Editor's Notes

  1. The 2008–2011 Australian Flexible Learning Framework Strategy has evolved over time: 1. (2000–2004) raised awareness of the potential of e-learning and built capacity across the sector. 2. (2005–2007) engaged directly with clients from key policy groups: youth, mature-age workers, industry, Indigenous communities, and learners with disabilities. 3. (2008–2011) will build on e-learning infrastructure, invest strategically in business-provider partnerships to use e-learning to improve industry skills, and empower learners in taking control of their learning. The last eight years have taken the Framework on a significant journey: from the first Framework in which the focus was on raising awareness of the benefits of e-learning and skilling VET practitioners in its implementation, to the second Framework with its focus on engagement with clients. In both cases the Framework kept a strong focus on building a national e-learning infrastructure of resources, standards and professional support for use by training organisations and practitioners. This new Framework Strategy is rather different: it’s about supporting businesses and organisations that share a vision for the future and have demonstrated a commitment to e-learning. It’s about looking to a future in which learning is tailored to learners who are more able to take control of their own learning, and teachers being effective managers of learning. It’s also about continuing to build and capitalise on the investment to date in infrastructure, and making use of the pool of knowledge and expertise that has been built through past Framework activities.
  2. The vision of the 2008–2011 Australian Flexible Learning Framework Strategy is to make e-learning an integral part of the national training system . A. Build on essential e-learning infrastructure - Access to learning and assessment resources - National e-learning resources - Standards for re-use of learning content - Managing learner information - New technologies to personalise learning - Access to e-learning knowledge B. Invest in business-provider partnerships - Business-provider partnerships - Industry-level change C. Invest in empowering learners - Increased demand from individuals for e-learning - A greater choice for learners - Increased participation by disadvantaged learners - Increased recognition of prior learning
