6. The financial provisions for
decommissioning the various oil and
gas platforms and related infrastructure
in the North Sea are currently estimated
at some €30-€50 billion,
but experience has learned that such
amounts could easily be exceeded as
time passes by.
At the same time investments in offshore wind and a new electrical super
grid related grid in the North Sea area are estimated to be a multifold of that
amount.
In other words in the North Sea area during the next few decades
investments are likely to be in the order of billions of euros.
7. The challenge is green de-commissioning activity on the one hand and
green energy investment on the other hand can be intelligently combined
E.g. by re-use of existing infrastructure that otherwise would be destructed for
new green energy activity such as electrolysis, methanisation, chemical
conversion, storage of gases and chemicals, tidal energy, production of algae,
etc.
9. We need to focus on:
• Energy innovation is booming, coordination of activities
around the North Sea is still poor,
• Energy transition challenges requires needs more
collaboration of energy players (e.g. resolving power
grid balancing challenges due to the rapidly increasing
role of intermittent power supply;
• Energy price instability and negative prices; increasing
need for grid investment; substantial gas-fired power
production capacity standing idle; increasing role for
coal and lignite contributing to larger emissions; energy
prices undermining EU competitiveness versus U.S.,
etc.).
11. Social network analysis shows a crucial and central role of some
universities and research institutes in the regions and the need
for cooperation with the private sector

16. To summarize examples of enabling projects are:
Re-use existing offshore E&P infrastructure for storage and balancing of
North Sea renewable-energy production;
Speed up onshore wind deployment with (local) community participation
models (involve education!)
Develop highly demand-driven education at college and at the academic
level to resolve human capital issues as a bottlenecks for energy efficiency
measures and renewable energy developments.
Focus on E-Homes, sustainable villages and sustainable cities: energy
production and storage within households , buildings and factories (involve
SMEs!)
Benchmark, align, and disseminate information regarding biobased business
opportunities in the NSR
Promote the creation of innovative SME networks at the interregional level
and especially in relation to smart grid developments
Develop sustainable communities at the interregional level.
17. Food For Thought
…….What seems lacking is a good public/private cooperation/
infrastructure for coordination (to be started in North
Netherlands ) to become a region of energy excellence….
