The 2007-2013 ENPI CBC Mediterranean Sea Basin Programme is a multilateral Cross-Border Cooperation initiative funded by the European Neighbourhood and Partnership
Instrument (ENPI). The Programme objective is to promote the sustainable and harmonious cooperation process at the Mediterranean Basin level by dealing with the
commonchallengesandenhancingitsendogenouspotential.Itfinancescooperationprojectsasacontributiontotheeconomic,social,environmentalandculturaldevelopment
of the Mediterranean region. The following 14 countries participate in the Programme: Cyprus, Egypt, France, Greece, Israel, Italy, Jordan, Lebanon, Malta, Palestinian
Authority, Portugal, Spain, Syria, Tunisia. The Joint Managing Authority (JMA) is the Autonomous Region of Sardinia (Italy). Official Programme languages are Arabic,
English and French.
The project MED-DESIRE is implemented under the ENPI CBC Mediterranean Sea Basin Programme (www.enpicbcmed.eu). Its total budget is 4.470.463,70 Euro and it
is financed, for an amount of 4.023.417,24 Euro, by the European Union through the European Neighbourhood and Partnership Instrument. The ENPI CBC Med Programme
aims at reinforcing cooperation between the European Union and partner countries regions placed along the shores of the Mediterranean Sea.

The Italian Ministry for the
Environment, Land and Sea
as a promoter of
technological innovation for
renewable Energy and
Energy saving
The Italian Ministry for the Environment, Land and Sea is strongly committed in developing renewable energies and
promoting energy efficiency at both a national and an international level. This strategy aims at reducing greenhouse gas
emissions, energy costs caused by the energy supply dependence but also at developing innovative technological chains.
At national level, the Ministry has strongly supported the establishment of regulatory instruments for the promotion of renewable
energy and energy efficiency, such as tax deductions for building energy renovation, subsidies for the production of thermal energy
from renewable energy and for projects on energy efficiency improvement in public buildings; incentives for the promotion of
photovoltaic systems.
At international level, the Ministry, in collaboration with local institutions, United Nations agencies, Universities and the private
sector, is strongly involved in the development of several initiatives directed to creating a Euro-Mediterranean market for clean
and efficient energy technologies.
In particular, in 2002, during the World Summit on Sustainable Development in Johannesburg, the Italian Ministry for Environment
launched the MEDREP, an initiative aimed at developing financial instruments and mechanisms, strengthening policy frameworks
of the beneficiary countries and promoting private investments. For the development of the MEDREP programme, the Ministry is
supported by the MEDREC (Mediterranean Renewable Energy Centre), a center, based in Tunis, for training, knowledge transfer,
information dissemination and development of pilot projects in the area of renewable energies.
Editorial
The French Treasury Department has recently approved the financing of the project “Educational and Demonstration Platform
for Renewable Energies in Lebanon” under the “FASEP-Formation Professionnelle” programme by the Ministry of Economy and
Finance.
The project is a joint initiative between the French company Transénergie and the Lebanese Ministry of Energy and Water
represented by LCEC with the direct support of the Industrial Research Institute (IRI) and the United Nations Development
Programme in Lebanon (UNDP). It aims at the installation of an educational platform, the development of local trainings, and the
showcase of the equipment needed for photovoltaic installations. It is to be used by researchers, educational institutions, university
students, and especially by professionals in the solar photovoltaic sector.
The platform will be used for the achievement of the goals of MED-DESIRE’s WP5 - Tools to remove barriers preventing
distributed solar technology uptake by local markets, specifically for the capacity building activities to ensure the quality of
components and installations and therefore it will contribute concretely to a more widespread diffusion of solar technology.

Capitalization meeting in
Rome of EU funded projects
in the Mediterranean Area
A capitalization meeting has been held at ENEA headquarters in Rome, on January 21st, with the representatives of six
different EU funded projects in the Mediterranean area in which ENEA is involved: SINERGIA (promoter of the meeting),
ELIH-MED, MED-DESIRE, WATER-DROP, ECO-SCP-MED, TESLA.
An analysis of each project activities and practices has been carried out in order to share knowledge and results, collect opinions
on some crucial issues, identify synergies and joint activities to be realized in the future, discuss about critical issues and possible
solutions.
