1.Men and women who fear God.
The fear of the Lord is the beginning of wisdom :
and the knowledge of the holy is understanding.
Proverbs 9:10 KJV
2. Men and women who stand for truth.
Judges and officers shalt thou make thee in all
thy gates, which the LORD thy God giveth thee,
throughout thy tribes: and they shall judge the
people with just judgment. - Deut 16:18
3. Men and women who have leadership
abilities.
And thus did Hezekiah throughout all Judah, and
wrought that which was good and right and truth
before the Lord his God . - 2 Chron 31:20 KJV
4. Men and women who are not motivated by
greed. The prince that wanteth understanding is
also a great oppressor: but he that hateth
covetousness shall prolong his days.- Pro 28:16
5. Men and women who are learned and
skillful in governance and administration.
Thus saith the Lord, Let not the wise man glory in
his wisdom, neither let the mighty man glory in
his might, let not the rich man glory in his riches:
But let him that glorieth glory in this, that he
understandeth and knoweth me, that I am the
Lord which exercise lovingkindness, judgment,
and righteousness, in the earth: for in these
things I delight, saith the Lord. Jer 9:23-24 KJV
6. Men and women who understand.
And of the children of Issachar, which were men
that had understanding of the times, to know
what Israel ought to do; the heads of them were
two hundred; and all their brethren were at their

7. Men and women who have earned respect
and recognition and who can unite all our
people in one direction.
“…and known among your tribes…”
They should of course, be known; as being
respected and recognized. They should have
been “proven.”

8. Key Performance Indicator 1:
Knowledgeable about the laws of the land
Principal Law Governing Local Government
Units: The Local Government Code (R.A. 7160)
Enacted by Congress in compliance with the
mandate of Article X of the Constitution.
Fixes the structures, the powers, and the duties
of, and other matters relative to the functioning of
4 local government units (LGUs): (1) the
province; (2) the city; (3) the municipality, and (4)
the barangay.
9. Key Performance Indicator 2:
Competence Based Appointment
Appoints and install able and moral people
in key department positions;
in the legislation of moral laws, and
in the moral implementation of the law.”
10. Key Performance Indicator 3.
They should be available at all times.
Basic Constitutional Principle
Sovereignty resides in the people and all
government authority emanates from them.

11. Key Performance Indicator 4.
They should be working for people’s cause.
The Local Government Code (R.A. 7160)
Under Section 36. Assistance to People’s and
Non-Governmental Organizations.
LGUs are authorized - through their local chief
executive and with the concurrence of the
sanggunian concerned – to assist POs, and
NGOs financially or otherwise in their economic,
socially oriented, environmental or cultural
projects within their territorial jurisdiction.
OBJECTIVES of POs and NGOs working with
Government:
(1) delivery certain basic services;
(2) capability building and livelihood projects;
(3) develop local enterprises designed to improve
productivity and income;
(4) diversify agriculture;
(5) spur rural industrialization;
(6) promote ecological balance, and
(7) enhance the economic and social well-being
of the people.
12. Key Performance Indicator 5.
They should not be partial in making
judgments.

They should be fearless in character and
principle. Able Commander in Chief of Armed
Forces, PNP, Air Force, Naval Forces
Has there been any “fear of man” in their
judgments and dealings? Have they taken
matters into their own hands? “…the cause that
is hard for you, bring it unto me…” (Deut 1:17)
14. Key Performance Indicator 7.
Knowledge and Implementation of
Government Functions
The focus of its functions will be of the following:
a.) Policy setting, monitoring and assessment;
b.) Promotion and advocacy;
c.) Provision of information, or linkages or access
to markets, services and production inputs and
outputs;
d.) Provision of assistance and incentive that will
equalize and level the playing filed;
e.) Enforcement of appropriate rules and
regulations;
f.) Ensuring the provision of safety nets for
adversely affected population.
15. Key Performance Indicator 8.
Frugality and High Leverage Government
Operations
The government shall exercise prudence and
restraint in the use of its resources by prioritizing,
re-defining and focuses its role, interventions and
operations, in accordance with the principles

They should not approve or make ungodly or
unrighteous laws and policies.
