FPA INDIA REVEALS THE EFFECTS OF FAMILY PLANNING
IMPLEMENTATION IN INDIA
London Summit will bring Golden Moment to fulfill the need for contraception in India
June 8, 2012: The National Civil Society Consultation on Family Planning was held at New Delhi on June 8,
2012 at the India International Centre to deliberate on the outcome of state level workshops held in 13 Indian
states (Andhra Pradesh, Bihar, Chandigarh, Tamilnadu, Gujarat, Himachal Pradesh, Jammu and Kashmir,
Madhya Pradesh, Jharkhand, Odisha, Rajasthan, Uttar Pradesh, West Bengal) organized by the Family
Planning Association of India and its partners. The participation at these workshops included 448
representatives from civil society organisations, 167 government officials and functionaries and 35 other
participants including the media.
Key issues on the implementation of the Family Planning programme in India were discussed. Gaps have been
identified and recommendations made on policies and programmes impacting Family Planning, quality of
services, young people and their access to Family Planning resources, expansion of Family Planning access
through more choices, integration of Family Planning, Maternal Child Health (MCH) and HIV and Family
Planning through a gender and rights’ perspective.
According to Mr. Vishwanath Koliwad, Secretary General, FPA India “The main Idea behind National CSO
Consultation is to make significant contribution to the family planning programme in India. Through this we
want our voices to reach and reflect at the Global FPA Summit, which is scheduled in July, 2012 in London.”
The extensive state level consultations with various governmental, nongovernmental and civil society bodies
has provided incisive vista into the family planning programme and have come out with their
recommendations which was deliberated upon at the meeting with National level leaders in the field. The 13
state level extensive consultations have yielded interesting data that was discussed in detail at the meeting. In
India, inter-state variations are remarkable for various maternal and child health Indicators. Statistics of few
states are much higher than the national average while others are equal or lower than the national average.
Sharing their knowledge and views about the outcome of the State level consultations include: Mr. Tewodross
Melesse, Director General of the International Planned Parenthood Federation (IPPF), Mr. Manoj Jhalani, Jt.
Secretary of Health & Family Welfare (GOI), Ms Poonam Muttreja, Executive Director of Population
Foundation of India, Ms Anjali Sen, Regional Director of IPPF-South Asia Region, Mr. Billy Stewart, Senior
Health and AIDS Advisor of DFID, Ms Frederika Meijer, Country Representative of UNFPA, Ms Kerry Pelzman,
Director PHN of USAID, and Ms. Sujatha Natarajan, President, FPA India.

5. India continues to add about 18 million people per year because more than 50% of the population is in the
reproductive age group. There are an estimated 12.5 % women in India who want to delay or avoid a
pregnancy but are not using an effective method of family planning. Ms. Geeta Sen, Professor at the centre for
public policy, concluded.
India’s experience in the implementation of Family Planning especially by the civil society organisations shall
form a part of international Family Planning summit scheduled to be held in July 2012 in London. This
conference was the next big frontier in new policy paradigm as well as funding support. Hopefully, 2012 will be
a “Gold Moment” to fulfil the need for contraception, especially for women in developing countries.
The National Civil Society Consultation on Family Planning conference on June 8, 2012 would not have been
possible without the support of 9 partner CSOs, 6 partner networks, and 4 support partners for the FPA India.
