It gives us great pleasure, as FIFA President and chairman of the Organising
Committee for the FIFA World Cup⢠respectively, to welcome all media
representatives to the 20th
edition of FIFAâs flagship event in the home of the
five-time winners Brazil, some 64 years since it was last held here back in 1950.
The Braziliansâ happiness and famous passion for football, coupled with the
countryâs rich diversity of landscapes, colours and flavours, will make this World
Cup the only place to be for fans from all over the world. It will also be the
perfect stage for the media to capture the magic of our sport and to discover
even more about the country that gave football so many of its greatest players.
FIFA, the Local Organising Committee, the Brazilian federal government and the
Host Cities are all ready to welcome the world: 32 participating member
associations, international and national media representatives, volunteers,
dignitaries, guests and supporters who are excited to follow their favourite
players and watch outstanding matches in 12 top-class stadiums.
But the party could never be complete without the people who will experience
the World Cup through your stories of the events that happen on and off the
pitch. Knowing the importance and role of the media in this, our media team has
worked hard with the LOC to provide you with the very best infrastructure,
technology and media services, which have all been tailored to your needs to try
and make your job easier.
We trust that the final whistle of 2014 FIFA World Cup⢠will bring a feeling of
accomplishment to all those involved in making history in 2014, the year in
which the World Cup returned to the land of football.

Dear media colleagues,
It is our pleasure to welcome you to the 2014 FIFA World Cup Brazilâ˘.
We are looking forward to receiving you in the same hospitable way the
Brazilian people traditionally welcome their visitors. We are working hard to
make sure you are surrounded by the comfort, security and amenities you need
to carry out your work in perfect conditions.
On the pitch we will have 32 competing teams who earned their right to be at
the tournament, including all eight former winners of the most sought-after
trophy on the planet. The 12 modern venues, which have been either completely
renovated or built from scratch for the 2014 FIFA World Cup Brazilâ˘, will
provide the perfect stage for the lead actors, the best players in the world, but
also those who are reporting on their feats.
We are convinced the World Cup will be a wonderful spectacle and an
unforgettable experience for all the spectators watching the matches in the
12 new Brazilian stadiums. But it is through your work that the planetâs biggest
football tournament will reach billions of football fans the world over.
Those who were at the 2013 FIFA Confederations Cup Brazil can testify that it
was the best tournament in the history of the event. We firmly believe we will
make the 2014 FIFA World Cup⢠an unprecedented success, with the following
significant records auguring well for a memorable tournament: 11 million ticket
requests from all over the world, over 150,000 registered volunteers and 18,000
accredited journalists.

Introduction
Media accreditation is the guarantee of access of media professionals to
stadiums and to the areas where they will work, in accordance with a zoning
system. Please remember that media accreditation grants access to Stadium
Media Centres (SMC), but not automatically to media tribunes, mixed zones and
press conference rooms, or to photographer-only locations on the field of play.
To access these areas a Supplementary Access Device (SAD) is needed.

Lost or stolen media credentials
The loss of media credentials represents a potential security risk. The Local
Organising Committee (LOC) takes this issue very seriously and expects all
accredited media professionals to do the same. In case of lost or stolen
credentials, please proceed as follows:
Stolen Media Credentials
If credentials are stolen, the following steps should be taken:
Inform the police and complete a police report.
Deliver the police report to the accreditation centre manager.
Lost Credentials
If credentials are lost, the following steps should be taken:
Inform the accreditation department

Each request for credentials to be reprinted will be treated separately. The
decision to reprint or not shall be taken after consultation between the media
accreditation department and the accreditation centre manager.
The accreditation department of the Local Organising Committee (LOC)
will cancel the registration number of the lost or stolen credentials in the
accreditation system to prevent misuse.
Replacing a lost or stolen credential will require the payment of a processing fee
of USD 200 per credential.
Changes to Accreditation
In the case of any change to the applicant's information (such as a new passport
number) or if the applicant is unable to attend the 2014 FIFA World Cup
Brazil⢠and will be replaced by a colleague from within the same news
organisation, an alteration request must be submitted directly and exclusively to
media-accreditation@fifa.org

each host city.

