COMPARATIVE STUDY BETWEEN
STUDENT ELECTIONS IN CENTRAL
UNIVERSITIES OF INDIA

GOVERNMENT
• In higher education, the students' union is often accorded its own
building on the campus, dedicated to social, organizational
activities, representation, and academic support of the
membership.
• The purpose, assembly, method, and implementation of the group
might vary. Universally, the purpose of students' union or student
government is to represent fellow students in some fashion.
UGC GUIDELINES
• 1. University across the country shall ordinarily conduct elections for the appointment of students
to student representative bodies.
• 7.1. The entire process of elections, commencing from the date of filing of nomination papers
to the date of declaration of results, including the campaign period, shall not exceed 10 days.
7.2. The elections shall be held on a yearly basis between 6 to 8 weeks from the date of
commencement of the academic session.
• 8.1. Under graduate students between the ages of 16 and 26 shall be eligible to contest
elections. For Post Graduate Students the maximum age limit to legitimately contest for election
shall be between the ages of 22-30 years.
• 9.1. The maximum permitted expenditure per candidate shall be Rs.5000/-
• 10.13. All candidates shall be jointly responsible for ensuring the cleaning up of the polling area
within 48 hours of the conclusion of polling.
• 8.3. The candidate shall have attained the minimum percentage of attendance as prescribed by
the university or 75% attendance, whichever is higher.
UGC GUIDELINES
• 10.5. No candidate shall be permitted to make use of printed posters, printed
pamphlets or any other printed material for the purpose of canvassing, candidates
may only utilize hand-made posters for the purpose of canvassing, provided that
such hand-made posters are procured within the expenditure limit set out herein
above.
• 10.1. No candidate shall indulge in, nor shall abet, any activity, which may
aggravate existing differences or create mutual hatred or cause tension between
different castes and communities, religious or linguistic, or between any group(s)
of students.
• 9.3. The election of the candidate shall be nullified in the event of any non-
compliance or in the event of any excessive expenditure.
• 13.2. The Medical College/Institution/University should organize leadership-
training programs with the help of professional organizations so as to groom and
instill in students leadership qualities.
OBJECTIVE OF THE RESEARCH
• To know about the structure of student council between universities.
• Awareness and excitement of elections in selected university.
• Study to know about the effectiveness of these bodies into
universities.
• Impact of these activities on universities.
• To know about the expenditure by the candidate in these elections.
TYPE OF RESEARCH & SAMPLING
• Exploratory research: We have
done are research through
exploratory research method
on which we had done long
time conversation with are
population through phone call
& WhatsApp call.
• Convenience Sampling: We
have selected limited sample
as convenience for our
research as this belongs to
non-probability sampling.
• We have selected 2 samples
from each university and done
the exploratory research.

PONDICHERRY UNIVERSITY
• Method of Election: In PU election held on parliament basis style,
in which each school having respected seats on strength of
students for Ex. School of management is having 6 seats over
800+ students.
• Candidate will win for each department and then make the
government.

PONDICHERRY UNIVERSITY CONT.
STUDENT AWARE
• Students are not very much aware
about of this.
• Election were held very smoothly
organized by the university
administration inside the campus.
• Very less influence of national
political parties in the university
campus election.
• As there are no influence by these
bodies into students, they were very
unfamiliar with students.
EFFECTIVENESS
• Very less effectiveness of student
council among the students as well as
administration.
• It seems to, strike kind of things
happened only for personal propaganda
not for the benefits for students.
• Bodies are not so popular among
students.
• Bodies were selected as guidance by
UGC but they don’t have any power to
make any decisions for the sake of
university and for the students
PONDICHERRY UNIVERSITY CONT.
IMPACT
• Impact of these activities are very
less.
• Election campaign starts a day
before elections, which makes it
unpopular among students.
• Class were slightly affected.
EXPENDITURE
• Very less expenditure by the
candidate into the election.
• No political influence is the reason
of less expenditure.
JAWAHARLAL NEHRU UNIVERSITY
• Method of Election: JNU known for the best elections in
India, As they selected Representative from different
schools and then central penal President, Vice President,
General Secretary and Joint Secretary.
• Also know as JNUSU.
• There is no role of the administration into student Executive
council, Every single process handled by student only.

STUDENT AWARE
• Students are very much aware
about of this, and take participate.
• Election organized by the
university Students very smoothly
inside the campus.
• Strong influence of national
political parties in the university
campus election.
EFFECTIVENESS
• High effectiveness of student
council among the students as
well as in the administration.
• Activities like Drama Street Play
Debate Meeting, students meeting
were organized by the student
council inside the campus makes
it so popular.
• Student Council is having some
power over the administration.

