- Europe’s Digital Agenda seeks to bring “basic broadband” to all Europeans by 2013 and to ensure that, by 2020, everybody has access to faster 30Mbps+ service speeds (with 50% or more using a 100Mbps product). However, while 95% of Europeans now allegedly have access to a fixed broadband connection, the vast majority of Europe is still a long way from mass market adoption of superfast services.

This has been achieved by revitalizing local libraries and providing them with multimedia equipment and internet access. Training has also been offered in order to improve staff capacity. The initiative covers more than 3,300 libraries servicing 10.6 million inhabitants. It has provided internet access to c. 750,000 people, half of which have made their first click on the internet in libraries. - Implementation of ecommunications directives The universal service directive contains the main provisions related to disabled users on ecommunications services. The ecommunications directives package have been revised on 2009 and the new version includes a wider range of rights for disabled users. The issue of disability is taken into consideration in these provisions in four major fields : equipements, access to networks and services, information and participation. Digital television EICTA (nowDigital Europe) and disability organisations worked on a memorandum of understanding on the accessibility of digital television. This MOU has been signed and partners have been continuing to work together on its implementation without the Commission's involvement. H3 funded a research project on the accessibility of digital television called DTV4all. Webaccessibility and standardization Standardisation is a key prerequest to ensure the achievement of any policy or legislative action in the accessibility of ICT. DG Enterprise is at lead in this matter. Research and innovation On assistive technologies - navigation for disabled people, accessibility of ATM, cloud computing …
