The Digital India week launched by Honourable Prime
Minister, Shri Narendra Modi Ji is a testimony of his vision of
transforming India into a digitally empowered society and
knowledge economy, where Digital Infrastructure is provided as a
utility to every citizen and Governance & Services are delivered on
demand. This transformative initiative will enable the government
to proactively engage the citizens and bring them closer to the
government .
It gives me immense pleasure to share with you that inputs from
our esteemed Members of Parliament and my Cabinet colleagues
have helped shape fifteen different citizen centric schemes and
programmes by leveraging technology that we are already rolling
out in Chhattisgarh as part of the Digital India initiative. The
people of the state will see the impact of these schemes in various
aspects of their day-to-day lives.
I compliment the people of Chhattisgarh for the widespread
participation in the celebration and I am confident that the success
of Digital India Week will act as a catalyst for the spread of digital
awareness in the state paving way for embracing technology for a
better tomorrow.

Digital India is a visionary initiative by the Hon’ble Prime
Minister Shri Narendra Modi to propel India to its next phase of
growth by leveraging technology. It will bring about a change in the
way governments function and people interact with it, catalysing
an inclusive growth and development. Chhattisgarh has been at
the forefront of digital revolution and under the able guidance of
our Hon’ble Chief Minister, Shri Raman Singh, the state is poised to
achieve greater heights in e-governance by rolling out Digital India.
The state wide celebration during the Digital India Week was
a reflection of Chhattisgarh’s e-preparedness. The widespread
connectivity at the district and panchayat level helped us connect
our people to participate in the celebrations.
During the week, the Hon’ble Chief Minister launched 15 schemes
that would help Chhattisgarh build on its existing capability in the
field of e-governance and grow from strength to strength.
The Chhattisgarh leg of Digital India Week was a resounding
success and has set the stage for ensuring that every last citizen of
the state is empowered through access to information and services
from the government.
We are confident that under the guidance of Chief Minister, Shri
Raman Singh, we will achieve greater heights in e-governance and
realise the goals of the initiatives launched by him.

Mobile and cloud are changing the world more rapidly than any
other technological advance in the history of the world ever has. Digital
technologies have the power to empower and change the lives of every
citizen.
Under the inspired leadership of our Chief Minister, Shri Raman Singh,
Chhattisgarh is at the forefront of adopting technology for governance and
has many firsts to its credit. Internet connectivity is available till every
block headquarters, and the government is continuously striving to roll out
cutting edge digital infrastructure such as 4G and Wifi throughout the state.
However, connectivity and access are necessary but not sufficient for
bridging the digital divide. Enabling policies, programmes and practical
ideas are equally important. Chhattisgarh is the first state in India to have
a comprehensive IT Policy and was adjudged the best for its e-governance
initiatives in 2011.
The spadework done by the state in the last decade has helped the
administration prime itself to embrace the Digital India initiative. The state
is further striving to provide fillip to nine pillars of growth areas identified
under Digital India. The weeklong celebration of Digital India gave us a
perfect opportunity to dovetail our initiatives for maximum impact. The
State Administration showcased our initiatives and success in creating an
effective government- citizen interface.
Schemes launched by Hon’able Chief Minister during the Digital India Week
has galvanised the entire state to help achieve the Prime Minister’s vision --
“minimum government and maximum governance”.

On July 1 Honourable Prime Minister of India Shri Narendra
Modi marked the beginning of a new revolution in India– the
Information Technology revolution, also called the Digital
India.
While dedicating Digital India to the nation the Prime Min-
ister very rightly said “I dream of Digital India where the
world looks to India for the Next Big Idea.”
The visionary that the Shri Modi is he also said “We need to
understand this --- that’s the need of the hour. If we don’t ,
we will be left far behind the rest of the world”.
The question today being asked is what exactly is
Digital India ?
To put it simply, the ambitious Rs 1.13 lakh crore Digital
India project is aimed at opening up digital access for all In-
dians through creation of a digital infrastructure that would
make sure that government functions and services can be
availed by all citizens across the nation.
The Prime Minister has articulated that Digital India initia-
tive is aimed at improving the lives of the common man. He
said “India may have missed the Industrial Revolution, but
will not miss the IT revolution. “
The Prime Minister has also assured full support to young
entrepreneurs who wished to launch Start-ups. He called
upon the youth to innovate and said “Design in India” is as
important as “Make in India.”
Interestingly the Prime Minister himself is very technology
savvy. He is among the world’s most popular leaders in the
digital space with over 80 lakh followers on Twitter and over
3 times that number – or 2.5 crore followers -- on Facebook.

l Digital Empowerment will ensure that
government records, services, rules are
available to every one 24x7 making each and
every department more accountable and its
functioning more transparent.
l The project will connect India digitally and
push the manufacturing sector, that in turn
will lead to lesser imports of electronic goods
(which is highest after oil) and help India save
a very sizeable amount of foreign exchange.
l The most outstanding feature of the project
is the DIGITAL LOCKER: It will dedicated
storage space, linked to each citizens’
Aaddhar card number. The DigiLocker as it
is being called can b used securely to store
digitally signed e-documents.

