Moving to Phase II Local governments have targets to achieve but will need strong partnerships with SWCDs, PDCs, and watershed groups, including NGOs and economic partnerships One size does not fit all localities or regions but in Virginia, it may not be practical or effective to designate one entity across the state take the lead Local and regional planning should be matched to appropriate scale Fairfax County vs City of Charlottesville Identify and protect existing local healthy waters Provide specific and concrete assurance that existing local TMDLs will be implemented