Access to the different media areas is restricted to accredited journalists holding
a valid match specific SAD â Supplementary Access Device â such as a seat ticket
for the media tribune or an SAD for the press conference or mixed zone.
Media tribune
The list confirming ticket allocations is available on the FIFA Media Channel.
Match tickets (written press) are distributed in the Stadium Media Centre (SMC)
the day before the game from 16:00 and on match day until 90 minutes before
kick-off.
Non-collected tickets will be distributed to the media registered on the waiting
list. The waiting list is compiled in the match stadium only (not on-line), starting at
the same time as ticket distribution. The waiting list will be handled on a priority
and not a first come, first served basis. Check the FIFA Media Channel for further
details. The distribution of the tickets for a possible waiting list will begin
60 minutes before kick-off.
Tickets will only be distributed on a match-by-match basis.
The allocation of the tickets for a game is determined by different criteria (in
order): media of the two playing teams, media of the host country, media of the
other teams in the group, media of the other participating teams, rest of the
media. And for each country there are some priorities related to each media
organisation (in order): major national news agencies, national daily newspapers,
football magazines, national Sunday/weekly newspapers, football websites,
football specialist freelancers, sports websites, general websites, multi-sports
magazines, general interest magazines.
Media representatives holding a confirmed allocation for a particular match, but
who do not collect their ticket without having informed the Media Office (through
the Media Channel) will receive a warning on the first occasion. In case of a new
infringement, the journalist will no longer be entitled to further match tickets.
The media tribune will be equipped with TV monitors, power and free internet
access (cabled and WiFi).
A set number of photographer seats have been allocated in the tribunes. Tribune
photographers must show a valid media ticket to gain access to the media
tribune. They also must wear their bib in order to be identified as a professional
photographer. The photographer tickets have to be picked up at the photo
distribution desk in the SMC on match day.
In case a waiting list is implemented also for the photo tribune positions, this will
follow the same procedure as for written press above.
Please note that the ticketing system for Media Rights Licensees is different
from written press and the procedures above are not applicable.

Press Conferences
A press conference will be held after each match at the 2014 FIFA World Cup
Brazilâ˘. The coaches and the âFIFA Man of the Matchâ are required to
attend this conference. Members of the media will only be granted access to the
press conference room if they are in possession of an accreditation and a valid
SAD. The allocation of SADs are made on a match-by-match basis by the
FIFA Media Officers and distributed in the SMC (same schedule as for the match
tickets).
The press conference (approx. 15 minutes after the final whistle) will be
simultaneous and remote translated into English and Portuguese and the
languages of the teams playing.
Photographers are not allowed in the press conference room.
In addition there will be a Daily Media Briefing by FIFA and the Local Organising
Committee every day from 12 June until 13 July at 10:30. This briefing will take
place in the press conference rooms of the stadium in SĂŁo Paulo (12-13 June) or
Maracana (14 June-13 July). Please find further information (including special
topics, guests, additional press conferences) on the FIFA Media Channel.
All official press conferences and briefings will be streamed live on FIFA Media
Channel.
Mixed Zone
In this area, media representatives may conduct brief interviews with individual
players and coaches as the teams leave the stadium after the match. One part will
be reserved for print and radio journalists, another for TV reporters and ENG
crews. Access to the mixed zone will only be granted on presentation of a valid
SAD (same distribution as for the match ticket). FIFA Digital editors will also
collect statements in the mixed zone and publish them on FIFA.com.
Photographers are not permitted in the mixed zone.
Parking
Because of the limitation of the space areas media parking will be reserved in
priority to photographers who carry heavy equipment. There will be 150 parking
spaces for each game. The media parking will be activated on match day. All
other days parking access should not be restricted. Use of the media parking
requires a media parking pass.
Approved passes may be collected from the information desk in the SMC
according to the confirmed list, which will be published on the Media Channel.
A limited number of parking passes for other stadiums are available in each SMC,
for media travelling from one venue to the other to cover matches on
consecutive days.
Media representatives not allocated a parking permit should use public transport
and/or the free media shuttle service (timetable displayed in SMCs or Media
Channel).
22. Media Procedures

