STS Consultants Ltd. won a Best of State Award
for designing the $4.1 million harbor of refuge and
protected boat access at an old stone quarry.
Door County was in need of a harbor of refuge
and boat launch facility. With excellent fishing in
the waters near the former quarry site, a boat
launch and adequate car/trailer parking made this a
desirable site for fishermen.
Safety was a major concern for boaters along this
18-mile stretch of open water between Sturgeon Bay
and Egg Harbor. In addition, the existing boat ramp
at the site left boaters unable to use or return to the
dock when waves covered the ramp.
The Wisconsin Department of Natural Resources
allowed only a minimal footprint on the existing
lake bottom, so most of the harbor had to be built
within the old quarry. Besides the nonuniform
bedrock conditions, STS encountered old boat slips
from quarry operations, old shipwrecks, winter
weather, severe waves, ice and the need to keep
open a county road that ran through the site.
As part of the DNR permitting process, a public
information meeting was held to explain the project
and design process and receive comments. STS'
strong coastal planning and design skills helped
ease public concerns.
"I gave STS high marks for the amount of inves-
tigative research that went into this project," said
Bill Stark, an EEA judge with the Federal Highway
Administration.
By using numerical modeling and value engineer-
ing, STS saved an estimated $500,000 in initial har-
bor construction costs and reduced long-term main-
tenance expenses. The project was completed in less
than one year, and the community received a safe
harbor, protected boat access, restrooms, a gazebo
and other park amenities. Boat launches in 2007 are
expected to increase 250 percent from 2003.
Innovative engineering techniques and materials
were used to expedite the construction schedule
and reduce construction costs. When designing the
new harbor and boat launch, STS used a geotextile
grid - instead of the conventional steel tierods -

to anchor the steel sheet pile harbor wall in

Installing a conventional anchor wall with
tierods to the face wall in bedrock would have
been more difficult and more expensive. This eas-
ier installation provided the Door County Parks
Department with savings of time and materials.

Visitors to the park can enjoy a great view of the harbor
from the entrance. The stone retaining walls on the far
side of the harbor blend in with the walls of the old quarry
in the background.

The Green Bay shoreline in Door County, Wis., was in need of a harbor of

old stone quarry was a unique and challenging project for the Door County Parks
Department and STS Consultants, Ltd. (STS). The Wisconsin Department of
Natural Resources (DNR) would only allow a minimal footprint on the existing
lake bottom, so most of the harbor had to be built within the old quarry. Besides
the non-uniform bedrock conditions, STS encountered old boat slips from quarry
operations, old shipwrecks, winter weather, severe waves, ice and the need to
keep a county road open that ran through the site.

The blasted bedrock is excavated for the harbor
approximately 13 feet below the lake water level. This
required planning for the excavation sequence and
use of pump systems to dewater the excavation so
that the excavation, sheet wall placement and
concrete placement for the launch ramp could be
done "in-the -dry".

The consultant evaluated the suitability of the old stone quarry bedrock
for excavation and breakwaters. The work accounted for 2 percent of
the project.
• Strata Morph Geoexploration, Inc., Mr. Andy Jalbert, Sun Prairie, WI
The consultant determined the importance of underwater artifacts
(shipwrecks, docks and former active quarrying infrastructure) at the
site and how to protect or deal with those site features. The work
accounted for 2 percent of the project.
• Paschke Drilling & Blasting, Mr. CAP Paschke, Green Bay, WI
The consultant determined the full extent of bedrock within the project
site and how to blast and excavate the material so the integrity of the
remaining material was suitable for construction of harbor walls,
anchorages and launch ramp. The work accounted for 5 percent of the
project.

Original or innovative application of new or existing techniques
In the past, STS' harbor projects have focused on building out into the lake and
using the limited land area for amenities other than the harbor itself. For this
project, the DNR required a minimal
intrusion into the lake, so STS was
faced with the complexity of creating
a harbor within bedrock and an old
quarry operation. Issues of blasting
and removing bedrock while leaving
competent material for the new
infrastructure became critical
concerns.
STS looks for the best materials and
engineering solution for each
project. For this project, STS used a
geotextile grid instead of the
conventional steel tierods to anchor
the steel sheet pile harbor wall in
place. Installing a conventional
anchor wall with tierods to the "face
wall" in bedrock would have been
more difficult and more expensive.
This easier installation provided the
Door County Parks Department with
a savings of time and materials.
STS worked with Armor Stone
Consultants (ASC) who specializes
in the evaluation of quarry stone for
riprap and armorstone. Their
investigation revealed that the old

The grid is connected to the sheet pile walers and
engineered backfill is placed on top.
During sheet wall construction, the rock piled at
the toe of the sheet wall is used for temporary
support of the wall prior to placement and
backfilling of the geogrid tie-back system. The use
of the geotextile grids required STS to work
closely with the contractor to refine their
installation methods due to the need for temporary
support of the walls during geogrid installation.
quarry would not be able to produce the size of armor stone required for a
breakwater to protect the harbor. ASC discovered that the numerous vertical
cracks at the surface of the old quarry were a result of the area still rebounding
from the weight of the glaciers that covered the area thousands of years ago, and
the cracks extended to great depth. This advance knowledge was critical in the
design of the project.

