WESTERN CANADA REGULATIONS
Calgary currently has the most stringent regulations
•

Require calculations showing 90% treatment of the total runoff volume

•

Minimum annual TSS removal rate of 85% for particle sizes 50 um and greater for each and
every year

•

Minimum one year of sediment storage capacity without scouring

•

Maximum hydraulic loading rate of 27 L/s/m2

Most other cities in Alberta and British Columbia require treatment of 80% for
particle sizes 75 um and greater
We have seen quite a bit of interest in the VortClarex coalescing plate oil water

separator for use at power substations and gas stations.

EASTERN CANADA REGULATIONS
Toronto currently has the most stringent regulations
•

Require 90% treatment of the total annual runoff volume

•

Require minimum annual TSS removal rate of 80% for particle sizes 20 um and greater

•

Typically requires use of a filtration product

Ontario MOE has three levels of treatment, the highest requires 90% treatment of
the total annual runoff volume & 80% TSS removal for particle sizes 50 um and greater

Quebec follows NJDEP guidelines. HDS products are rated for 50% TSS removal.
Levis has unique approval based on Peclet scaling.

Most cities in the Atlantic Provinces require treatment of 80% for particle sizes

75 um and greater

NEW NATIONAL OGS
PROTOCOL/VERIFICATION PROCESS
ETV Canada, TRCA and stormwater stakeholder group created a new
laboratory protocol for oil grit separators
2013 NJDEP lab protocol used as a starting point with revisions made to meet

goals of Canadian program
Resulting protocol is most detailed and thorough created to date
Protocol mandates data collection across wide range of operating conditions
Will take several years before majority of OGS devices complete program due
to complex protocol and limited qualified 3rd party test facilities

“TSS” REMOVAL

There’s more than “TSS” in stormwater
• TSS is a wastewater method that tends to exclude larger
particles
• Suspended Solids Concentration (SSC) is a more
complete measurement of stormwater solids

• Silica based lab references available for HDS system testing
• Range of effectiveness for HDS systems is 50 microns and larger

SIZING METHODS – NET ANNUAL
REMOVAL
•

Several Common Proprietary Methods

o Continuous simulation
o Binned rainfall intensities, flow rates and removal efficiencies
o Probabilistic method
•

All Methods require many important assumptions

o Is performance data modeled, lab or field generated?
o Are colligative properties assumed for fine particles?
o Does all rainfall produce runoff?
o Is bypassed water always clean?
•

The most aggressive, least comparable sizing method

SIZING METHODS – SINGLE EVENT
Achieve performance target at a peak flow rate

• Water quality flow rate typically calculated using the rational method Q=CiA
o i.e. 0.5”/hr * 1 acre * .9 runoff coefficient = 0.45 cfs
• May also be the peak flow rate resulting from a design storm depth
distributed over a hydrograph
o i.e. Peak intensity in 0.5” Type II storm with 30 min tc = 0.15 cfs
• Annual performance will exceed design storm performance
• Directly comparable between technologies

• Establish sizing method (WQ flow/point on a curve vs. average annual load)
• Establish water quality flow

WESTERN CANADA REGULATIONS Calgary currently has the most stringent regulations • Require calculations showing 90% treatment of the total runoff volume • Minimum annual TSS removal rate of 85% for particle sizes 50 um and greater for each and every year • Minimum one year of sediment storage capacity without scouring • Maximum hydraulic loading rate of 27 L/s/m2 Most other cities in Alberta and British Columbia require treatment of 80% for particle sizes 75 um and greater We have seen quite a bit of interest in the VortClarex coalescing plate oil water separator for use at power substations and gas stations.   1. Our HDS products work well as standalone, end-of-pipe treatment systems, and can easily be implemented in a retrofit situation. They are particularly effective at removal of solids, trash and debris. Our HDS systems are also an important building block in an LID design. Now there are many challenges to an LID design from a designer’s perspective. And it’s getting a lot of scrutiny because dollars per acre goes up – and developers are always looking for ways to meet requirements more cost-effectively. And our HDS systems can do just that. They are excellent for pretreatment, so in many cases, before you do subsurface infiltration, pretreatment is a very smart practice. By removing solids, trash and debris prior to infiltration you will significantly increase the life of the infiltration system and reduce maintenance costs.
  2. Essentially they work by creating a low velocity vortex field. We’re optimizing conditions for settling– we’re not filtering we’re settling. We’re doing that by slowing the flow down withflow controls and that helps us minimize the turbulence. We want to retain the floated pollutants inside that structure and again maintenance access is very important to this system. Additional Notes:There are several fundamentals of hydrodynamic separation that should be noted.  Most notable is the use of low velocity vortex action (swirling) to enhance settling by increasing the length of the flow path, this leads to improved efficiencyAlso the use of flow controls further enhances the performance of the system.  Flow controls regulate the water surface elevation in the system which:Increase system volume maintains lower velocities and helps to sustain higher removal efficiencyreduced turbulence and velocity leading to increased performancehelps prevent flow surges, thus limiting resuspensionincreases water surface elevation to improve retention of floating pollutants.  Maintenance - Captures pollutants and allows for easy removal of accumulated material during maintenance. Maintenance is easily performed through a single unobstructed access point.

  6. The Vortechs system is another of Contech’s commonly specified HDS systems due to its ability to remove relatively fine particles compared to most other HDS Systems. The Vortechs system was one of the first HDS systems on the market and is still recognized as one of the most effective designs. The Vortechs system has a large diameter swirl chamber, which creates a calm area in the center to settle finer particles. In addition, the large swirl chamber and flow controls allow a shallow system design that provides a great solution in areas of high ground water or shallow bedrock. The swirl chamber is sealed off from the rest of the vault, which reduces the required removal volume during maintenance.