• Impact of these activities are very
high on University as the all
proceedings done by students only.
• Participation in election very high by
students.
• Classes is effected very less
because campaign and other
activities started only after classes
and going on full night.
• Female participation is very active

candidate into the election.
• No money, no muscle power

DELHI UNIVERSITY
• Method of Election: In DU, election held on the
post like for President, VP, Secretary & JS, in
each college and university level individually.
• University’s President, VP, Secretary & JS, will
look into the things on University level.
• College, President, VP, Secretary & JS will look
into the college issue.

STUDENT AWARE
• Students are very much aware about
of this, but percent of voting is very
low, due to lack of hostel in the
colleges, student celebrate the
election day as holiday.
• Elections organized by the
university administration inside the
college with some quite of
difficulties.
• Strong influence of national political
parties in the university campus
election.
EFFECTIVENESS
• Strong effectiveness of student
council among the students as
well as administration.
• Strike, Politics, Drama, Street play
kind of things happened with and
for the benefits of students.
Students will get indirect benefit.
• Central body were so popular
among students as they having
own office, students approaching
them for any complaint.
DELHI UNIVERSITY CONT.
IMPACT
• Impact of these bodies are very
much high into the administration.
• They have power to make some
decisions for the sake of university
and for the students. Also they
recognized by the university for
participating any decision process.
• Student approaching the student
union on both college and central
level with their problems.
• Class were affected due to election
for at least 15 days before elections.
EXPENDITURE
• High expenditure by the candidate
into the election.
• Strong political influence is the
reason of high expenditure
approx., 25-30 Lacs (unofficial) by
each candidate in central election.

ALIGARH MUSLIM UNIVERSITY
• Method of Election: In AMU, election held on
the post for President, Vice
president,Secretary, court member, cabinet.
• University’s President, VP, Secretary &cabinet
will look into the issues of students at
University level.
• Court members will look into the decision

ALIGARH MUSLIM UNIVERSITY CONT.
STUDENT AWARE
• Students are very much aware
about this, and percent of voting is
also very high, small small groups
are formed due to this.
• Elections organized by the
university administration inside
the campus without taking help
from district administration.
• ZERO influence of national
political parties in the university
campus election.
EFFECTIVENESS
• Strong effectiveness of student
council among the students as
well as administration.
• A lot of Strike, Political debates,
happens which benefits the
students. A common Student has a
direct mode of connection.
• Starting from the complain of
stolen mobile to the complain of
murder is first deal by student
council.
ALIGARH MUSLIM UNIVERSITY CONT.
IMPACT
• Very strong impact on the
administration.
• They have power to suggest the
authorities and also to make the
decisions for the sake of university on
some issues.
• Student approaching the student union
are considered atmost prioritry.
• Class were affected due to election for at
least 20 days before elections.
• Usually the winning candidate is found
as a guilty under attendance standards.
EXPENDITURE
• Very High expenditure by the
candidate into the election.(upto 5
lakhs)
• Time expenditure 20 days.
• Common student enjoys the free
meals and other facilities.
PANJAB UNIVERSITY
• Method of Election: Panjab University Campus Students Council
or PUCSC is Students' union consisting of the departmental
representatives and other office bearers i.e. President, Vice-
President, Secretary and Joint-Secretary along with 114
Departmental Representatives (DRs directly elected by the
students from the various teaching departments on the Panjab
University, Chandigarh campus.
• Further, these elected office-bearers and department
representatives elect the remaining four members of the
executive of the Council.
• The Dean Student Welfare is ex officio Chairman of the Council.
PUNJAB UNIVERSITY CONT.
STUDENT AWARE
The voting in student elections are not
very much .
Four fold candidates are seen in
participating in elections.
EFFECTIVENESS
• Very less effectiveness of student
council among the students as well
as administration.
• It seems to, strike kind of things
happened only for personal
propaganda not for the benefits for
students.
• Bodies are not so popular among
students.
PUNJAB UNIVERSITY CONT.
IMPACT
• Local body police is affected by
these election.
• Campus is hugely filled with paper
materials.
• Small small fights between the
supporters of candidates .
EXPENDITURE
• less expenditure by the candidate
into the election.
• Political influence is the reason of
less expenditure.
CONCLUSIONS
Pondicherry university has the best student elections structure. But the
power sense and power utilisation by the elected person are very low
.Aligarh Muslim university has a very good structure and authority sense
but wastage of time and funds have always been a problem. Delhi
university no. of winning candidates are more but political influence
damages the participating sprit. Jawaharlal Nehru university most
democratic form of conduct and whole conduct is in hands of students
.also its election structure is very similar to Pondicherry university but in
JNU every single students takes the participate in the same. Panjab
university elections are conducted in a very short span of time but then
the local police has to deliver their service for 24*7.

