• Ensure that all the requirements of the contract documents are implemented and
protected during the Post Contract period,
• Review the Contractors’ contractual notices of claims and provide contractual
advice for the Engineer’s review, approval and/or determination,
• Review the contractor's applications for EOT, prepare delay Analysis including narrative
and recommendation for PWA approval or otherwise,
• Manage all commercial and contractual issues such as, drafting contractual letters,
provide contractual awareness, interpretation of the contract clauses, draft Engineer’s
Instructions for issuance to the contractor to vary the Works. Review and recommend
the Engineer’s Instructions associated time and cost. Prepare Variation Orders for the
Parties agreement and signature,
• Prepare Taking-Over Certificates "TOCs"for the completed Sections/ parts of the Works
before the completion of the whole of the Works “26 partial TOCs were prepared and

Gleeds Gulf Engineering Consultants – (Apr. 2013 – to Oct. 2014) Doha - Qatar
Executive Quantity Surveyor:
In the beginning of my employment with Gleeds, I was seconded to Aspire Logistics to
perform as Contracts Administrator on their projects, then seconded to Engineering
Consultants Group “ECG”, to work as Post Contract Chartered QS, on a three packages
consisting of 10 schools project, for PWA to provide contracts administration and quantity
surveying duties. Contract price QR 557 Million. Responsibilities and duties are as
follows:
• Verify the contractors’ claims for EOT and additional costs and recommend for PWA,
and prepare response to contractors.
• Draft Site Instructions for PWA issuance to contractors’.
• Advise PWA on contractual and commercial matters.
• Draft contractual letters for issuance to contractors by PWA.
• Cost controlling and value engineering.
• Provide contractual awareness and risk management assessment to the Employer.
• Verify and recommend contractors’ applications for payment certificates.
• Verify and recommend contractors’ cost estimates and issue variation orders.

Worked on pre-contract and post contract projects (high rise buildings ‘commercial,
residential mixed use’, infrastructure drainage works, ports marine works and major
landscaping) as follows:
Pre Contract Projects:
• Qatar Navigation Tower, comprising 1 Basement, GF, 50 Floors and 2 Technical Floors
on top of the tower, and Multi-storey Car Park - West Bay, Doha, Qatar – worked closely
with the Project Managers, Prime Consultants and the Employer during the pre-contract
stage, in order to advise on the project cost in various stages, advise on procurement
strategies, preparation of Tender Documents, tender invitation letter, Tender Financial
Report, Letter of Award of Contract and Contract Documents for the Parties signatures.

• Umm Bab Residential Tower (Commercial Bank Residence), Residential tower,
comprising 2 Basement Level + GF + Mezzanine and 30 Floors at West Bay, Doha –
Preparation of Contract Documents. Contract, Price US $ 43 Million.
• Domestic Solid Waste Management Facilities, Doha, Qatar – Preparation of Post
Contract Consultancy and Quantity Surveying Services Tender Documents, Preparation
of Tender Report (technical and financial), and Preparation of Post Contract Consultancy
and Quantity Surveying Services Contract Agreement.
• The Gate Development Bid Package 1, comprising Piling, Excavation and Dewatering -
Preparation of Tender Documents, Tender Report and Contract Documents.
• The Gate Development - Preparation of Post Contract Consultancy Services Contract

• Gharrafa Sewerage Work Phases 2 & 3 for PWA, comprising 30 Kms of Sewage

• The Gate Development, Main Works, comprising 3 levels Basement as a Car Park, 4
levels Podium as a Shopping Mall, 3 Commercial Towers A1, A2 & B on top of the
Basements and the Podium, and the Gate (towers A1 & A2 join at levels 14, 15 & 16 to
form the Gate). The total built up area of the Development is 165,000 m2. Contract Price
US $ 200 Million.

1. Provide contractual & commercial and contract control support for the construction
stage of the project (s), and support to contractual issues on the FIDIC & PWA
form of contracts. Draft letters of invitation to tenders and LOI of Contracts,

Project (s) Senior Quantity Surveyor
Heading the QS Department. At that time, Sr. Projects QS means, managing all projects in
terms of all QS and Contracts Administration aspects and that includes pre & post contract
Worked on the following projects during pre and post contract:
Pre-contract Projects:
Prepared cost estimates, tender documents, final cost estimates, answer tenderers queries,
issue tender circulars and prepare tender reports.
• Al Mana Tower Complex, comprising twin 21 storey towers with podium, one office
tower and one residential tower.
• PS 32A Doha and Rayyan Sewage Pumping Station - Main Forwarding Building and
associated works.
• Abu Hamour PS Outfall for PWA,
• Diplomatic Area Drainage Network for PWA- Phase 1, and
• 17 Packages of Road Works in different areas of Qatar for PWA.
Post-contract Projects:
Worked on three major environmental engineering projects for PWA namely:
• Civil Project C675 – New Industrial Area Sewerage Network