The red arrows designate dirty water coming into the swirl chamber and the green arrow show clean water exiting the system.Detailed Description:Inlet – Stormwater runoff is conveyed into the system through the inlet pipe. To provide the necessary tangential inlet to the swirl chamber, the inlet pipe must enter on a corner at a 90° angle to the inlet wall.Swirl Chamber – Gravitational separation of sinking and floating pollutants is enhanced by the gentle vortex motion in the swirl chamber. Over time, settleable solids accumulated in a conical pile on the swirl chamber floor. The swirl chamber is made of marine grade aluminum to ensure a long service life in tough environmental conditions. Floatables Baffle Wall – Floating pollutants, such as hydrocarbons and debris are retained as water flows under this baffle wall.Low Flow Control – Controls discharge rate during frequent low intensity storms. High Flow Control – Controls discharge rate during peak flows.Manholes Access – Unobstructed access to pollutants stored in the swirl chamber is provided. This simplifies inspection and maintenance.

City of Victoria, Victoria, British ColumbiaThe ChallengeRock Bay identified as the most polluted bay in the Victoria and Esquimalt Harbors, and stormwater runoff was determined to be the primary source. Bay adjacent to six-lane roadway, which serves as a major throughway into the city. Existing storm drain discharged storm flows from a 32.9-hectare (81.3 acre) area that was predominantly impervious. The SolutionVortechs System had to be connected to existing infrastructure directly underneath the roadway among the many existing utilities and fiber-optic cables.Tides and high groundwater also came into consideration due to the close proximity to the shoreline.Review of 28 years of precipitation data, determined that flow from the large drainage area could reach rates of up to 880 l/s (31.1 cfs). Cast In Place Vortechs- sized to treat 1100 l/s (39 cfs) while achieving an 80 percent annual total suspended solids (TSS) removal of particles down to the 50-micron size. Relatively small footprint made it possible to fit the tight site.Unique low profile meant a shallow excavation, which decreased time during installation, and also lessened the need for dewatering in the high groundwater environment.The ResultInstalling Reduced amount of sediments, oils, and debris being released into the harborUnobstructed access to accumulated pollutants through a manhole eases inspection and shallow system has a small pump-out volume.
  10. Any stormwater treatment system, whether a manufactured BMP or a land based system like a pond requires maintenance to continue to perform according to design. Each of Contech’s HDS systems allows easy access for maintenance and is designed to minimize maintenance costs. Maintenance intervals vary depending on the concentration and type of pollutants on your site. We recommend quarterly inspections of the system for at least the first two years to establish a baseline understanding of pollutant load and maintenance cycle for your site. Most sites require maintenance approximately once per year.
  11. New Millennium Homes, The Oaks at Calabasas, Calabasas, Calif.The ChallengeThe Oaks of Calabasas, a 550 luxury home gated community, was developed near the headwaters of the Los Angeles River. The 512-acre site is adjacent to the Santa Monica Mountain Conservancy’s permanent and pristine open space. Stormwater treatment, including incorporation of California’s trash Total Maximum Daily Load (TMDL), was of utmost importance.The SolutionTwo Vortechs model 16000 systems include a specially constructed, perforated, aluminum screen to separate the semi-buoyant pollutants and meet the trash TMDL. The systems treat a combined flow of 40.28 cfs. Precast structure splits flow evenly between the systems. HDPE manhole cover inserts, fitted with three-inch midget louvers, provide proper venting and drainage, while preventing the migration of insects into the Vortechs. The ResultThe screened areas trap virtually all neutrally buoyant particles greater than 5 mm and have a combined maximum storage capacity of 16 cubic yards.Combined sediment storage capacity of 14 cubic yards and floating debris storage volume of seven cubic yards. Each has 110 square feet of effective screen area — 51 percent open area. CONTECH Stormwater Solutions laboratory tests have shown that this screen material can pass 0.8 cubic feet per second per square foot of effective area with 1.25 inches of headloss.More Vortechs Systems retrofitted for capturing neutrally buoyant pollutants are on order for future phases of this project.

Talking PointsMaintain when sediment depth is 3 feet in the treatment sump The rate at which the system collects pollutants will depend more heavily on site activities than the size of the unit (e.g., unstable soils or heavy winter sanding will cause the grit chamber to fill more quickly but regular sweeping will slow accumulation).The most effective method of excavating pollutants from the VortSentry® is to use a vacuum truck during dry weather.As no internal components block access or view of captured pollutants, maintenance is virtually identical to maintaining a catch basin with a deep sump.

  15. Containment Row is an inferior (as compared to traditional pre-treatment devices) sediment and pollutant collection system. First flush flows are diverted into the Containment Row via a pre-cast concrete diversion manhole with a weir. Flows are then slowly drained down via the drain down orifice located in the weir allowing the sediment and pollutants to settle to the bottom of the Containment Row. The row is wrapped with an impermeable HDPE 20 mil liner, which prevents any contaminants from entering the surrounding stone. This durable liner allows for repeated maintenance cycles as compared to wrapping the row of chambers with a geotextile, which are subject to tearing during maintenance. Again we recommend pre-treatment devices instead of the Containment Row, to provide superior performance and extend the life of the ChamberMaxx system.
  16. Performance TestingChamberMaxx has undergone a thorough structural analysis by structural engineers and full scale in-ground field burial tests have been performed. The chambers are structurally designed to exceed HS-20/HS-25 live loads in accordance with AASHTO (Section 12) LRFD design specifications for stormwater chambers. Structural performance is dependent on proper installation per ChamberMaxx installation guidelines.
