GOVERNMENT
• In higher education, the students' union is often accorded its own
building on the campus, dedicated to social, organizational
activities, representation, and academic support of the
membership.
• The purpose, assembly, method, and implementation of the group
might vary. Universally, the purpose of students' union or student
government is to represent fellow students in some fashion.
3. UGC GUIDELINES
• 1. University across the country shall ordinarily conduct elections for the appointment of students
to student representative bodies.
• 7.1. The entire process of elections, commencing from the date of filing of nomination papers
to the date of declaration of results, including the campaign period, shall not exceed 10 days.
7.2. The elections shall be held on a yearly basis between 6 to 8 weeks from the date of
commencement of the academic session.
• 8.1. Under graduate students between the ages of 16 and 26 shall be eligible to contest
elections. For Post Graduate Students the maximum age limit to legitimately contest for election
shall be between the ages of 22-30 years.
• 9.1. The maximum permitted expenditure per candidate shall be Rs.5000/-
• 10.13. All candidates shall be jointly responsible for ensuring the cleaning up of the polling area
within 48 hours of the conclusion of polling.
• 8.3. The candidate shall have attained the minimum percentage of attendance as prescribed by
the university or 75% attendance, whichever is higher.
4. UGC GUIDELINES
• 10.5. No candidate shall be permitted to make use of printed posters, printed
pamphlets or any other printed material for the purpose of canvassing, candidates
may only utilize hand-made posters for the purpose of canvassing, provided that
such hand-made posters are procured within the expenditure limit set out herein
above.
• 10.1. No candidate shall indulge in, nor shall abet, any activity, which may
aggravate existing differences or create mutual hatred or cause tension between
different castes and communities, religious or linguistic, or between any group(s)
of students.
• 9.3. The election of the candidate shall be nullified in the event of any non-
compliance or in the event of any excessive expenditure.
• 13.2. The Medical College/Institution/University should organize leadership-
training programs with the help of professional organizations so as to groom and
instill in students leadership qualities.

• Method of Election: In PU election held on parliament basis style,
in which each school having respected seats on strength of
students for Ex. School of management is having 6 seats over
800+ students.
• Candidate will win for each department and then make the
government.

9. PONDICHERRY UNIVERSITY CONT.
STUDENT AWARE
• Students are not very much aware
about of this.
• Election were held very smoothly
organized by the university
administration inside the campus.
• Very less influence of national
political parties in the university
campus election.
• As there are no influence by these
bodies into students, they were very
unfamiliar with students.
EFFECTIVENESS
• Very less effectiveness of student
council among the students as well as
administration.
• It seems to, strike kind of things
happened only for personal propaganda
not for the benefits for students.
• Bodies are not so popular among
students.
• Bodies were selected as guidance by
UGC but they don’t have any power to
make any decisions for the sake of
university and for the students

• Method of Election: JNU known for the best elections in
India, As they selected Representative from different
schools and then central penal President, Vice President,
General Secretary and Joint Secretary.
• Also know as JNUSU.
• There is no role of the administration into student Executive
council, Every single process handled by student only.

• Method of Election: Panjab University Campus Students Council
or PUCSC is Students' union consisting of the departmental
representatives and other office bearers i.e. President, Vice-
President, Secretary and Joint-Secretary along with 114
Departmental Representatives (DRs directly elected by the
students from the various teaching departments on the Panjab
University, Chandigarh campus.
• Further, these elected office-bearers and department
representatives elect the remaining four members of the
executive of the Council.
• The Dean Student Welfare is ex officio Chairman of the Council.

29. CONCLUSIONS
Pondicherry university has the best student elections structure. But the
power sense and power utilisation by the elected person are very low
.Aligarh Muslim university has a very good structure and authority sense
but wastage of time and funds have always been a problem. Delhi
university no. of winning candidates are more but political influence
damages the participating sprit. Jawaharlal Nehru university most
democratic form of conduct and whole conduct is in hands of students
.also its election structure is very similar to Pondicherry university but in
JNU every single students takes the participate in the same. Panjab
university elections are conducted in a very short span of time but then
the local police has to deliver their service for 24*7.