Comparative study between student elections in Central universities of India

  • 1. COMPARATIVE STUDY BETWEEN STUDENT ELECTIONS IN CENTRAL UNIVERSITIES OF INDIA Presented by: Kumar Anadi Anant, Mohd Shafaq, Ankit Lall, Jamsheed. To: Dr.Uma Chandrasekaran
  • 2. STUDENT UNION/ STUDENT GOVERNMENT • In higher education, the students' union is often accorded its own building on the campus, dedicated to social, organizational activities, representation, and academic support of the membership. • The purpose, assembly, method, and implementation of the group might vary. Universally, the purpose of students' union or student government is to represent fellow students in some fashion.
  • 3. UGC GUIDELINES • 1. University across the country shall ordinarily conduct elections for the appointment of students to student representative bodies. • 7.1. The entire process of elections, commencing from the date of filing of nomination papers to the date of declaration of results, including the campaign period, shall not exceed 10 days. 7.2. The elections shall be held on a yearly basis between 6 to 8 weeks from the date of commencement of the academic session. • 8.1. Under graduate students between the ages of 16 and 26 shall be eligible to contest elections. For Post Graduate Students the maximum age limit to legitimately contest for election shall be between the ages of 22-30 years. • 9.1. The maximum permitted expenditure per candidate shall be Rs.5000/- • 10.13. All candidates shall be jointly responsible for ensuring the cleaning up of the polling area within 48 hours of the conclusion of polling. • 8.3. The candidate shall have attained the minimum percentage of attendance as prescribed by the university or 75% attendance, whichever is higher.
  • 4. UGC GUIDELINES • 10.5. No candidate shall be permitted to make use of printed posters, printed pamphlets or any other printed material for the purpose of canvassing, candidates may only utilize hand-made posters for the purpose of canvassing, provided that such hand-made posters are procured within the expenditure limit set out herein above. • 10.1. No candidate shall indulge in, nor shall abet, any activity, which may aggravate existing differences or create mutual hatred or cause tension between different castes and communities, religious or linguistic, or between any group(s) of students. • 9.3. The election of the candidate shall be nullified in the event of any non- compliance or in the event of any excessive expenditure. • 13.2. The Medical College/Institution/University should organize leadership- training programs with the help of professional organizations so as to groom and instill in students leadership qualities.
  • 5. OBJECTIVE OF THE RESEARCH • To know about the structure of student council between universities. • Awareness and excitement of elections in selected university. • Study to know about the effectiveness of these bodies into universities. • Impact of these activities on universities. • To know about the expenditure by the candidate in these elections.
  • 6. TYPE OF RESEARCH & SAMPLING • Exploratory research: We have done are research through exploratory research method on which we had done long time conversation with are population through phone call & WhatsApp call. • Convenience Sampling: We have selected limited sample as convenience for our research as this belongs to non-probability sampling. • We have selected 2 samples from each university and done the exploratory research.

  • 8. PONDICHERRY UNIVERSITY • Method of Election: In PU election held on parliament basis style, in which each school having respected seats on strength of students for Ex. School of management is having 6 seats over 800+ students. • Candidate will win for each department and then make the government.   • 9. PONDICHERRY UNIVERSITY CONT. STUDENT AWARE • Students are not very much aware about of this. • Election were held very smoothly organized by the university administration inside the campus. • Very less influence of national political parties in the university campus election. • As there are no influence by these bodies into students, they were very unfamiliar with students. EFFECTIVENESS • Very less effectiveness of student council among the students as well as administration. • It seems to, strike kind of things happened only for personal propaganda not for the benefits for students. • Bodies are not so popular among students. • Bodies were selected as guidance by UGC but they don’t have any power to make any decisions for the sake of university and for the students

IMPACT • Impact of these activities are very less. • Election campaign starts a day before elections, which makes it unpopular among students. • Class were slightly affected. EXPENDITURE • Very less expenditure by the candidate into the election. • No political influence is the reason of less expenditure.

