Change to Third Party Services
• The intent of enabling the use of third party services is so
that DL students have access to educational services that
are not easily delivered through DL.
• A need to rationalize third party services and resource
credits with both Public and Independent DL schools
• Has been a source of pressure on schools – will reduce competition
• Will result in more resources that fall within the purview of the school
• Will remove financial incentives as a reason for enrolment
• Limit third party DL reimbursements to $300 per
FTE per year in grades K-12
• Not included are internet costs, special needs supplementary funding, career
technical centre program courses

 Except 1 centre all were very small programs with very few
adjustments
 Not ordinarily resident in BC
 Courses claimed more than once – continuation of learning in same
course

What District Staff did not know:
 Career Program Claims – who is eligible and what are the various
directives
 Work Experience – who is eligible, when to claim, and what are the
directives
 Provincial Letter Grades Order – District must have policy in place
aligning with this Order
 Ordinarily Resident in BC – only students who are ordinarily
resident in BC (with parent/legal guardian if school age) are eligible
for provincial funding. Districts must verify residency before
claiming funding.
HOW CHOSEN FOR AUDIT
 DL Centres are selected using a risk analysis selection
process including input from Ministry Executive, the Data
Management Unit and Learning Division program areas,
District staff, citizen queries, enrolment variables, as well
as previous audit outcomes and report recommendations

What’s in a name? Can we call it an Activation Assignment.
Yes, as long as the substantive student course activity meets the
DL Active Policy requirements. Reminder: 5% of course work,
not course mark.
Does 5% = 5 hours?
No. In the field we have identified students in the course
module but not undertaking work – they just log in. 5 hours
pass – no work done.
Will Auditors use a database for their reviews?
Yes, but data must be available to entire audit team and contain
all data not just a ‘created version’ for use during the audit.
Auditors will also require evidence verification if not readily
available in the database.

How long should we retain our student data?
At least two full reporting cycles, in order to verify that
claims with DL Funding Policy.
Who is considered a graduated adult?
According to the School Act Sec 82: completed the
requirements for graduation from a secondary or high
school in another jurisdiction.
5% substantive student course activity – What are auditors
looking for?
Verification that there is evidence of a minimum of 5%
of the course’s learning activities undertaken before the
Form 1701’s activation submission date.

• Preferred the blended aspects of the project for use with

  • 5. Legislation  Definition  Prior to February, 2013, only one enrolling school for K-9  Allows cross-enrolment in Grades 10-12  Working on implementation plans for cross enrolment K-12  Each Board requires a DL Agreement with the Ministry

Definition A method of instruction that relies primarily on indirect communication between students and teachers, including internet or other electronic-based delivery, teleconferencing, or correspondence.  takes place when a student is primarily at a distance from the teacher, whether at home or connecting from another facility.

Change to Third Party Services • The intent of enabling the use of third party services is so that DL students have access to educational services that are not easily delivered through DL. • A need to rationalize third party services and resource credits with both Public and Independent DL schools • Has been a source of pressure on schools – will reduce competition • Will result in more resources that fall within the purview of the school • Will remove financial incentives as a reason for enrolment • Limit third party DL reimbursements to $300 per FTE per year in grades K-12 • Not included are internet costs, special needs supplementary funding, career technical centre program courses

What District Staff did not know:  Career Program Claims – who is eligible and what are the various directives  Work Experience – who is eligible, when to claim, and what are the directives  Provincial Letter Grades Order – District must have policy in place aligning with this Order  Ordinarily Resident in BC – only students who are ordinarily resident in BC (with parent/legal guardian if school age) are eligible for provincial funding. Districts must verify residency before claiming funding.

HOW CHOSEN FOR AUDIT  DL Centres are selected using a risk analysis selection process including input from Ministry Executive, the Data Management Unit and Learning Division program areas, District staff, citizen queries, enrolment variables, as well as previous audit outcomes and report recommendations
  • 56. Q&As What’s in a name? Can we call it an Activation Assignment. Yes, as long as the substantive student course activity meets the DL Active Policy requirements. Reminder: 5% of course work, not course mark. Does 5% = 5 hours? No. In the field we have identified students in the course module but not undertaking work – they just log in. 5 hours pass – no work done. Will Auditors use a database for their reviews? Yes, but data must be available to entire audit team and contain all data not just a ‘created version’ for use during the audit. Auditors will also require evidence verification if not readily available in the database.
  • 57. Q&As, cont’d. How long should we retain our student data? At least two full reporting cycles, in order to verify that claims with DL Funding Policy. Who is considered a graduated adult? According to the School Act Sec 82: completed the requirements for graduation from a secondary or high school in another jurisdiction. 5% substantive student course activity – What are auditors looking for? Verification that there is evidence of a minimum of 5% of the course’s learning activities undertaken before the Form 1701’s activation submission date.
