  2. 2. CARL MARSHALL Page Two PROFESSIONAL EXPERIENCE KERAGIS CORPORATION - Poway, California 2013 Specializing in radio frequency and microwave components and systems. Engineering Consultant RESPONSIBILITIES: Test Development and full automation of Test Equipment for device and system testing for in-house development and production test environment.  Developed and implemented an automated and innovative test environment resulting in overall improvement in efficiency, test time reduction, reduction in test development cycle, precision in test and time to market while maintaining high confidence in product performance.  Developed and implemented new procedures and actions for product transfer from pre-production development to production and ramp-up resulting in greatly improved transfer efficiency and reliability. QUALCOMM INCORPORATED - San Diego, California 1995 - 2013 Leading developer and innovator of advanced wireless technologies, products and services. Senior Engineering Staff Manager (April 2006 – October 2013) Responsibilities: Provided management direction and leadership of a team of seven engineers. Assigned and reviewed projects and schedules. Held key role in success of New Product Introduction process by managing transition of new products into production. Responsible for all aspects of new products from test program development, test flow development and improvements and test time reduction in support of bringing products into production. Managed all aspects of Hardware and Software documentation, Assembly, Engineering Planning, Technical User Documentation, Quality, Functional Verification, Test Team and System Integration Management. Accomplishments:  Developed a process incorporating fixed methodologies, precise procedures and automation where possible to reduce circuit verification and test development process from an initial 9 months cycle time to less than 3 months, while maintaining high confidence in product performance. Saved the company tremendous development costs and ensuring “first to market” products ahead of competitors. This development led to a creation of an Engineering Handbook, Presentations, Cross-Functional Training and Mentoring of all levels of Engineering involved in this process of development. Presently, these processes are adhered to by all on a daily basis.  Developed an application for remotely controlling equipment (locally and off shore), verifying, characterizing and debugging circuit functionality and performance in an effort to confirm functionality by design from an initial 3 weeks to a mere 24 hours. Tremendously improved verification cycle time, enabling shorter turn time to production readiness, thus resulting in earlier time to market and a tremendous cost saving to the company, resulting in highest profit margins for division and highest profit gains, companywide.  Conducted test time reduction efforts on specific projects, reducing test time of products from 40 seconds to, in some case less than 6 seconds, saving the company over $11M per quarter based on product line.  Technical Management – responsible for leading projects and hands-on participation in Analog & Digital circuit design. Functional verification, troubleshooting, characterization and data analysis of electronic circuits and load-boards. Developed and implemented Verification, Manufacturing and QA test programs for all projects  Conducted weekly Project Status Presentations and Reports to Upper Management
  3. 3. CARL MARSHALL Page Three Accomplishments (contd.)  Hiring process and Placement  Performance & Salary Reviews  Allocation of Engineering Resources  Budget Allocation  Engineering Training  Development of Technical Roadmap  Developed an innovative process resulting in reduced cycle time for 1st silicon verification and circuit functionality from 3 weeks to 24 hours.  Created innovative methods for process optimization and process time reduction  Actively engaged with the business team and other key areas to ensure strong communication and professional relationships.  Developed and implemented new procedures and actions for product transfer from pre-production development to production and ramp-up resulting in greatly improved transfer efficiency and reliability.  Developed and implemented a Test Program Review Process to ensure common methodology in development and robustness in test programs resulting in elimination of inconsistencies and improved test program reliability.  Recognized problem with recurring product development and test issues; developed and implemented a process and procedure for reviewing completed development and test projects and applying results in the form of improvements to subsequent projects resulting in elimination of recurring problems.  Functional Cross-Training  Managed 7 Senior Engineers and Engineers directly, and an additional 84 Senior Engineers and Engineers cross- functionally (Matrix Management) Engineering Staff Manager (October 2001 – April 2006) Responsibilities: leading the application and analysis of the product development cycle; design, modeling, simulation, layout, validation, characterization, qualification and production. Performed lead Product and Test Engineer on multiple, simultaneous projects. Analog & Digital circuit design. Circuit verification, troubleshooting, characterization and data analysis of electronic circuits and load-boards. Test Program Development. Identified and resolved problems, provide manufacturing support, assembled and led teams in test development, test time reduction, yield analysis, corrective action plans and supplier interface. Accomplishments:  Developed, implemented and utilized a protocol to control test systems in Asia remotely from San Diego headquarters resulting in reduction of cycle time for design and circuit verification from more than 3 weeks to 24 hours.  Key member of an engineering team that consolidated multiple test verification methodologies into a single protocol with rigid test guideline documentation resulting in consistent, robust, reliable and accurate data and more predictable test results.  Developed and implemented a unified method with sequential steps for creating and publishing test program results resulting in effective and efficient process for generating timely, accurate and dependable test results.  Developed a procedure, documented and implemented requirements for product transfer from initial verification to pre- production resulting in increased efficiency and reduced errors relative to “product handoff” to next development phase. Senior Digital & Analog Product and Test Engineer (April 1995 - October 2001) Responsibilities: Lead role in representing manufacturing in the product development and design process. Performed device design validation and characterization in ATE environment. Developed and maintained device documentation, characterization and test development plans. Identified and resolved problems and issues. Performed circuit simulations, developed and modified device test software. Extensive interface and liaison with other functional groups and team members.
