1. SITUATION ANALYSIS
Currently every time that you go to some type of medical facility that is not your primary
doctor, they will ask you for your medical history. Most of the time you would have to
either arrange with your primary doctor to release and transfer your records or pick them
up yourself and give them to the new doctor. The new system that would be developed
would cut out the middle man and make it possible for hospitals, doctors’ offices, and
other healthcare providers to share patient records to ensure the timeliest data is available
when a patient needs care. The problem for this system is the doctors Hippocratic oath that
won’t allow the doctor to release the patients records without the patients and the doctors
consent. The medical records would have to put on some sort of network that could be
accessed by all of the hospitals that are part of the system.
PURPOSE OF THE PROJECT
The purpose of this project is to provide a standard set of tools for hospitals, doctors’
offices, and other healthcare providers to share patient records. Right now if you go to a
different hospital you always have to fill out medical history. Also you have to arrange to
release your records with your existing doctor before they will release your records to
them. With the new system they can quickly look up your medical history right away just in
case it’s a life and death situation so they can quickly act on your medical attention.

2. USERS
The users of this System will include hospitals, doctor’s offices, clinics, and other healthcare
providers where patient health information would be accessed. Medical Bill Collectors and
Insurance Companies may also interact with the system as it is developed and additional
applications are realized. The impact of the end product of this project has the potential to
affect everyone who interacts with the healthcare industry. Immediately the existing
healthcare patients will be impacted as the system develops and goes through the trial
phases.
PROJECT IMPACT
This project will affect having to arrange with your main physician to release your medical
history. The mission of this project is to improve patient care and provide real-time access
to complete and accurate history. With using this new system it will make it easier and
faster for the doctor to get your record just in case it’s a life and death situation. It will
vastly improve sharing medical records as they do nowadays, without the mix ups or
delays.

3. Not only must the UPRS system work it must also be compliant with the Health Portability
and Accountability Act. As well as making sure that the system is protected from any
hackers or viruses that may compromise a patient’s private information.
WINDOW OF OPPORTUNITY
For this system to work the HIPAA law may need to be altered so that this new system we
are trying to implement will work. We would like to have this project presentable in time
for the legislature to vote on this before we head forward on this project.
CONSEQUENCES OF PROJECT FAILURE
The impact of not completing the project would be the system not being fully created and
not being functional. If the project is not completed then the budget that is necessary for
the project would have to be returned and the company that was working on the project
would have to pay the sponsor back the money the company spent already for the project.

4. This is our project team and our functions within the team. Dave is the project manager,
Todd is our operations manager, providing support in any area that was needed to make
sure that everything goes smoothly, Me I’m the Human Resources, I make sure that
everyone is on their best behavior and handled any disciplinary actions, Ryan is our IT guy
you got a problem with a program or computer he’s our guy, and Tony as our facilities
manager made sure that we had adequate facilities and space that we needed to complete
project.

5. STRATEGY ALIGNMENT
The strategy alignment would be all around better care for patients. This new system would
allow for healthcare professionals to see the medical history of a patient, preventing
potentially harmful situations for a patient. This will also provide protection for healthcare
professionals from any unforeseen malpractice issues.
VALUE TO BUSINESS
The value to the business would be more available information for not just doctors in the
medical sense, but also to the healthcare professionals that come into contact with the
patient after treatment. Medical bill collectors would also be able to see patient payment
history to point out patterns that may help in resolving past due balances.
CRITICAL SUCCESS FACTORS
Web services should capture the patient’s records to cover doctor, hospital, and insurance
information needs.
The interface needs to universally identify individuals to ensure each customer record is
connected to the right individual.
The system needs to meet the Health Insurance Portability and Accountability Act (HIPPA)
standards.
The system needs to have room to improve and the ability to be able to expand and be
developed further.

6. DEPLOYMENT LEVEL
The System would be developed to interact with all healthcare facilities. This universal
patient record system would be implemented for all healthcare patients within the physical
boundaries of the United States. The platform for the system may be internet based and
accessible anywhere on the planet. The Records System will be a secure system with
extensive safeguards in place to protect the healthcare patients. This system could be used
on an international level potentially helping healthcare professionals to better care for their
patients

7. Project Team Identification
We will hold a meeting with the project team members to help identify the risk that they
think might occur. We would then put any risks that come up in the meeting into our risk
register.
Expert Identification
We will find a risk management expert to help identify any risks that we could not think of
just in case we missed any. This expert will look at what we have so far and help identify
more risks and add them to the risk register.
Historical Identification
We will use the risks from projects that previously occurred with similar circumstances to
help identify risk in the project. We would use what they learned in the past project to help
find solutions to the risks that might occur in our project.