Training Sessions and Match day -1 activities
There are two types of team training sessions: official sessions at the match
stadium which will take place at MD-1 and regular team sessions which will take
place at the Team Base Camp or in some cases in the venue specific training
site, VSTS, when the teams arrive in the venue on MD-2.
The regular team sessions are under the responsibility of the Team Media
Officer. The sessions at the match stadium will be under the responsibility of
FIFA and OC media officers. All sessions (date, place, time) will be announced
on the Media Channel.
Official training sessions will be open at least for the first 15 minutes (which
could be extended upon the teamâs request). The decision is taken by the teams
and will be announced 24 hours prior to the session. In case of cancellation the
same will apply. All these sessions are open to all accredited media. The sessions
are followed by a press conference with the presence of the Head Coach and at
least one key player. In some occasions the press conference could precede the
training. Some sessions could be followed by a mixed zone activity.
To access the press conferences (and mixed zone if there is one) a SAD will be
needed if there is a high demand (one specific SAD for each team press
conference). The distribution will be in the SMC on the day (and at the
Broadcast Compound for TV and radio rights licensees). In this case all
information would be announced in due time on the Media Channel.
For the training sessions the following guidelines will be applied: photographers
(with bib), NRH (with bib and sticker on the camera) and Media Rights Licensee
TV crews (with bib) will work as on match day behind the goal lines and on the
opposite touch line (no exceptions). Interviews are not permitted and no media
can stay on the bench side or at the team entrance. All press, radio and TV
reporters will have to work from the Media Tribune (no exceptions).
Photographers
The photographers must first pick up their accreditation badge to get access to
the SMC. They will then receive a photo bib in the SMC they have declared on
the specific form filled on the Media Channel. They must wear their bib once
they enter the stadium. Photographers working on the pitch will require for each
match a pitch ticket with a seat number to be inserted in the specific pocket of
the bib. Only the bib together with the pitch ticket will provide photographers
with access to the dedicated pitch area.
The pitch tickets must be picked up on match day at a specific desk of the SMC.
They will be distributed starting 3,5 hours before kick-off.
Photographers will be divided into different priority groups and have the
opportunity to choose position according to this priority. More details regarding
the process will be available in the FIFA Media Channel.
A waiting list of photographers will be assembled for those matches which are
over-subscribed, on the basis of priority and not on the basis of first come, first
served. Photographers from this waiting-list will be issued tickets as from
60 minutes before kick-off. This applies also for any potential waiting lists for
tribune positions.
23. Media Procedures

The pitchside will be accessible 2 hours before kick-off right after the
photographers briefing which will take place -2.15 hours.
Photographers have to enter the pitch through a specific entrance which is
clearly marked. For team pictures before the match they have to follow the
advice of the FIFA Media Officers (FMOs) and Venue Press Officers (VPOs) and
have to take their seat immediately after both teams have left their photo
position to line up for the match.
Photographers on pitch level will have access to internet (cabled and WiFi).
It is strictly forbidden to walk on the field of play.
Photographers Guidelines
Each photographer accredited to the 2014 FIFA World Cup Brazil⢠will be is-
sued with a PHO accreditation badge and an orange photographerâs bib, both of
which are valid for the entire tournament. The bib must be worn, visibly, at all
times (even at training sessions on any site).
1. At each match, photographers will be selected to work on either the field or
in the tribune. In some matches, the number of requests could exceed the
number of places available, and some requests must be rejected. Thus to work
at any particular match, a photographer requires three items: accreditation
badge, bib and ticket.
2. Each photographer will have a numbered seat which needs to be kept at all
times during the match.
3. Photographers may only work in the zones reserved for them (and not in the
zones reserved for television cameras), unless expressly permitted by
officials.
4. In all stadiums photographers may also work on the far touch-line facing
the main TV camera.
5. Photographers will not be allowed to work from the touch-line on the side of
the team benches, apart from the FIFA photographers (wearing a red bib).
6. Photographers may never work in front of the advertising boards and
must not obstruct these boards in any way at any time.
7. Photographers must allow players sufficient room to take corner-kicks, as
directed by the referee or other FIFA officials.
8. Once the match has begun, photographers should not move from their
dedicated seat.
9. Photographers may move to the other end of the pitch for penalty
shoot-outs, as instructed by officials.
10. Flash photography during the game is not permitted. Monopods are
permitted, but not tripods.
11. Photographers may set up remote-control cameras in a designated area
between the goal-net and the advertising boards, but in such a way as not
to interfere with either. The equipment may not exceed the total height of
25 cm. The final decision on the placement of any remote-control cameras
shall be with the referee. Remote-control cameras may not be services
during the match, but only at half-time.