The capitalization methodology has been shared among 16 ENEA participants, who converged on the following needs and
proposals:
identify permanent common instruments for knowledge accumulation, monitoring of activities and exchange of good
practices and tools
share a joint vision and approach to carry out training activities – included in all six projects - by creating a distinctive
and replicable training system in the Mediterranean area based on a mutual organizational design and the use of
common instruments (e-learning / learning technologies, stakeholders’ mailing lists, etc.)
encourage a debate with other MED programmes and projects developed in the Mediterranean basin.

outcomes from WP4
state of art analysis
The collaboration between the two Shores of the Mediterranean Sea established within WP4, coordinated by ENEA, Italy, aimed
at the harmonization of the legislative and regulatory framework on energy efficiency (EE) and renewable energy sources (RES),
for contributing to the creation of a common energy market.
The three deliverables elaborated by project partners provide inputs for policy makers and stakeholders to accomplish sustainable
energy systems at Mediterranean Regional level, taking into account that developing a sustainable energy system requires
enacting wide-ranging public policies.
An accurate coordination with industrial and research policies is also recommended, having awareness of the existing tight
connections between energy and environmental policies and economic competitiveness. National energy plans and
programmes should help unlock private investment flow, also putting in place innovative financing mechanisms.

The Tunisian National Agency for
Energy Conservation - ANME
The National Agency for Energy Conservation – ANME was created in 1985. It is a non-administrative public institution under the
Ministry of Industry, Energy and Mines. Its mission is to implement the state policy in the field of energy conservation by promoting
energy efficiency, renewable energies and energies substitution.
The intervention area of the Agency for Energy Conservation is based on all initiatives and actions to improve energy conservation
and diversifying energy sources, such as: participation in the development and execution of national programs for energy
conservation;conductingprospectiveandstrategicstudiesonenergyconservationandclimatechangeduetoenergyconsumption;
management of National Fund for Energy Conservation, which is a unified incentive mechanism to support the actions of energy
conservation, ensuring their implementation and sustainability; proposal of legal and regulatory framework related to the energy
conservation; granting of tax and financial incentives; preparation and execution of actions of raising awareness, information,
education and training; support research and development and technical demonstration projects; support development and
influence of the industry of the energy conservation and encourage investment in this field.
The Agency is working to develop the pole actions related to energy consumption in the following fields: studies, renewable
energies,energyefficiencyandcleantechnologies,training,awarenessraisingandinformation,scientificresearchandinternational
cooperation.
Renewable Energy
and Energy efficiency
in Tunisia
Energy transition in Tunisia is based on the implementation of a strategy for energy efficiency in its two components: the rational
use of energy and renewable energy development. This strategy is needed to erase the energetic, economic and social challenges
the country is facing and it is divided according to basic principles of a long-term vision of the energy system, with both ambitious
and realistic objectives.
The overall objective of the strategy is to ensure a sustainable energetic future for Tunisia by strengthening the conservation of
energy demand and the renewable energy development.
The baseline scenario of the evolution of energy consumption was determined by assuming that the policy of rational use of
energy would not be reinforced: this is a scenario reflecting a continuation of current trends. The strengthening the policies and
measures for the rational use of energy should reduce national primary energy consumption, compared to the baseline scenario,
of 17% in 2020 and 34% in 2030. Thus, according to current trends, the energy savings achieved compared to the baseline
scenario would reach 6.5 Mtep in 2030.
Energy transition strategy requires a decisive shift scale. Excluding biomass, the share of renewable energies in final energy
consumption should reach 6.9% in 2020 and 12.4% in 2030. The production of electricity from renewable sources must achieve
30% in 2030.

communication event in Bari
On March 31 at the Palace Hotel in Bari the International Conference named “A solar future in the Mediterranean” will be held
to officially present MED-DESIRE project to the public audience.The International Conference will be structured in two different
sessions in the morning and a Technical Roundtable in the afternoon.
In the first session, “Smart Policies for a green future”, the wider policy context of the MED-DESIRE project will be discussed,
thanks to a qualified set of speakers, which includes the Governor of Puglia Region, Mr Nichi Vendola.
The second session, “Exploiting solar opportunities”, will be more technical. The project partner representative will talk about
the main motivations standing behind the contents developed in the frame of the project, specifically those related to the technical
barriers and the implementation of innovative financial support schemes.
