We have developed cost models to support new public
policy & regulatory initiatives on mobile roaming and
interconnection rates in the European Union. The main
activities of the project involved:
Development of mobile cost models for the 31
countries belonging to the European Union (EU) and/or
the European Economic Area (EEA).
Workshops with operators and regulators from all
countries to gather information about their real networks
and investments in future technologies such as 4.5G-
LTE Advanced Pro and 5G.
Quantification of the expected impact on the ICT
sector revenues for each member state based on the
different regulatory scenarios available.
Regulatory support to set new tariffs based on the
models’ results, common regulatory frameworks and local
specificities in the 31 countries.
Support to the European Parliament and the European
Council during the legislative process to set new
wholesale rates across EEA.

Overview of the Regulatory Accounting system
Axon has been supporting the CNMC since 2006 in the review
of the Regulatory Accounts of the of the main fixed and
mobile operators in Spain.
The process adopted in these projects involves:
► Review of the reasonability of the results per service.
► Review of the technical allocations from the operators’
assets to the services.
► Review of the assets’ revaluation so that they reflect the
cost a new operator would face if it had to deploy its
network today.
► Identify any wrong/inaccurate calculations and estimate
their expected impact on the results.
► Produce a final report and present the findings made to
the CNMC’s board.
The results of these projects have for long served the CNMC
to monitor and regulate the market (e.g. the infamous “tarifa
de acceso”) as well as to investigate any potential
anticompetitive practices adopted by the main operators in
Spain.

On behalf of a multilateral bank in the EU, we undertook a
study to assess the access-to-finance conditions of
companies developing 5G-enabled businesses in Europe. In
particular, as part of this project, Axon carried out the
following relevant activities:
Mapping of types of use cases and business models
that 5G is expected to bring across a wide range of
industries
Mapping of investment programmes focused on 5G
and deep tech in Europe
Assessment of the market failure and identification of
the financing gap
In-depth interviews with relevant stakeholders,

This project comprised the preparation of the digital agenda
and regulatory roadmap from 2020 to 2024 on behalf of
the Mexican telecoms regulator (IFT).
Among others, the project included the following activities:
► Review of the current market situation and
prospective analysis of the sector considering the
developments that are yet to come: emerging
technologies and new business models, digitalization of
the economy, convergence of digital services, bridging the
digital gap, etc.
► Analysis of the international practice, reviewing the
digital agendas and sector plans of +10 international
references, with special attention to ICT-advanced
economies such as Singapore, South Korea or Kapan.
► The main findings of the study were supplemented
through the insights collected through several workshops
with the industry, academy, government and civil
society.

The execution of the project, included, among others, the
following activities:
► Global and local IoT market study to understand the
market size of each component in the IoT market,
namely connectivity, equipment, platforms & services, ICT
enablers, solution & application.
► Following this analysis, based on a prioritized assessment
of key verticals, we selected the optimal use cases for the
initial IoT business strategy.
► Each use case was analysed from commercial and financial
perspectives by conducting market research and expert
interviews in order to quantify them and properly define
our client’s value proposition.

80% of our advisory projects are within the ICT industry, specifically in the telecom sector. It is of utmost importance for us to be
surrounded by professionals with a solid academic background.
Carry out a wide range of advisory projects in the TMT sector worldwide.
Identify and resolve key issues in complex projects, as well as formulate conclusions and recommendations.
Communicate projects’ findings to your superiors and clients through reports and presentations.
