Sewage collection system
Designed to be a separate system – no rainfall should enter
Infrastructure is showing its age in some parts of town
Many private laterals are vitreous clay and have failed
Result is excessive Inflow & Infiltration (I&I) of rainwater
Heavy rains in 2015 caused two reportable overflow events
Reportable events exceed 100,000 gallons
This is obviously unacceptable
3. The Solution
Reduce rainfall inflow & infiltration (I&I)
Continue Re-hab CIP to replace sewer mains
Repair/Replace private laterals (yard lines or service lines)
Over half our I&I is from private laterals
Increase capacity of Wastewater systems
Collection system upgrades (mains and trunk lines)
Treatment Plant capacity and/or storage increases
Focus today is on Private Sewer Laterals
4. Proposed Ordinance Revision
1. Defines Private Laterals and private ownership
2. Gives City the authority to inspect Private Laterals
3. City may direct the repair of faulty Private Laterals
4. Options for Homeowners to make required repairs:
a. Hire a private plumber
b. Use the services of a company like Home Serve
c. Apply for a CDBG grant