12. Approximately 15 minutes before each match and as instructed by offi-
cials, field photographers may come to the centre of the touch-line where
the teams will line-up for the national anthems and team photos. The teams
and referees will stand at a distance of approximately 10 metres from the
touch-line. After the national anthems, the teams shake hands and pose for
team group pictures at the same distance. This is followed by the toss of
coin.
13. Immediately after the coin toss, photographers shall disperse to their
respective working positions and not stop to take pictures of the team
officials or players on the benches.
14. At the end of each half, photographers shall remain behind their
respective goal-line until all players have exited from the field.
15. A certain number of seats have been allocated for photographers in the
media tribune at each match. Photographers selected to work in this area
will each receive a ticket with a seat number, which they are to occupy. They
may go to their allocated seats at any time they choose. They shall remain
seated throughout the match.
16. Accredited photographers are only permitted to work with still cameras.
There will be no exception. Not respecting these regulations breaks the 2014
FIFA World Cup Brazil⢠Terms & Conditions signed by each accredited
media and may lead to sanctions.
17. At no time â either before, during or after any match â may photo-
graphers enter the field of play for any reason. Neither may they enter the
dressing-rooms at any time, even if invited to do so by players or team
officials. Failure to respect this rule may lead to withdrawal of the photo-
grapherâs accreditation for the remainder of the competition.

Media Rights Licensees
Please note that the entire SAD system for Media Rights Licensees is different.
MRLs are requested to contact HBS for access to commentary positions,
observer seats, press conferences, mixed zones and parking.
Non-Rights Holders
On match days, accredited Non-Rights Holders (NRH) will not have access to the
stadium.
NRH will receive bibs and specific camera stickers from the FIFA Media Officers
in each of the venues. On non-match days, NRH must wear their accreditation
badge (and bib for those having access to the pitch). NRH can access all training
sessions (except those behind closed doors) and they can also access the Match
Day -1 training sessions and press conferences but subject to space availability.
In this case they would have to pick up a press conference SAD in the SMC.
The same rule applies for potential Match Day -1 mixed zone activities.

Each of the 12 FIFA World Cup⢠venues features a Stadium Media Centre, which
provides a work area and other services and facilities, such as a cafeteria and an
ATM machine, for members of the press. The media facilities at each stadium also
include a press conference room and a mixed zone, as well as a media tribune.

MEDIA PARKING AREAS (E5)
Media parking areas, defined as E5, are limited, and as a result priority will be
given to photographers needing to carry heavy equipment.
On matchdays access to the media parking area at each stadium will be
restricted to vehicles with a Parking Pass properly affixed to the front
windscreen (upper right corner, passenger side).

