, graphical, audio, and video marketing
materials to be rapidly loaded and updated.
o Designed architecture for Compartment Closeout Image Map project to be a self-contained multi-
role, multi-platform module deployable in web, desktop, and mobile applications. Using process
abstraction approaches, created it to serve as a dynamic data entry and data display interface
agnostic to the data and processes implemented through it. Created and supervised training for
personnel creating the deck plan imagery and associated data.
o Designed next generation Shipchecker application for deployment on Microsoft Surface Pro tablets,
hosted from DISA enclave. Expanded process abstraction to encompass further use cases, including
GFE data collection and management and integration of the image map interface.
Supported other Alion business units serving Air Force, Navy, and Foreign Government projects.
o Collaborated in the creation of a white paper for the National Security Space Institute (NSSI) Space
Power Laboratory. Provided subject matter expertise on e-learning and adult education principles
and techniques including Cognitive Task Analysis, Guided Experiential Learning, and evidence-
based training best practices.
o Supported and developed DL training package for Ukraine Ground Forces in Mission Analysis.
Conducted analysis of COTS authoring platform capabilities, limitations, and best use, developed
interactivity, applied US Army best practices, and conducted testing.
o Managed design and creation of a new integrated LPD Gateway project using MVC and Onion
Architecture to replace a suite of obsolescent and non-integrated stand-alone applications. Provided
oversight of train-up and production coordination for a distributed workforce spread across five
sites, produced functional specifications, use cases, documentation, and provided QA.

Managed Design, Text, and Art Departments (12 persons plus freelancers) to create games of consistently
high quality in seven wargame lines plus two bi-monthly and one quarterly magazines.
Wrote, designed, developed, supervised, and edited wargame products:11 boxed games, 5 rule books, 39
supporting books and modules, 35 magazines, one computer product, and 2 novels.
Created Traveller: The New Era science fiction game line, winner of Best Role Playing Game of 1993, plus
three other nominations for best historical or science fiction game.
