• PDFs are not always accessible. Within a
platform, different publishers or titles may have
less-accessible formats than others – OCR,
watermarks, etc.
• Screen reader performance can be affected PDF
formatting, user’s operating system, browser
type, and browser version.
• Very few platforms actually offer a proprietary
text-to-speech service (EBL, Gale Virtual

Palgrave, and Springer) offer more features and
more flexibility compared to aggregators.
• All the platforms tested allow at least limited
printing of ebook content. Only Springer allowed
printing of entire title after download.
• Few platforms allow for complete download of a
title. Chapter/section downloads more common.
• Publishers provide extra features, especially
printing and download functionality, for users
willing to create personal accounts.
Section 508 requires that Federal agencies’ electronic and information technology is accessible to people with disabilities. The law applies to all Federal agencies when they develop, procure, maintain, or use electronic and information technology.
The WCAG documents explain how to make web content more accessible to people with disabilities. Web "content" generally refers to the information in a web page or web application, including:
natural information such as text, images, and sounds
code or markup that defines structure, presentation, etc.

VPAT is a federal procuerment guidelines that allows vendors to state the accessibility features of their product. At the CSU, vendors are suppose to have a VPAT on file so that we can purchase their materials. This not always the case, and for library collections that standard does not currently apply at most institutions.
