INNER CITY REINVESTMENT INFILL POLICY (ICRIP)
• The purpose of the ICRIP is to promote
growth and development in the heart of
the City through:
– City Fee Waivers
– SAWS Fee Waivers
– Center City Development Office Project Facilitation
• Adopted by City Council in February 2010

PROJECT ELIGIBILITY
• Must be located in ICRIP target area and fit into one of
the following categories:
– Residential, Mixed Use Development; or
– Commercial/Industrial Development
• Certain project types not eligible:
– Projects over the Edwards Recharge or Contributing Zones,
hotels and motels, entertainment facilities, religious facilities,
state/federal projects, retail stores such as non-bank financial
retail outlets, auto shops, bars, liquor stores, pawnshops,
nightclubs, convenience stores, etc.

ELIGIBLE CITY FEES
• Some of the most common development fees
waived/discounted under the program are:
– Permits
– License agreements
– Zoning
– Platting
– Closure, Vacation, and Abandonment of Public ROW
– Traffic Impact Analysis

PROCESS
• Customer completes online application from
CCDO website (www.sanantonio.gov/ccdo)
• CCDO staff reviews for eligibility and funding
• Fee waiver confirmation email is issued to
customer within 48 hours
• City Fee Waiver is valid for one year
– Can be renewed

SAWS Impact Fee Waiver Program

PROGRAM DESCRIPTION
• Provides waivers for SAWS water and sewer
impact fees to eligible projects
• The Center City Development Office administers
the program, determines eligibility, and
processes applications.
• Eligible projects can receive waivers up to 1% of
the project investment, not to exceed $500,000
– Not applicable to CCHIP projects

ELIGIBILITY
• Project must be in ICRIP target area and NOT
be an ineligible project type
• Projects located outside of the ICRIP target area
may also be eligible for a waiver in limited
circumstances including:
– A targeted industry project with a minimum capital
investment of $50 million or creation of 500 or more
full-time jobs
– Affordable housing projects
– Non-profits performing community service

INELIGIBILITY
Ineligible Project Types
• Projects over the Recharge or Contributing Zones
• Retail stores such as check-cashing agencies, automotive part
retailers, tire shops, non-bank financial retail outlets, nightclubs,
bars, liquor stores, convenience stores, gun shops, pawnshops, gas
stations, tattoo parlors, tanning salons, mobile food vendors, and
sexually oriented businesses
• Hotels and motels
• Entertainment facilities as defined in the UDC
• Projects built by and funded with state or federal appropriations on
federal or state land, including projects on military installations
• Construction of any sectarian or religious facilities
• Market-rate single-family or two-family dwellings, unless:
– Projects are enrolled in the Housing Rehabilitation Loan Program; or
– Project costs are valued at 50% or more of the latest BCAD improvement value;
or
– Project is reconstruction of structures destroyed or ruined by flooding, fire,
windstorm or other natural disaster