STS also worked with Paschke Drilling & Blasting who specializes in the blasting
of bedrock. The company did an extensive exploration of the below-ground
bedrock surface and determined drilling patterns for blasting and the strength of
the blasts. Their expertise was important for several reasons:
• To minimize impacts on nearby groundwater wells
• To provide a blasted material that is easy to excavate yet suitable for
under layer stone for the breakwater
• To provide near vertical walls and anchorage support for cost-effective
lining of the harbor walls.
The greater degree of pre-design bedrock investigation provided far greater
detail for a good design and on-time and on-budget construction.
Future value to the engineering profession and perception
The innovative use of geotextile grids and other non-traditional materials for
cbnstruction of the harbor walls expands the materials' acceptance in the water
resources field. It gives the engineering field more design choices. In addition,
using these non-traditional materials extends the breadth of application of these
materials.
Social, economic and sustainable design considerations
The Olde Stone Quarry project is a "harbor of refuge". STS' main goal of the
design was to provide a harbor where boaters could launch and land in a
protected "safe" harbor and shelter in the protected harbor during storm
conditions on Green Bay. Boaters, both large and small, can make use of the
launch and feel comfortable venturing out into the bay. This safe harbor also
expands the general public's access to the water, making it available for both
amateur and expert boaters. Boat launches in 2007 are expected to increase
250 percent from 2003. The Door County Parks Department estimates 2,500
launches in the new harbor of refuge in 2007.
STS took great effort to protect the history of the site. An existing shipwreck was
avoided and marked, maritime artifacts were prominently displayed, and the
history of the quarry operations was recognized with signage.
An economical design consideration included the use of a geotextile grid. The
material is more stable, with a longer service life and anti-corroding qualities.
An environmental design consideration included the development of a storm
water collection system at the top of the boat ramp to reduce sediment, nutrients,
oils and greases from draining into the harbor.

STS maintained a close working relationship with the Door County Parks
Department Director. The client played a key role in keeping STS informed about
public reaction as the design developed. We utilized email extensively with the
evolving layouts for the client to share with the project committee, interest groups
and regulators.
STS also exceeded client expectations with detailed numerical modeling of
harbor circulation and wave conditions. This allowed significant savings in our
design of circulation methods as compared to measures the DNR was
considering.
Our design provides long-term energy saving of personnel, equipment and
n~tural resources due to our efforts to design the harbor for low long-term
maintenance. STS estimates that the Door County Parks Department saved
nearly $500,000 in initial construction costs by successfully incorporating the
following cost-saving techniques:
• Eliminating circulation culverts through the breakwater and harbor wall
• Bringing a rock crusher on site to produce the core stone for the
breakwater and parking base material
• Using a geotextile grid instead of the conventional steel tieback rods
STS provided a quality project to the client by providing:
• Prequalified bidders
• Bi-weekly construction progress meetings with the owner and
contractor
• Review of all shop drawings with the client.
• Continual value engineering by working closely with the contractor
STS completed the project one month ahead of schedule by keeping close
attention to the project schedule and working through the winter months.

Olde Stone Quarry Harbor of Refuge and Boat Launch
In 1997, Dave Wentland of Coastal Planning approached Door County Parks
with the concept of creating a harbor of refuge at Olde Stone Quarry
County Park. Because of the complexity of the project and the projected
cost of 4 million dollars, many hours were spent researching details and
permitting requirements. Nine years, three feasibility studies and multiple
grant applications later we were able to secure permits and sufficient funds
to move forward with the project. Dave and Coastal Planning provided us
with detailed information that allowed us to answer the concerns of the
permitting agencies as personal and regulations continued to change.
In 2005, as we were working our way through final design stages of the
project, Coastal Planning became a part of STS Consultants. STS was just
completing a similar, 1.6 million dollar project for us in Little Sturgeon. We
were extremely pleased with the partnership we had formed with STS on
that project and are please to report that the transition was seamless and
the project never missed a beat. STS had been vigilant in the over site of on
often absentee general contractor in our previous project. Coastal Planning's
relationship with STS only strengthens its ability to perform.
As we went from design to construction at the Olde Stone Quarry, STS's
over site and guidance through the project allowed us to continue as design
changes were being made. Several times in the project, conditions were
discovered that only could be evident during construction. Timely design
changes were recommended, decisions made and the project continued to
move forward.
Construction began August 15, 2005 and was scheduled to be completed
within 12 months; however, it was actually completed in 11 months, allowing
us to open the facility to the boating public on July 15, 2006. It should also
be noted that the project had a projected cost of 4 million dollars. This cost
was estimated in 2004 and even though steel and asphalt prices have risen
13. substantially, we were able to keep the project costs within 2.5cro of the
original budget. This was in no small part due to the design efficiencies
provided by STS.
We are pleased with our relationship with STS and very proud of the final
product that we have created together. This new park is well received by
the boating public and has already broken attendance records.

From the breakwater, visitors have a great view of the park. The new harbor and
boat launch compliments an excellent shore fishing pier on the right side of the
photo. The buoy marks the landward edge of an old shipwreck viewed by many
SCUBA divers that visit the park.

Visitors learn about the previous quarry operations on the site
from the prominent "Leathem and Smith Quarry" plaque.
The quarry is more than 60 acres and operations began in 1893.
An old ship keel with propeller is also placed on display near the boat launch.
