Odisha State Government has decided to capture maximum areas covered under illegal cultivation of cannabis through Satellite.

2. With more and more areas in far flung zones
utilized for Cannabis cultivation, Satellite
Services will be roped in to keep a tab on
such activities.

Imagery, so that authentic data will be
available for taking up enforcement and
destruction.

4. And Intelligence network will be strengthened
to gather more inside information about such
activities, which is detrimental to the interest
of the State.

5. Financial Incentives will be provided to the
informers and the SPs of the Districts,
concerned will recommend the cases as soon
as possible, so that informants will receive
the payments at an early date.

6. These issues were taken up and have been
decided in a recently convened high level
meeting chaired by Chief Secretary Aditya
Prasad Padhi to curb illegal cultivation of
cannabis, said sources.

7. ORSAC will be taking up the responsibility for
such activities as the State Agency is also
taking up services of Satellite to keep a tab
on the illegal mining in the State.

8. ORSAC efforts in this regard has been
appreciated and yielded results in focusing
areas where illegal mining were taken up.

9. While official record shows that nine districts,
Angul, Deogarh, Sambalpur, Boudh,
Kandhamal, Gajapati, Rayagada, Malkangiri
and Nayagarh areas are utilized for cannabis
cultivation and there are reports that more
areas are covered in these areas.

10. Secretary Excise, Vir Vikaram Yadav has said
that once Data Point is received and the same
is needed to be verified at the field level.

11. As illegal cultivation of cannabis is more
lucrative, people are opting out of paddy
cultivation and going for cannabis coverage
in the fields near the rivers.

12. Far flung zones of Angul, Malkangiri, Boudh
and Kandhamal find more and more
cultivation of cannabis as youth are engaged
in such an activity as it is more paying than
paddy cultivation, said a senior Lawmaker of
Angul.

13. It has come to fore that several districts has
more coverage of illegal cannabis cultivation
(ICC) has performed poorly on destruction of
illegal cannabis.

14. Services of the People's’ Representatives at
the Ground Zero is needed to be taken and
newly elected Members of Panchayati Raj
Institutions will sensitized to report on illegal
cannabis cultivation.

15. While they have the information, due to lack
of sensitization they feel shy to report such
illegal actions, admit officials.

16. Similar is the case of Poppy cultivation,
because apart from cannabis, Poppy
cultivation is also rising and this needed to
be curbed.

18. Poppy cultivation is more paying and
unemployed youths are lured to go for such
type of cultivation and they are needed to be
disassociated from such an illegal act, added
a senior official.

19. It has been decided to make effective the
Multi Disciplinary Squads (MDS)s at district
level, so that the MDS will take proactive
steps to curb such activities and go for
effective Excise Enforcement.

20. Officials say due to MDS efforts 4700 cases
have been detected and 3959 persons have
been arrested due to enforcement action in
several districts.
