Key Expert Profiles - Egypt
1. Key Expert 1: Advisor on SME Policy and Business Development Services
(with indicative allocation of 440 working days)
Qualifications and skills:
University degree (preferably at Master’s level) in a related field, e.g.Management,
Economics, Private Sector Development, ICT, Law or a related field.
Strong communication skills and ability to communicate with people at all levels
Excellent verbal and written command of English.
Experience in change management and institutional development.
Proven ability to develop solid partnerships with high level officials in order to achieve
project results.
Proven management and leadership skills with diverse interdisciplinary teams and within
complex institutional and organizational settings.
General professional experience:
At least 15years of professional experience in the field of SME Policy Development and the
design and delivery of SME & BDS Support Services.
Demonstrated experience in provision of business development services to start-ups and high
growth potential SMEs though incubators, accelerators or other professional private sector
based facilities and initiatives
Relevant professional experience in Egypt would be an added advantage.
Experience as Team Leader in at least one long term EU funded TA project is considered an
added advantage.
Specific professional experience:
Documented experience in the field of SME development support as a practitioner and
manager,
Minimum of seven years of professional experience gained in managing projects involving
business development services, innovation, entrepreneurship
Demonstrated knowledge of European Commission project management procedures and
administration and grant contracts,
Key Expert 2: Advisor on SME BusinessRegulatory Environment
(with indicative allocation of 440 working days)
Qualifications and skills:
University Degree (preferably at Masters level) in a relevant subject, e.g. International Law,
legislation and regulation framework, management, public administration, economics,
engineering, or related discipline
Strong communication skills and ability to communicate with people at all levels;
Excellent verbal and written command of English is essential
Strong skills in legal and regulatory reform regarding SMEs and Entrepreneurship
Development, creation of SMEs and Entrepreneurship Development business enabling
environments, commercial law, legal advisory services, regulation and legislative directives,
strategy and policy analysis and economic development.
Good understanding of Administrative Simplification/Business Process Re-engineering;
Sound knowledge of Regulatory Impact Assessment and sector-level impact assessment;
Good understanding of better and smart regulation concepts
2. Good understanding of legal issues and different drafting traditions.
General professional experience:
Working experience of at least 15 years as a business regulatory specialist, business enabling
environment, regulation and de-regulation process, international business policy reforms,
international and/or commercial law, business strategy or policy analysis;
Relevant professional experience in business regulation in EU and Egypt would be an added
advantage.
Experience in development of inter-governmental coordination, and cooperation with
stakeholders, would be an advantage.
Specific professional experience:
Minimum of 5 years of professional experience in regulatory reform projects ideally in a
public sector setting
Proven experience record in the field of regulatory reform, competitiveness, SME
development
Proven experience linked to the EU Small Business Act, RE-FIT and Smart Regulation
initiatives would be an advantage.
3. Key Expert 3: Senior Advisor Monitoring and Evaluation
(with indicative allocation of 300 working days)
Qualifications and skills:
University Degree (preferably at Masters level) in a relevant subject, e.g. Business,
Administration, Economics, International Law, legislation, public administration, ,
engineering, or related discipline
Strong experience in a variety of monitoring and evaluation methods, Policy impact analysis
and assessment, dissemination and fostering good/best practice
Strong communication skills and ability to communicate with people at all levels;
Excellent verbal and written command of English is essential
Strong skills in strategy and policy analysis and in economic development
Experience in private sector development projects, particularly SME development
Experience in change management and institutional development preferred
General professional experience:
Working experience of at least 15 years in the private sector development field,
Experience in an advisory role to senior public officials would be an advantage
Solid experience in monitoring and evaluation techniques, applications and dissemination
Specific professional experience:
Experience of designing and implementing monitoring and evaluation systems in
Governmental agencies
Experience of designing and implementing decentralized monitoring and evaluation systems
Proven track record of at least five years of grant monitoring management
Proven experience linked to M&E practices in the domain of private sector development
would be a strong asset.