Introduction
One of the first movers in the space
of e-governance and digital literacy,
Chhattisgarh, participated in the Digital
India launched by the Prime Minister,
Shri Narendra Modi, in New Delhi.

Digital India got off to a flying start for the state of
Chhattisgarh as her daughter, Mrs Tanuja Raichura, was
honoured by the Prime Minister of India, Shri Narendra
modi, in New Delhi. She was one of the two women from
the entire country who received the prestigious award by
the Prime Minister. Chhattisgarh Chief Minister, Dr Raman
Singh, also congratulated her and wished great success
and a bright future.
Mrs Raichura belongs to District Dhamtari and was
awarded for her unique efforts in using Information
Technology (IT) to run public help centre and also
for conducting digital literacy among the workers and
villagers. She was given a citation and a laptop.
Mrs Raichura left her career as a graphic & web designer
to work with the villagers and the less privileged. She
helped scores of people in getting PAN Cards, passports,
voter identity cards and railway bookings. She was also
enlisted for the Aadhar card work and was drafted as
business correspondent of Bank of Baroda.
She was an enthusiastic partner in the Jandhan Yojana
launched by the Prime Minister. She helped scores of
people in opening their accounts in the bank. She also
enrolled herself in the digital literacy programme and
helped many villagers. She also employed two girls in
her service centre who were earlier working as farm
labourers.

To ensure that the Digital India Week was organised at
a grand scale a meeting with Secretaries was held at
Mantralaya, chaired by Chief Secretary. Subsequently, a
meeting with all Collectors was held via Video Conferencing,
chaired by Principal Secretary (Electronics & IT).
A detailed event schedule was put in place that involved
Village/Block/District levels. Hon’ble Chief Minister allotted
a district each to all Hon’ble Ministers/MPs/Parliament
Secretaries and they would be present in the programme
organised at all district headquarters on 4th/5th July, 2015.
State level event was planned at Pt. Ravishankar Shukla
University, Raipur on 6th July, 2015 in the presence of
Hon’ble Chief Minister.

In Balrampur district two panchayats (Aragahi and Purandeeh) gave
presentation during Digital India Week. As every village panchayat
is now connected with internet through optical fibre, villagers don’t

3. Bilaspur
Digital India week was celebrated by inaugurating
public service centre in Takhatpur tehsil. The service
centre will provide all the 8 services that have been
earmarked by the state government under the
e-governance scheme. Later the number of services will
go up to 31.
4. Dantewada:
The district panchayat office has been connected with
the fibre optic network under the pilot project along
with Bilaspur. It is due to this facility that a group of
eminent people from the district as well as students
could listen to the Prime Minister live from the Indira
Gandhi stadium in New Delhi. After the speech people
were shown a short documentary to explain how digital
India would work. They were told it would reduce paper
work.

5. Dhamtari
All the district panchayat offices,
livelihood colleges ad collectorate office
were equipped for live telecast of Prime
Minister’s Digital India speech. In the
collectorate all the staff under collector
Bhim Singh were present during the
speech while at District Panchayat office
of Nagri 75 village sarpanchs were
present. At Kukrail 23 village sarpanchs
were present while district panchayat
office Dhamtari saw 90 sarpanchs attend
the function. In Magarlod a total of 175
people including sapranchs and in Kurud
211 people participated in the event.
6. Janjgir-Champa
The member of Parliament from
the district, Mrs Kamala Devi Patle
inaugurated public service centre at the
collectorate. Later 150 teachers were
trained in opening the digital lockers. A
group of 200 aganwadi workers, ration
card holders and health workers were
trained under the NDLM scheme.
7. Jashpurnagar
Onn july 1, 2015 along with district
headquarters and block development
headquarters a presentation was made to
apprise people of Digital India Initiative.
People were also told about the facility of
digital locker. Public service centres were
inaugurated in Duldula, Kansabel and
Farsabahar.

8. Kawardha
In all the four development blocks of
Kabirdham district – Kawardha, bodla,
Pandariya and Sahaspur Lohara – were
readied for the live telecast of Prime
Minister’s Digital India inauguration. In
every college and higher secondary school
Digital India quiz were initiated. Similarly
all the schools and other educational
institutes were imparted the training of
opening a digital locker.
9. Jagdalpur:
Chhattisgarh’s school education and tribal
development minister, Kedar Kashyap,
inaugurated a district level computer
training centre in Hata Ground. Here
school children would be imparted basic
computer training in a batch of 25 students
each by CHiPS and C-DAC. Those who
successfully complete the course would be
given advanced training. A two year target
has been fixed to impart training to 3300
children belonging to scheduled tribes.
10. Mahasamund
The 50 odd e-panchayats of the districts
along with 50 model villages and 36
solution centres were involved in special
celebrations. People were apprised of the
IT initiatives of the state and were also
given the knowledge of digital locker. Prime
Minister’s speech was telecast live in 32
common service centres throughout the
district.

11. Narayanpur
A large number of people watched the Prime Minister’s
speech during the launch of Digital India. It was
decided to open a common service centre in the model
village of Benur.