• Civil Project C393 – Industrial Area Sewage Treatment Plant Works, the capacity of
which 12000 M3/day of TSE.
• Civil Project C621 – Diplomatic Area P.S. and Outfall
Duties and responsibilities:
• Review the Contractors’ contractual notices of claims and provide contractual
advice for the Engineer’s review, approval and/or determination.
• Scrutinising and evaluating contract claims, and preparing counter claims.
• Providing contractual advice and drafting contractual correspondence.
• Attending and participating in project progress meetings.
• Checking, certifying and issuing Payment Certificates.
• Preparing and issuing Variation Orders.
Dar Al-Handasah Consultants, Doha, Qatar – (June 2000 – May 2003)
Senior Quantity Surveyor
Involved from commencement until settlement of the final account for the Al Ahli Hospital
Project, which comprised a four storey main hospital building, two level car park building
and one level intermediate care department on top of the second level of the car park, five
storey building nurses residence, including infrastructure works and many other ancillary
buildings.
The total built-up area was approximately 44,000 m2
and the total area of the soft and hard
landscaping was approximately 37,000 m2
.
The final Contract value was approximately US$ 56 million over a period of 42 months.
Involvement and responsibilities were as follows:
• Scrutinising the Contractor’s claims for extension of time and assisting in the
preparation of counter claims, and recommend for the Employer review and
approval.
• Compiling and issuing variation orders.
• Verifying and certifying the Contractor’s interim payment certificates.
• Attendance and participation in project progress meetings.
• Assisting in preparation of the project monthly report.
• Monitoring the HSE issues on site, as per the Contractor’s HSE plan.
• Providing contractual advice to the project management team.
• Cost controlling in order to maintain the original contract price within the Employer’s
budget.
Midmac Contracting, Doha, Qatar (Sept. 1998 – June 2000)
Contracts Engineer
Worked from commencement of the Works until the settlement of the claims and final
account in construction of Oil & Gas Project “Dukhan Consolidated Upgrade Facilities
Project” located in Dukhan area for QP.

The scope of work included all civil and building works which comprised roads, fences,
bridges, culverts, crossovers, bund walls, equipment foundations, cable and pipe trenches,
pipe sleepers, pipe supports, pipe racks, substation buildings and structural steel buildings.
The EPC main contractor on this project was Petrofac International and the employer was
Qatar Petroleum.
The Contract was remeasured, and the final account value reached approximately US$24
million over a period of 16 months. Duties were as follows:
• Prepare and issue notices for claims and notification for variations.
• Participation in the project final claims preparation, as well as the negotiation and
settlement of the final account. Five claims were prepared and presented by me.
• Measurement of the executed works, preparation of interim payment certificates, as
well as subcontractors’ payments.
• Measurement and pricing of variation orders.
• Preparation of the project monthly financial and commercial report.
• Attendance of bi-weekly progress meetings.
Qatar Building Engineering Co. (QBEC) – (July 1995 – Aug. 1998)
Senior Quantity Surveyor
Worked as pre and post contract Senior Quantity Surveyor on major projects such as Al
Salam Towers, Al-Beda Tower Building and Doha City Centre.
Duties included:
• Preparation of estimates/tenders for major projects.
• Participation in the pre-construction meetings.
• Procurement of special construction and finishing materials.
• Drafting contract and subcontract agreements, as well as particular specification for
various projects.
• Preparing interim payment certificates and variation orders.
Nabih Azzam & Partners Chartered Quantity Surveyors, Jordan – (Oct. 1994 – July
1995)
Senior Quantity Surveyor
Worked as pre and post contract Senior Quantity Surveyor on three major projects (Astra
Plaza Building, Jordan Hospital and Jordan International Cigarettes Co.).

Dar Al-Handasah Consultants, Doha, Qatar – (June 2000 – May 2003) Senior Quantity Surveyor Involved from commencement until settlement of the final account for the Al Ahli Hospital Project, which comprised a four storey main hospital building, two level car park building and one level intermediate care department on top of the second level of the car park, five storey building nurses residence, including infrastructure works and many other ancillary buildings. The total built-up area was approximately 44,000 m2 and the total area of the soft and hard landscaping was approximately 37,000 m2 . The final Contract value was approximately US$ 56 million over a period of 42 months. Involvement and responsibilities were as follows: • Scrutinising the Contractor’s claims for extension of time and assisting in the preparation of counter claims, and recommend for the Employer review and approval. • Compiling and issuing variation orders. • Verifying and certifying the Contractor’s interim payment certificates. • Attendance and participation in project progress meetings. • Assisting in preparation of the project monthly report. • Monitoring the HSE issues on site, as per the Contractor’s HSE plan. • Providing contractual advice to the project management team. • Cost controlling in order to maintain the original contract price within the Employer’s budget. Midmac Contracting, Doha, Qatar (Sept. 1998 – June 2000) Contracts Engineer Worked from commencement of the Works until the settlement of the claims and final account in construction of Oil & Gas Project “Dukhan Consolidated Upgrade Facilities Project” located in Dukhan area for QP. 5

The scope of work included all civil and building works which comprised roads, fences, bridges, culverts, crossovers, bund walls, equipment foundations, cable and pipe trenches, pipe sleepers, pipe supports, pipe racks, substation buildings and structural steel buildings. The EPC main contractor on this project was Petrofac International and the employer was Qatar Petroleum. The Contract was remeasured, and the final account value reached approximately US$24 million over a period of 16 months. Duties were as follows: • Prepare and issue notices for claims and notification for variations. • Participation in the project final claims preparation, as well as the negotiation and settlement of the final account. Five claims were prepared and presented by me. • Measurement of the executed works, preparation of interim payment certificates, as well as subcontractors’ payments. • Measurement and pricing of variation orders. • Preparation of the project monthly financial and commercial report. • Attendance of bi-weekly progress meetings. Qatar Building Engineering Co. (QBEC) – (July 1995 – Aug. 1998) Senior Quantity Surveyor Worked as pre and post contract Senior Quantity Surveyor on major projects such as Al Salam Towers, Al-Beda Tower Building and Doha City Centre. Duties included: • Preparation of estimates/tenders for major projects. • Participation in the pre-construction meetings. • Procurement of special construction and finishing materials. • Drafting contract and subcontract agreements, as well as particular specification for various projects. • Preparing interim payment certificates and variation orders.