In the afternoon a Technical Roundtable, “Mediterranean Solar Market Constraints and Opportunities”, will be dedicated to
solar technology applications and emerging market opportunities in the Mediterranean Basin. This is the opportunity to exchange
information among market actors, institutions and national associations on experiences of cooperation and good practices in the
solar energy sector. The Roundtable will also give the opportunity to Italian entrepreneurs to have an insight on the solar market
in Mediterranean Partner Countries and will represent a chance for MPC participant to get contact with Italian potential investors
and market operators.

  • 1. newsletter #02 March 2014 MED-DESIRE MEDiterranean DEvelopment of Support schemes for solar Initiatives and Renewable Energies ENPI CBC MED - Priority 2 - Topic 3 - Solar energy This publication has been produced with the financial assistance of the European Union under the ENPI CBC Mediterranean Sea Basin Programme. The contents of this document/website are the sole responsibility of Puglia Region/ARTI and can under no circumstances be regarded as reflecting the position of the European Union or of the Programme’s management structures. The 2007-2013 ENPI CBC Mediterranean Sea Basin Programme is a multilateral Cross-Border Cooperation initiative funded by the European Neighbourhood and Partnership Instrument (ENPI). The Programme objective is to promote the sustainable and harmonious cooperation process at the Mediterranean Basin level by dealing with the commonchallengesandenhancingitsendogenouspotential.Itfinancescooperationprojectsasacontributiontotheeconomic,social,environmentalandculturaldevelopment of the Mediterranean region. The following 14 countries participate in the Programme: Cyprus, Egypt, France, Greece, Israel, Italy, Jordan, Lebanon, Malta, Palestinian Authority, Portugal, Spain, Syria, Tunisia. The Joint Managing Authority (JMA) is the Autonomous Region of Sardinia (Italy). Official Programme languages are Arabic, English and French. The project MED-DESIRE is implemented under the ENPI CBC Mediterranean Sea Basin Programme (www.enpicbcmed.eu). Its total budget is 4.470.463,70 Euro and it is financed, for an amount of 4.023.417,24 Euro, by the European Union through the European Neighbourhood and Partnership Instrument. The ENPI CBC Med Programme aims at reinforcing cooperation between the European Union and partner countries regions placed along the shores of the Mediterranean Sea. The Italian Ministry for the Environment, Land and Sea as a promoter of technological innovation for renewable Energy and Energy saving The Italian Ministry for the Environment, Land and Sea is strongly committed in developing renewable energies and promoting energy efficiency at both a national and an international level. This strategy aims at reducing greenhouse gas emissions, energy costs caused by the energy supply dependence but also at developing innovative technological chains. At national level, the Ministry has strongly supported the establishment of regulatory instruments for the promotion of renewable energy and energy efficiency, such as tax deductions for building energy renovation, subsidies for the production of thermal energy from renewable energy and for projects on energy efficiency improvement in public buildings; incentives for the promotion of photovoltaic systems. At international level, the Ministry, in collaboration with local institutions, United Nations agencies, Universities and the private sector, is strongly involved in the development of several initiatives directed to creating a Euro-Mediterranean market for clean and efficient energy technologies. In particular, in 2002, during the World Summit on Sustainable Development in Johannesburg, the Italian Ministry for Environment launched the MEDREP, an initiative aimed at developing financial instruments and mechanisms, strengthening policy frameworks of the beneficiary countries and promoting private investments. For the development of the MEDREP programme, the Ministry is supported by the MEDREC (Mediterranean Renewable Energy Centre), a center, based in Tunis, for training, knowledge transfer, information dissemination and development of pilot projects in the area of renewable energies. Editorial The French Treasury Department has recently approved the financing of the project “Educational and Demonstration Platform for Renewable Energies in Lebanon” under the “FASEP-Formation Professionnelle” programme by the Ministry of Economy and Finance. The project is a joint initiative between the French company Transénergie and the Lebanese Ministry of Energy and Water represented by LCEC with the direct support of the Industrial Research Institute (IRI) and the United Nations Development Programme in Lebanon (UNDP). It aims at the installation of an educational platform, the development of local trainings, and the showcase of the equipment needed for photovoltaic installations. It is to be used by researchers, educational institutions, university students, and especially by professionals in the solar photovoltaic sector. The platform will be used for the achievement of the goals of MED-DESIRE’s WP5 - Tools to remove barriers preventing distributed solar technology uptake by local markets, specifically for the capacity building activities to ensure the quality of components and installations and therefore it will contribute concretely to a more widespread diffusion of solar technology. News from the Partners