2. PROBLEM STATEMENT
Problem statement: The mismatch between capabilities
needed by employers and skills/experience of ICT
(Information and Communication Technology) job seekers
Note: Ask Repeated WHYs
• Why such mismatch happens?
There’s a lack of communication between the ICT
industries/employers and the education sectors. Education sector
is supposed to provide training the necessary skills to the job
seekers before they enter the job market.
• Why is there a lack of communication?
In the fast-paced world, employers in the ICT Industries do not
directly and frequently interact to education sector.

• Why don’t they communicate with each other regularly?
There’s no regular channel for communication between
educationists and industrialist. The education sectors and
industries are setup by different people. They don’t usually
communicate. Education providers plan syllabus and submit for
approval to a group of invited consultants and Ministry of
Education/Higher Education before the syllabus being enforced.
The consultants don’t usually have to follow up to see the actual
implementation and to update on the current or future trend of the
ICT skills.

CONTRADICTION
By using Engineering Contradiction and TRIZ contradiction matrix
From the cause and effect chain analysis, we have identified a lot of causes that
contribute to the shortage of skilled workers. These causes are mainly due to
social and economic issues. We have tried to link these causes to relevant
engineering contradictions and solved them using the TRIZ matrix.
