This document provides information about various incentive programs for fleet modernization and purchasing clean vehicles. Very Important Information
• Every air quality vehicle replacement/purchase
incentive program requires the fleet to be
incompliance with the applicable regulation, as well
as every other applicable air quality regulation that
applies to the company
• Incentive funding programs do not reimburse you for
actions already taken or that are required by a
regulation
• Documentation of vehicle/equipment utilization is
required
• Upgrades are always to cleanest available technology

• Carl Moyer Program - $100+ Million per Year
• Each Air District Administers Differently
• Prop 1b
• Funds Clean Vehicle and Equipment Technologies in the Goods
Movement Sector (Not Open)
• VW Mitigation Fund
• Combustion Freight and Marine Project – $60 Million
• Class 7 or 8 Freight Truck*
• Zero-Emission Class 8 Freight Truck* - $90 Million
*Including waste haulers, dump trucks & concrete mixers
• HVIP (Now Hybrid and Zero-Emission Truck and Bus Voucher Incentive

• GVWR 14,001 and up
• New vehicle must be the same weight class
• Diesel-fueled vehicles with 2010 - 2017 engines
• New vehicle may not be diesel-fueled
• VW Mitigation Fund
• Combustion Freight and Marine Projects
• Class 7 or 8 Freight Trucks with Engine Model Year 2010-2012*
• Ultra Low NOx Replace/Repower Engine (0.02 g/bhp-hr)
• Zero-Emission Class 8 Freight Truck*

• Fleets subject to Off-road Diesel regulation have limitations on
eligibility and grant amounts
• Diesel to Diesel Projects
• Large fleets - Vehicles with Tier 2 engines and up are eligible
 Must also meet final fleet average requirement
• Medium fleets - Vehicles with Tier 1 engines and up are eligible
 Must also meet final fleet average requirement
• Small fleets – Vehicles with Tier 0 engines and up are eligible
• Diesel to Zero Emission Projects
• Eligible to all fleets regardless of meeting the final fleet average
requirement.
