UNCLASSIFIED / FOR OFFICIAL USE ONLY European Union Satellite Centre © 2016 UNCLASSIFIED/FOR OFFICIAL USE ONLY 8 The Big Data Issue • To handle a huge Volume of data produced with high Velocity by a Variety of sources ensuring Veracity and producing Value - Difficult to manage and exploit very large and complex datasets with current tools and methodologies - Datasets for security applications are composed by data coming from space, social, open and other sources • It is key to improve the capacity to manage and exploit a huge amount of heterogeneous data to timely provide decision-makers and people on the field with operational (i.e. clear and useful) information

UNCLASSIFIED / FOR OFFICIAL USE ONLY European Union Satellite Centre © 2016 UNCLASSIFIED/FOR OFFICIAL USE ONLY 12 Why Big Data in Europe • European Council (Conclusions 169/13) - Strategic technologies such as Big Data and Cloud computing are important enablers for productivity and better services. • European Commission (Communication 2014/442) - A thriving data-driven economy will contribute to the well-being of citizens as well as to socio-economic progress… • EU Parliament (Report 2015/2276) - … need for innovative Big Data technologies to make use of the full potential of space data for security and defence… - important role that Horizon 2020 can play in helping the EU reduce its dependence in terms of critical space technologies; … to provide sufficiently for critical space technologies for security and defence… • Global Strategy for the EU’s Foreign and Security Policy (June 2016) - … put ICT (including Big Data analysis) at the service of deeper situational awareness.

UNCLASSIFIED / FOR OFFICIAL USE ONLY European Union Satellite Centre © 2016 UNCLASSIFIED/FOR OFFICIAL USE ONLY 13 Why Big Data at SatCen • From Council Decision 2014/401/CFSP on SatCen - The Director shall ensure efficiency and effectiveness in carrying out SatCen activities taking all necessary measures, including the conduct of R&D projects in support of its mission. - The Director shall be responsible for establishing working relations and cooperation with third States, organisations or entities. • From SatCen Work Programme 2017 - SatCen should principally address together with its partners the “Preparation for Big Data exploitation” topic. - SatCen will address the issues related to Big Data in the framework of its RTDI activities. - SatCen will seek to participate in H2020 calls whenever this will open possibilities of enhancing the SatCen capabilities.

UNCLASSIFIED / FOR OFFICIAL USE ONLY European Union Satellite Centre © 2016 UNCLASSIFIED/FOR OFFICIAL USE ONLY 14 What Big Data at SatCen • Development of Big Data and Cloud Computing based solutions for exploitation of Big Geospatial Data - To guarantee a better access to open data (e.g. Sentinels) - To search, download and pre-process satellite images - To increase the efficiency of data storage and processing - To integrate heterogeneous data sources  Mainly EO and collateral data (e.g. from social media and news) - To perform semi-automatic change detection and data analytics - To properly visualize results
