PART I
INTRODUCING THE PROJECT
Problem Statement
The majority of adults (male and female) in the rural areas do not have the
literacy skills and functional skills require for survival and participation in the
development process. A survey carried out shows that a number of them who were
initially literate, after a while relapsed into illiteracy because there are no platforms
for them to match theory with practice.
Project Background
Adult education as an academic field of study is one saddled with the
responsibility of rebuilding the nation through the active process of sensitizing and
also equipping the adult citizenry of the nation with the right tools for sustainable
development. Adult educators are facilitators of change, and are hence referred to
as change agents.
However, a survey of the impact of adult education on development in
contemporary times leaves much to be desired. It is on this premise that I
document and submit this project proposal for due authorization and support. I,
under the umbrella and auspices of the department, in collaboration with other
departments from the university intend to teach for free, participants of the
programme, various entrepreneurial skills that will help supplement their sources
of income thereby reducing their dependency ratio and improve their standard of
living. A survey was carried out in three separate locations viz.; ‘Ibagwa’, ‘Opi’
and ‘Obimo’ which are autonomous communities in Nsukka Local Government
Area of Enugu state.
The data obtained from the survey shows that the most likely suitable
location for the project would be ‘Obimo’, hence I have chosen the community to
be the launching site of the project. With the influence of some of my trusted
friends and advocates who are natives of ‘Obimo’, mobilization in terms of man
power and accommodation has been taking care of. Notwithstanding, there are
other issues which if not properly tackled may hinder the success of the project.
The issues perceived to deter the project from achieving its set aims and objectives
include the following;
i. Inadequate funding,
ii. Low support services,
iii. Shortage of human; and
iv. Materials resources.
This project is new and may have several shortcomings; it is therefore, in
this regard, that I solicit for support and authorization.
Objectives of the Project
The objectives of this project are:
i. To provide participants with basic literacy, functional and entrepreneurial
skills which will enable them to participate effectively and benefit fully
from the development programmes organized for them by government
and development assistance agencies;
ii. To organize educational, social and economic activities for participants
from rural areas where they can learn and practice work skills to enable
them embark on income – generating projects;
iii. Availing them to the numerous opportunities inherent in their societies;
iv. Reducing the menacing rate of illiteracy among the people;
Expected Outcomes
i. At each stage of the project execution, detailed reports will be made on
project activities and research findings.
ii. It is expected that during the baseline survey, detailed demographic and
socio-economic data of the target groups, their literacy levels and socio-
economic problems will be identified.
iii. The project will provide vital information on daily life of different groups
of participants as regards the range of activities performed, their life
skills, the time demands of the various activities and the social
constraints faced by them in carrying out these activities.
PART II
PROJECT DESCRIPTION
Targetgroup
The project is for all adults, basically those who are deficient in literacy and
functional skills. The project will also cater for the needs of youths who are out of
school.
Implementation Strategies
The first part of the project will be the preparatory activities, which will be
followed by the training and teaching activities. The second part will be the
training activities and the development of educational/learning materials to respond
to identified learning needs and problems of the target group. The third part of the
project will be the teaching of the relevant literacy and functional skills to the
target group with the educational/learning materials developed.
Resources and Facilities
The project will use educational resources and facilities available in the
community. Literacy classes and functional skills training sessions will be run
simultaneously. Participants will choose their preferred classes based on their
needs. Instructional materials to be used will be borrowed from the department’s
library and returned at the completion of the project.
PART III
PROJECT ACTIVITIES
Five major projects activities are envisaged. These are as are follows:
a. Establishing an Organizational Structure for the Project
b. Project AdvocacyVisit
c. Assessment of Needs, Resources and Constraints
d. Development of Educational/Learning Materials
e. Teaching Literacy and Functional Skills Acquisition
Establishing an Organizational Structure for the Project
An organizational structure will be needed in order to determine who will
implement the activities as well as to identify members of the operational bodies
that will help to run the project. An awareness raising and public enlightenment
workshop will be organized.
Project Advocacy Visits
The project focal persons ill visit the local government officials, local
leaders and members of the community to brief them on the nature of the project
and to seek their participation and support as the case may be.
As the project continues, there will be regular visits to the project community and
notable personalities. Project participants will be trained to keep records of
relevant project events and activities. In this way, details of qualitative and
quantitative changes in the overall project goals will be identified for project
evaluation purposes.
Expected Outcomes from visitations and mobilization
The public will be sufficiently enlightened and mobilized about the project,
and highly motivated groups will be identified.
Needs Assessment
A survey of the needs and problems of the target population and the resources
available for and constraints against project implementation will be conducted. The
survey activities which will be carried out will include:
 Assessment of the demographic, socio-economic characteristics, educational
needs and problems of the population.
 Vocabulary search to identify key words used by the target population in
connection with the identified needs and problems.
 Literacy and functional skills.
 Standard of living of the average community members.
Data and Information Gathering Methods
The following methods were used in gathering information and data:
questionnaire, focus group discussion, participants’ observations, and structured
interviews.

Supervision
Members of the project team will supervise the teaching learning sessions and may
therefore have to visit three of the participants before the end of the project.
Review meeting will be held with the project assistants at least twice.
Evaluation
The project will be evaluated both formally and informally. Evaluation will be
carried out through measurements, questionnaires, focus group discussions,
observations and interviews. Also evaluation processes will be on a daily basis.
Process documentation as an action-research technique, will also be used.