JAWAHARLAL NEHRU UNIVERSITY • Method of Election: JNU known for the best elections in India, As they selected Representative from different schools and then central penal President, Vice President, General Secretary and Joint Secretary. • Also know as JNUSU. • There is no role of the administration into student Executive council, Every single process handled by student only.
  • 14. JAWAHARLAL NEHRU UNIVERSITY CONT. STUDENT AWARE • Students are very much aware about of this, and take participate. • Election organized by the university Students very smoothly inside the campus. • Strong influence of national political parties in the university campus election. EFFECTIVENESS • High effectiveness of student council among the students as well as in the administration. • Activities like Drama Street Play Debate Meeting, students meeting were organized by the student council inside the campus makes it so popular. • Student Council is having some power over the administration.
  • 15. JAWAHARLAL NEHRU UNIVERSITY CONT. IMPACT • Impact of these activities are very high on University as the all proceedings done by students only. • Participation in election very high by students. • Classes is effected very less because campaign and other activities started only after classes and going on full night. • Female participation is very active EXPENDITURE • Very less expenditure by the candidate into the election. • No money, no muscle power election

DELHI UNIVERSITY • Method of Election: In DU, election held on the post like for President, VP, Secretary & JS, in each college and university level individually. • University’s President, VP, Secretary & JS, will look into the things on University level. • College, President, VP, Secretary & JS will look into the college issue. STUDENT AWARE • Students are very much aware about of this, but percent of voting is very low, due to lack of hostel in the colleges, student celebrate the election day as holiday. • Elections organized by the university administration inside the college with some quite of difficulties. • Strong influence of national political parties in the university campus election. EFFECTIVENESS • Strong effectiveness of student council among the students as well as administration. • Strike, Politics, Drama, Street play kind of things happened with and for the benefits of students. Students will get indirect benefit. • Central body were so popular among students as they having own office, students approaching them for any complaint.
  • 19. DELHI UNIVERSITY CONT. IMPACT • Impact of these bodies are very much high into the administration. • They have power to make some decisions for the sake of university and for the students. Also they recognized by the university for participating any decision process. • Student approaching the student union on both college and central level with their problems. • Class were affected due to election for at least 15 days before elections. EXPENDITURE • High expenditure by the candidate into the election. • Strong political influence is the reason of high expenditure approx., 25-30 Lacs (unofficial) by each candidate in central election.

ALIGARH MUSLIM UNIVERSITY • Method of Election: In AMU, election held on the post for President, Vice president,Secretary, court member, cabinet. • University’s President, VP, Secretary &cabinet will look into the issues of students at University level. • Court members will look into the decision making process at university. STUDENT AWARE • Students are very much aware about this, and percent of voting is also very high, small small groups are formed due to this. • Elections organized by the university administration inside the campus without taking help from district administration. • ZERO influence of national political parties in the university campus election. EFFECTIVENESS • Strong effectiveness of student council among the students as well as administration. • A lot of Strike, Political debates, happens which benefits the students. A common Student has a direct mode of connection. • Starting from the complain of stolen mobile to the complain of murder is first deal by student council.

IMPACT • Very strong impact on the administration. • They have power to suggest the authorities and also to make the decisions for the sake of university on some issues. • Student approaching the student union are considered atmost prioritry. • Class were affected due to election for at least 20 days before elections. • Usually the winning candidate is found as a guilty under attendance standards. EXPENDITURE • Very High expenditure by the candidate into the election.(upto 5 lakhs) • Time expenditure 20 days. • Common student enjoys the free meals and other facilities.

PANJAB UNIVERSITY • Method of Election: Panjab University Campus Students Council or PUCSC is Students' union consisting of the departmental representatives and other office bearers i.e. President, Vice- President, Secretary and Joint-Secretary along with 114 Departmental Representatives (DRs directly elected by the students from the various teaching departments on the Panjab University, Chandigarh campus. • Further, these elected office-bearers and department representatives elect the remaining four members of the executive of the Council. • The Dean Student Welfare is ex officio Chairman of the Council.

EFFECTIVENESS • Very less effectiveness of student council among the students as well as administration. • It seems to, strike kind of things happened only for personal propaganda not for the benefits for students. • Bodies are not so popular among students.

EXPENDITURE • less expenditure by the candidate into the election. • Political influence is the reason of less expenditure.

  • 29. CONCLUSIONS Pondicherry university has the best student elections structure. But the power sense and power utilisation by the elected person are very low .Aligarh Muslim university has a very good structure and authority sense but wastage of time and funds have always been a problem. Delhi university no. of winning candidates are more but political influence damages the participating sprit. Jawaharlal Nehru university most democratic form of conduct and whole conduct is in hands of students .also its election structure is very similar to Pondicherry university but in JNU every single students takes the participate in the same. Panjab university elections are conducted in a very short span of time but then the local police has to deliver their service for 24*7.