Capitalization meeting in Rome of EU funded projects in the Mediterranean Area A capitalization meeting has been held at ENEA headquarters in Rome, on January 21st, with the representatives of six different EU funded projects in the Mediterranean area in which ENEA is involved: SINERGIA (promoter of the meeting), ELIH-MED, MED-DESIRE, WATER-DROP, ECO-SCP-MED, TESLA. An analysis of each project activities and practices has been carried out in order to share knowledge and results, collect opinions on some crucial issues, identify synergies and joint activities to be realized in the future, discuss about critical issues and possible solutions. The three deliverables elaborated by project partners provide inputs for policy makers and stakeholders to accomplish sustainable energy systems at Mediterranean Regional level, taking into account that developing a sustainable energy system requires enacting wide-ranging public policies. An accurate coordination with industrial and research policies is also recommended, having awareness of the existing tight connections between energy and environmental policies and economic competitiveness. National energy plans and programmes should help unlock private investment flow, also putting in place innovative financing mechanisms. It is a non-administrative public institution under the Ministry of Industry, Energy and Mines. Its mission is to implement the state policy in the field of energy conservation by promoting energy efficiency, renewable energies and energies substitution. The intervention area of the Agency for Energy Conservation is based on all initiatives and actions to improve energy conservation and diversifying energy sources, such as: participation in the development and execution of national programs for energy conservation;conductingprospectiveandstrategicstudiesonenergyconservationandclimatechangeduetoenergyconsumption; management of National Fund for Energy Conservation, which is a unified incentive mechanism to support the actions of energy conservation, ensuring their implementation and sustainability; proposal of legal and regulatory framework related to the energy conservation; granting of tax and financial incentives; preparation and execution of actions of raising awareness, information, education and training; support research and development and technical demonstration projects; support development and influence of the industry of the energy conservation and encourage investment in this field. Renewable Energy and Energy efficiency in Tunisia Energy transition in Tunisia is based on the implementation of a strategy for energy efficiency in its two components: the rational use of energy and renewable energy development. This strategy is needed to erase the energetic, economic and social challenges the country is facing and it is divided according to basic principles of a long-term vision of the energy system, with both ambitious and realistic objectives. The overall objective of the strategy is to ensure a sustainable energetic future for Tunisia by strengthening the conservation of energy demand and the renewable energy development. The baseline scenario of the evolution of energy consumption was determined by assuming that the policy of rational use of energy would not be reinforced: this is a scenario reflecting a continuation of current trends. The strengthening the policies and measures for the rational use of energy should reduce national primary energy consumption, compared to the baseline scenario, of 17% in 2020 and 34% in 2030. Thus, according to current trends, the energy savings achieved compared to the baseline scenario would reach 6.5 Mtep in 2030. Energy transition strategy requires a decisive shift scale. Excluding biomass, the share of renewable energies in final energy consumption should reach 6.9% in 2020 and 12.4% in 2030. The production of electricity from renewable sources must achieve 30% in 2030. MED-DESIRE public communication event in Bari On March 31 at the Palace Hotel in Bari the International Conference named “A solar future in the Mediterranean” will be held to officially present MED-DESIRE project to the public audience.The International Conference will be structured in two different sessions in the morning and a Technical Roundtable in the afternoon. In the first session, “Smart Policies for a green future”, the wider policy context of the MED-DESIRE project will be discussed, thanks to a qualified set of speakers, which includes the Governor of Puglia Region, Mr Nichi Vendola. The second session, “Exploiting solar opportunities”, will be more technical. The project partner representative will talk about the main motivations standing behind the contents developed in the frame of the project, specifically those related to the technical barriers and the implementation of innovative financial support schemes. In the afternoon a Technical Roundtable, “Mediterranean Solar Market Constraints and Opportunities”, will be dedicated to solar technology applications and emerging market opportunities in the Mediterranean Basin. This is the opportunity to exchange information among market actors, institutions and national associations on experiences of cooperation and good practices in the solar energy sector. The Roundtable will also give the opportunity to Italian entrepreneurs to have an insight on the solar market in Mediterranean Partner Countries and will represent a chance for MPC participant to get contact with Italian potential investors and market operators.