PART I INTRODUCING THE PROJECT Problem Statement The majority of adults (male and female) in the rural areas do not have the literacy skills and functional skills require for survival and participation in the development process. A survey carried out shows that a number of them who were initially literate, after a while relapsed into illiteracy because there are no platforms for them to match theory with practice. Project Background Adult education as an academic field of study is one saddled with the responsibility of rebuilding the nation through the active process of sensitizing and also equipping the adult citizenry of the nation with the right tools for sustainable development. Adult educators are facilitators of change, and are hence referred to as change agents. However, a survey of the impact of adult education on development in contemporary times leaves much to be desired. It is on this premise that I document and submit this project proposal for due authorization and support. I, under the umbrella and auspices of the department, in collaboration with other departments from the university intend to teach for free, participants of the
  • 5. programme, various entrepreneurial skills that will help supplement their sources of income thereby reducing their dependency ratio and improve their standard of living. A survey was carried out in three separate locations viz.; ‘Ibagwa’, ‘Opi’ and ‘Obimo’ which are autonomous communities in Nsukka Local Government Area of Enugu state. The data obtained from the survey shows that the most likely suitable location for the project would be ‘Obimo’, hence I have chosen the community to be the launching site of the project. With the influence of some of my trusted friends and advocates who are natives of ‘Obimo’, mobilization in terms of man power and accommodation has been taking care of. Notwithstanding, there are other issues which if not properly tackled may hinder the success of the project. The issues perceived to deter the project from achieving its set aims and objectives include the following; i. Inadequate funding, ii. Low support services, iii. Shortage of human; and iv. Materials resources. This project is new and may have several shortcomings; it is therefore, in this regard, that I solicit for support and authorization.
  • 6. Objectives of the Project The objectives of this project are: i. To provide participants with basic literacy, functional and entrepreneurial skills which will enable them to participate effectively and benefit fully from the development programmes organized for them by government and development assistance agencies; ii. To organize educational, social and economic activities for participants from rural areas where they can learn and practice work skills to enable them embark on income – generating projects; iii. Availing them to the numerous opportunities inherent in their societies; iv. Reducing the menacing rate of illiteracy among the people; Expected Outcomes i. At each stage of the project execution, detailed reports will be made on project activities and research findings. ii. It is expected that during the baseline survey, detailed demographic and socio-economic data of the target groups, their literacy levels and socio- economic problems will be identified. iii. The project will provide vital information on daily life of different groups of participants as regards the range of activities performed, their life skills, the time demands of the various activities and the social constraints faced by them in carrying out these activities.
  • 7. PART II PROJECT DESCRIPTION Targetgroup The project is for all adults, basically those who are deficient in literacy and functional skills. The project will also cater for the needs of youths who are out of school. Implementation Strategies The first part of the project will be the preparatory activities, which will be followed by the training and teaching activities. The second part will be the training activities and the development of educational/learning materials to respond to identified learning needs and problems of the target group. The third part of the project will be the teaching of the relevant literacy and functional skills to the target group with the educational/learning materials developed. Resources and Facilities The project will use educational resources and facilities available in the community. Literacy classes and functional skills training sessions will be run simultaneously. Participants will choose their preferred classes based on their needs. Instructional materials to be used will be borrowed from the department’s library and returned at the completion of the project.
  • 8. PART III PROJECT ACTIVITIES Five major projects activities are envisaged. These are as are follows: a. Establishing an Organizational Structure for the Project b. Project AdvocacyVisit c. Assessment of Needs, Resources and Constraints d. Development of Educational/Learning Materials e. Teaching Literacy and Functional Skills Acquisition Establishing an Organizational Structure for the Project An organizational structure will be needed in order to determine who will implement the activities as well as to identify members of the operational bodies that will help to run the project. An awareness raising and public enlightenment workshop will be organized. Project Advocacy Visits The project focal persons ill visit the local government officials, local leaders and members of the community to brief them on the nature of the project and to seek their participation and support as the case may be.
  • 9. As the project continues, there will be regular visits to the project community and notable personalities. Project participants will be trained to keep records of relevant project events and activities. In this way, details of qualitative and quantitative changes in the overall project goals will be identified for project evaluation purposes. Expected Outcomes from visitations and mobilization The public will be sufficiently enlightened and mobilized about the project, and highly motivated groups will be identified. Needs Assessment A survey of the needs and problems of the target population and the resources available for and constraints against project implementation will be conducted. The survey activities which will be carried out will include:  Assessment of the demographic, socio-economic characteristics, educational needs and problems of the population.  Vocabulary search to identify key words used by the target population in connection with the identified needs and problems.  Literacy and functional skills.  Standard of living of the average community members.

Data and Information Gathering Methods The following methods were used in gathering information and data: questionnaire, focus group discussion, participants’ observations, and structured interviews. Review meeting will be held with the project assistants at least twice. Evaluation The project will be evaluated both formally and informally. Evaluation will be carried out through measurements, questionnaires, focus group discussions,
  • 15. observations and interviews. Also evaluation processes will be on a daily basis. Process documentation as an action-research technique, will also be used.