On non-matchdays the media parking area can be accessed by any vehicle
manned by an individidual in possession of valid media accreditation, until
such time as the capacity of the parking area is reached (entry based on order
of arrival). The exception is Curitiba, where no parking will be available on
non-matchdays. At this venue the streets around the stadium can be used for
parking, subject always to existing traffic laws.
Media parking areas will be in place throughout the operating periods of the
Stadium Media Centres.
Media parking areas will open 30 minutes before the Stadium Media Centres
open and close one hour after they close.
Media whose Parking Pass requests are approved should collect these from
a Media Centre in advance.
Parking Passes are not transferable. The use of a Parking Pass by anyone other
than the person to whom it was awarded is considered a serious offence.
There are two types of Parking Passes:
one for cars and one for vans (vans not available in Curitiba).
Important notes:
On non-matchdays in Rio de Janeiro and Sao Paulo the media will be able to use
parking area E2 on an exceptional basis. A map showing each parking area and
access routes will be distributed together with each Parking Pass.
Catering services
All media centres will provide a cafeteria for the exclusive use of accredited
media. This will function during the opening hours of the media centre, and will
offer water and non-alcoholic drinks, snacks, sandwiches, a lunch buffet on the
days before matchdays and on matchdays themselves. Gourmet options (frozen
dishes) will be available on other days. The service will be operated by outside
caterers. Cash and VISA credit and debit cards will be accepted. Receipts will be
issued for all purchases.
Cash machines
All Stadium Media Centres will provide an Itau ATM machine, where Itau account
holders can perform financial transactions. VISA credit card balance enquiries and
withdrawals can also be performed by both Itau and non-Itau account holders,
subject to authorization from the card holderâs financial institution. Itau account
holders will have access to all the facilities of each machine except Mastercard
credit card deposits and withdrawals. Brazilians or foreigners attempting to use
Mastercard or Union Pay credit cards will receive an error message, and can
instead purchase prepaid cards at VISA & Itau kiosks.
Camera repair service
A photographic equipment repair and loan service for accredited photographers
will be provided by a FIFA partner company at each Stadium Media Centre. These
will function on matchdays at each stadium throughout the operational
period of the Stadium Media Centre. They may also open on other days during
this period at the discretion of each partner company.

International Air Travel
Checkâin
Depending on the domestic airline, it might be possible to check in for your do-
mestic and international flights at the departure airport even if you are transiting
at another Brazilian airport. Please present your domestic and international tick-
ets at the check-in counter so that your luggage will be checked through.
In case this is not possible, you will claim your luggage at the transit airport
and do the check-in again.
You can do your check-in online in order to choose the preferred seat
on the plane.
Airport
With your media accreditation or media approval letter you will have access to
the preferential lane at check-in and to the fast track security check and
emigration counter. Follow the event signage.
Domestic air travel
Brazil has a dense domestic air travel network and a high frequency of flights
between the major cities.
All airlines feature an online web check-in facility
Liquids are not prohibited on domestic flights
At the airport, departure gates very often change without prior notice,
so please make sure that you are at the correct gate on time.
Not all airlines provide free catering on board, but you can purchase drinks
and food with credit card or cash.
Ground Transportation
In all Host Cities accredited media will have access to the Media Shuttle service,
which will provide transportation between Official Media Hotels and the Stadium
Media Centres (SMCs).
The shuttle service will work as follows:
1 - hour - intervals in non-match days
30 - minute - intervals in match days
The media shuttle service will start on the day of the opening of the Stadium
Media Centre and finish on the day when the SMC is closing. On a daily basis,
shuttles will be scheduled to be in time for the opening (09:00) and the last
shuttle will leave 15 minutes after the closing hour.

Online FIFA Media Channel
The FIFA Media Channel is the key tool for all accredited media representatives
at FIFA tournaments, including the 2014 FIFA World Cup Brazilâ˘. Media
representatives will find a full range of practical information such as updated
schedules of team training sessions, press conferences and more using this
online, password-protected service. FIFA have five persons based in the HQ to
ensure the information is accurate and up-to-date.
The FIFA Media Channel will also stream all official press conferences live. This
includes the daily media briefings held in the morning of each day in the press
conference room of the stadiums in SĂŁo Paulo (12-13 June) and Rio de Janeiro
(14 June-13 July).
FIFA media officers and LOC venue press officers
FIFA media officers (FMO, 2 permanent per venue and 2 additional per match)
and LOC venue press officers (VPO, one per venue with a deputy) are available
in each venue and will be responsible for smooth operations. In addition, more
than 60 media volunteers are appointed in each venue. The media operations
will be coordinated from the headquarters in Rio de Janeiro. All contact details

