Executive Director
As the sole executive in the organization, planned and directed all corporate services to support the
work of the Committee, a micro-agency. I provided strategic advice to senior management on a wide
range of responsibilities, including strategic planning, communications, financial management, human
resources, and IM/IT. I led the development of reports and briefings to the Chairperson and
Executive Committee on all strategic and corporate matters.

organization.
Provided technical advice on the requirements of the Financial Administration Act, the Federal
Accountability Act, and Central Agency policies and regulations.
Canadian International Development Agency
Director General, Operations, Geographic Programs Branch (2010-2012)
Directed the stewardship of branch financial and human resources, including an annual budget of
$1.3 billion and staff of 640 at headquarters and in developing countries.
Led the analysis and recommendations of operational aspects of Canada’s bilateral development
programming including financial, contracting and results reporting.
Led the Business Modernization Initiative for GPB including the decentralization of program
operations and the implementation of new processes.

Director, Financial Management
As the senior Full-Time Financial Officer for the Department of Justice Canada, I provided oversight
to DOJ’s financial management and accounting programs including, accounts payable, grants and
contributions, revenue and expenditure management according to professional standards.
Managed the departmental financial management system (SAP), co-chair of the IFMS Steering
Committee.
Managed the departmental resource management system, the analysis of current and future year
funding requirements and made strategic recommendations to the Deputy Minister and other senior
managers on resource allocation issues.
Directed the preparation of departmental financial statements, Public Accounts and statistical reports.
Ensured sound and appropriate financial management and accounting practices for all financial
transactions of DOJ in accordance with the Financial Administration Act and the government’s
Financial Information Strategy and other relevant legislation and policies.
Canadian International Development Agency (1989-2002)
Assistant Director, Operations, Mainland Southeast Asia, Asia Branch (1995-2002)
Directed the bilateral development assistance programs including project identification, planning,
design and results assessment of multi-sectoral programs and projects
Managed the human, financial and physical resources of the Mainland Southeast Asia Program,
including Viet Nam, Cambodia, Thailand, Malaysia and Laos with an overall aid budget of
approximately $25 million per year.
Planned and managed large complex bilateral projects involving multi-disciplinary teams, primarily in
the areas of private sector development and financial reform.
Assessed project proposals and negotiated legal agreements with Canadian and international