An awareness campaign about the digital services
being offered by the state government was
undertaken at the district, development block and
village panchayat level. These programmes were
conducted through common service centres. The
common service centres also acted as the hubs
that worked towards developing digital lockers for
the people.
13. Raipur
In the district panchayats of Tilda, Abhanpur and
Aarang programmes were organised at development
block level. People were made aware about online
payments, bookings and seeking government related
documents. Awareness campaign was launched among
students to understand the processes involved in
undertaking competitive exams and skill development
modules

2. Wifi hotspot inaugurated
Wifi city scheme has been launched with an
aim to provide free high speed internet to the
citizens of the state especially the students.
The scheme that was inaugurated in Raipur
will initially provide free wifi at five locations
in the city – Gandhi Park, Collectorate Garden,
Science College, Central Park and Circuit
House.

CHiPS: The Nerve Centre for Initiatives
The Chhattisgarh Infotech & Biotech Promotion Society (CHiPS) has been at the
forefront of turning the vision into a reality. It has worked to bring government to
citizen services online, increase government to government e-communication and
train government and citizens to avail the benefits of IT enabled services and create
information driven society.
Government to Citizen Interface: To promote the concept of “anytime-anywhere”
government, a service named CHOiCE has been developed. CHOiCE is an acronym
for Chhattisgarh Online Information and Citizen Empowerment. It provides almost
all G2C (Government to citizen) services such as Birth & Death Certificates, Caste

Certificates, Income Certificates etc. It is the biggest open source e-Governance
project in India.
Today the state has 2nd largest deployment of fixed WiMAX in the country that
provides 3000 locations with the state. For the first time in the country, Private
Citizens (CHOiCE Agents) have been notified as Public Servants under IT Act
thereby enabling them to process government documents in the year 2003.
The Common Service Centre (CSC) is one of the flagship initiatives of the National
e-Governance Plan (NeGP). It has been implemented by CHiPS with full vigour
and gusto. The CSCs provide high quality and cost-effective voice and data content
and services in the areas of e-governance, education, health, telemedicine and
entertainment primarily in rural areas. The services include various application
forms, certificates, and utility payments such as electricity, telephone and water
bills. CHiPS has already completed the NeGP target of setting up 3385 IT enabled
Kiosks in the State of Chhattisgarh. The e-kiosks have been awarded in four divisions
of the state namely Durg, Raipur, Raigad and Korba.
CHiPS have implemented e-Procurement solution for the Government of
Chhattisgarh. The whole purchase cycle including works, goods and services has
been automated from beginning to the end.

The Soceity has also launched an innovative scheme for
rural areas. eGram Suraj is one-of-its-kind application
specially aimed at Panchayat & Rural Development
Department using indigenous handheld device called
Simputers. The Sarpanchs (village heads), with the help
of Simputers, are being given decision making support
with the help of robust application and data base. The
project has been implemented in 873 Gram Panchayats
of 10 blocks. The applications on Simputers cover
various schemes like Swarna Jayanti Rozgaar Yojana
(SJRY), Sampoorna Gram Swarozgaar Yojana (SGSY),
Rural Housing Scheme, Social Security Pension Scheme,
National Family Assistant and Maternity Benefit Scheme,
Indira Awas Yojana etc.
Government to Government: The Chhattisgarh State
Wide Area Network (CG-SWAN) is a path breaking
initiative to provide the State with a basic information
technology backbone to carry voice, data and video
to facilitate interdepartmental communication and
data sharing within the State. CG SWAN has 1 state
headquarter (SHQ), 17 district headquarters (DHQ) and
133 block level headquarters (BHQ). It has already
been successfully integrated with National Informatics
Centre (NIC), National Knowledge Network (NKN) and
Chhattisgarh Data Centre.
The Society has also executed an innovative project
called ‘CM Dashboard’ which gives a dashboard view
of governance to Chief Minister supported by on-site
advisory services by a dedicated team and global
offshore advisory services by Subject Matter Experts
(SMEs). This helps is getting a macro view of governance
which can be drilled down to minute details of any
programs/projects/schemes etc. It is a very important
strategic & tactical tool for policy makers and decision
makers. It is the first of its kind project for any State in
India and is being replicated by Central and other State
Governments.
Training: Along with installing hardware and
infrastructure a lot of emphasis has been given in
training the human resources. CHiPS has undertaken
IT training for 4500 state government employees and
specialised programmes for the senior bureaucrats and
political executives.

“Geographic Information System” project
implemented through the IT agency of
the Government of Chhattisgarh, CHiPS,
was awarded the prestigious National
e-Governance Award (GOLD) for the year
2014-15 under the category ‘Innovative use
of GIS Technology in e-Governance’
l IT industry body Nasscom will open start-up
warehouse initiative in Naya Raipur. A start-up
warehouse is aimed at incubating tech start-ups.
Nasscom aims to nurture 10,000 start-ups in the next
10 years and give a major boost to software product
development in India. Chhattisgarh is going to be a
major player in this push towards promoting digital
entrepreneurship.
