2. About
A few words about the tour in London
Who are the organisers ?
The 27th Région is at the origin the tour, and the agency User Studio has organised the pro-
gram. This program is co-financed by the european commission and by the attendees.
Who are the attendees ?
Half of them are elected people or civil servants for regional and local governments, in charge of
prospective, innovation, technology, social entrepreneurship, and local development.
One third comes from a think tank dedicated to technology, called Fing (Next Generation Internet
Foundation). The others works for companies such as Orange Labs.
What are they interested in?
Social innovation is mostly « social entrepreurship » in France. The activity dedicated to social
innovation and service design is more developped in UK and scandinavian countries than it is in
France : in schools, think tanks, gouvernments (local and national).
What are the values, the methods, the resultats of user-driven projects in UK ? How is social
innovation in UK now, with the crisis, as a method, a sector, a market, a know how ? How can
social innovation and design impact on policies ? What are the most interesting cases in the
fields of education, urban policy, employment, culture, etc ? What about social innovation during
the crisis, and what could be the future ?

8. Regional Council of Nord Pas de Calais

North Pas de Calais is a densely populated region with some 4 million inhabitants - 7% of Fran-
ce's total population, making it the fourth most populous region in the country - 83% of whom
live in urban communities. Its administrative centre is the city of Lille. The second largest city is
Calais which serves as a major continental economic hub with Dover, England of Great Britain
35 miles away and the white cliffs of Dover, England are visible from Calais on a clear day. Other
major towns include Valenciennes, Lens, Douai, Béthune, Dunkerque, Maubeuge, Boulogne-sur-
Mer, Arras, Cambrai and Saint-Omer.

9. Regional Council of Ile-de-France,

With 11.7 million inhabitants Île-de-France is the most populated region of France. It has more
residents than Austria, Belgium, Greece, Portugal or Sweden. It is the fourth most populous
country subdivision in the European Union after England (of the UK), North Rhine-Westphalia
and Bavaria (both of Germany). Economically, Île-de-France is the sixth richest region in the
European Union: in 2006 its total GDP as calculated by Eurostat was 462 billion at market
exchange rates,[1] nearly as large as the entire Dutch economy,[1] with a per capita GDP of
40,100 the same year (at market exchange rates, 170% of the European Union average).

10. Regional Council of Champagne-Ardenne,

Champagne Ardenne is located in the northeast of the country, bordering Belgium, and consists
of four departments: Aube, Ardennes, Haute-Marne, and Marne. The region is famous for its
sparkling white wine (champagne). Its rivers, most of which flow west, include the Seine, the
Marne, and the Aisne. The Meuse flows north. The population of Champagne-Ardenne has been
in steady decrease since 1982. With 1.3 million people and a density of 52/km_, it is one of
France's least populated regions.

11. Regional Council of Limousin
Location : Limoges

Famed for some of the best beef farming in the world, herds of Limousin cattle—a distinctive
chestnut red—are a common sight in the region. In addition to cattle, the region is also a major
timber producing area. The regional capital, Limoges, was once an industrial power-base, world-
renowned for its porcelain and is still a leader and innovator in electric equipment factories
(which used porcelain as an insulator originally). However, large factories are now few in number.
With a slowly rising population of just under 750,000, Limousin is the second least populated
French region in Metropolitan France after Corsica. There are fewer inhabitants in Limousin than
in the city of Marseille.
The population of Limousin is aging and, until 1999, it was declining. The Creuse department
has the oldest population of any in France. Between 1999 and 2004 the population of Limousin
increased slightly, reversing a decline for the first time in decades.

12. Regional Council of Bourgogne

Bourgogne (known as Burgundy) is famous for its wine. With a population of 1 631 000 in one
of the largest area in France, its density is low, and people mostly lives around the main
highways and infrastructures. Bourgogne is dependant from its neighbours, Ile-de-France (Paris)
and Rhône Alpes (Lyon). The population is older. Dijon and the metropolitan aera are the most
attractive places.

RATP (Régie Autonome des Transports Parisiens)
Major operator for public transportation in Paris and surroundings

The Régie Autonome des Transports Parisiens (RATP/Autonomous Operator of Parisian Trans-
ports) is the major transit operator responsible for public transportation in Paris and its surroun-
dings. It is under the authority of the Syndicat des transports d'Île-de-France (STIF), the Paris
region transit authority. Its operational divisions include the Paris Métro system (16 lines), part of
the RER, an extensive bus system, and three tram lines. It also operates the Montmartre funicu-
lar.
Currently, the RATP operate a multi-mode public transportation infrastructure. In Île-de-France,
the RATP operates buses, regional trains, trams and Métro services. In Germany, Italy, and the
USA, in association with their respective partners, the RATP operates and maintains regional
buses and trains. Noctilien is the network of night buses in the Île-de-France region.
Currently there are projects under way to create new light rail lines.

On the right side of Bordeaux, « Sur la rive droite » is a authority gathering the cities of Bassens,
Cenon, Floirac and Lormont. It’s goal is to develop a new social and economic development for
this cities, with a population of 66 000 inhabitants.