The 2014 FIFA World Cup Brazil⢠will be covered extensively on FIFA.com
(the Official Website of FIFA), m.fifa.com (FIFAâs mobile site), FIFAâs newly
launched app and through our social accounts on Facebook and Twitter to
provide a complete and interactive experience for football fans across the globe.
FIFA.com is available in the four official FIFA languages (English, German,
French and Spanish), as well as Arabic and Brazilian Portuguese, which also has
dedicated language-specific twitter accounts which can be found at @fifacom
and @fifaworldcup.
A dedicated on-site editorial team will provide extensive editorial coverage
ranging from exclusive interviews, complete player profiles, match previews,
match summaries, post-match quotes and analyses, feature stories, colour and
atmosphere pieces and much, much more.
FIFA.com will also offer users a daily live blog from Brazil, covering all aspects
of the tournament. During the matches fans will be able to enter FIFAâs Global
Stadium to #joinin and follow the action, plus share their excitement and World
Cup experiences. After the final whistle free video highlights of the 64 matches
will be available for users worldwide.
User interaction has become a huge focus for FIFA.com over recent years, and
fans will be able to connect with FIFA to discuss the happenings and all aspects
of football with tens of millions of fans through the website and social media.
For the first time at this FIFA World Cupâ˘, the FIFA App will be in operation
offering its users the ability to never miss a moment of the action, available to
download for free via the App Store or Google Play. The mobile version of the
site also keeps people updated on the move.
Four years ago, FIFA.com, the official website of the FIFA World Cupâ˘,
provided a fitting platform for the 2010 FIFA World Cup South Africaâ˘,
matching a successful tournament on the field with wide-reaching, innovative
coverage off it. Over 150 million unique users visited the site during the 31 days of
the tournament â three times as many as for the 2006 FIFA World Cup Germanyâ˘.

Broadcasting to the world
The global broadcaster community is looking forward to the 2014 FIFA World
Cup Brazilâ˘, and as such great preparation has gone into ensuring that a world
class product is delivered across the globe, with close to 3,000 professionals
will be involved in the multilateral production and services efforts. We are also
getting ready to welcome the largest broadcast community to Brazil, with well
over 10,000 accredited personnel from media rights licensees.
FIFA's long standing TV service provider HBS will again act as Host Broadcaster
for this event, ensuring production and delivery of an international TV signal at
the highest standard. All 64 matches will be produced in High Definition
standard 16/9 with the standard multilateral 29-camera plan implemented at the
2010 FIFA World Cup South Africa⢠being upgraded to a 34-camera plan.
Broadcasters in all territories hold the broadcast rights for the 2014 FIFA World
Cup Brazilâ˘, giving them the option of broadcasting full matches live and/or
delayed, as well as show highlights clips from all 64 matches right after the final
whistle. As always, there will be a large production planned for this event, with
3 games produced in 4K and more in 8K, as well as a comprehensive multimedia
content package which has been developed for the fans around the world,
where we expect a great take up of these services with large amounts of fan
interaction via social media.
FIFA will work closely with a number of providers â including HBS, DeltaTre and
the European Broadcasting Union â to ensure the delivery of a global broadcast
signal with world-class production values. An experienced team of directors,
cameramen, commentators and technicians will work in the stadia to provide
coverage of each match. This will then be distributed to the homes of billions of
viewers around the world via the International Broadcast Centre in the
Riocentro Exhibition Complex located in Barra da Tijuca, Rio de Janeiro.
A vast amount of additional programming around the matches will be produced,
putting the participating teams, the 12 Host Cities and the beautiful Host
Country of Brazil in the spotlight across the world, culminating in up to 5,000
hours of footage on the servers by the end of the event. Expectations are high
that the audience figures from the 2010 FIFA World Cup South Africa⢠can be
topped by the time the 2014 champion is crowned in Rio de Janeiro on the
13th
of July!
