Most of the time, restrictions can be easily lifted, it depends of the entity of your offence.
If you are a first-time offender, the LinkedIn system will inform you that your account as been restricted... but give you the change to recover it quickly.... simply go to https://www.linkedin.com/unrestrict?display, read the info, check the box, and click ok. If all else fails, contact the LinkedIn help center.

What can you do to ensure that this doesn't happen to your account ?
• Only invite people to connect that know you or have been a part of the introduction process;
• Be sure that your photo is current and that it looks like you so you are easily recognizable;
• Never send a generic connection request. Always personalize your message with a line about how you met or some other identifying information;
• Use the ‘ignore’ option for people requesting a connection that you are not interested in connecting with on LinkedIn.
• Use the ‘I Don’t Know’ option only when you do not know the person requesting the connection.
• Don’t forget that you can use InMails as well. Ask them via InMail if they are interested in connecting and to send you the connection request if they are indeed interested.
• Open Link members allow anyone to send messages their way. If they’re an open link member, simply send them a free message asking them to connect with you.
• Messaging via LinkedIn Groups – no InMails? not an open link member? Feel free to message professionals directly from LinkedIn Groups, mention your common group, and invite them to send you a connection request on LinkedIn.
