 MILPERSMAN Art. 1160-030
 Purpose – To provide a personnel
  management program to control
  rating manning, reduce
  advancement stagnation, and meet
  end-strength requirements.

Definitions

 Rating – An occupational specialty
  that encompasses related
  aptitudes, training experiences,
  knowledge, and skills.
 Rate – Identifies personnel
  occupationally by pay grade.
 Rate Manning – Ratio of personnel
  in a rate to the career requirement
  for that rate.

 Active Military Service:
   All active duty (and active duty for
    training performed subsequent to
    9 August 1956) in the Army, Navy, Air
    Force, Marine Corps, and Coast
    Guard.
 Active Naval Service:
   All active duty (and all active duty for
    training performed subsequent to
    9 August 1956) in Navy.

 Military Service Obligation:
   MILPERSMAN 1133-010
   Must serve 8 years:
      Initial military service on or after
       01 June 84

 Professional Growth Criteria:
   MILPERSMAN 1160-030
   Must be met to establish reenlistment
    eligibility.
   Failure to meet professional growth
    criteria may result in denial of further
    extensions or reenlistment.

Professional Growth Criteria (cont.)
 First reenlistment the Sailor must be:
   Serving as a petty officer, or
   Serving in pay grade E-3, having passed
    an examination for advancement to pay
    grade E-4 and be currently recommended
    for advancement, or
   Have formerly been a petty officer in
    current enlistment and be currently
    recommended for advancement to pay
    grade E-4.

 High Year Tenure (HYT)
   MILPERSMAN 1160-120, NAVADMIN
    208/02, 160/03, 056/05, 210/08, and
    292/09.
   HYT is designed to control rating
    manning, reduce advancement
    stagnation, and meet end-strength
    requirements.
   Although these controls make some HYT
    waiver requests difficult for NPC to grant,
    there are situations where waiver
    requests are encouraged and fully
    considered.

High Year Tenure (cont.)
 Maximum years of active service:
   E-1s/E-2s cannot reenlist unless involved
    in special programs (HYT is 6 years).
   E-3s are eligible to reenlist/extend
    provided they have met the professional
    growth criteria:
      Continuation beyond 8 years of active
       naval or 20 years of active military
       service is not authorized.

 E-4 – 8 years of active naval service or 20 years of
    day-for-day active military service
   E-5 – max 14 years of day-for-day active military
    service (NAVADMIN 056/05)
   E-6 – max 20 years of day-for-day active military
    service
   E-7 – max 24 years of day-for-day active military
    service
   E-8 – max 26 years of day-for-day active military
    service
   E-9 – max 30 years of day-for-day active military
    service

 High Year Tenure – Waiver
  Requests:
   Not normally granted.
   CO must favorably endorse HYT
    waiver.
   Waivers on a case-by-case basis.

 High Year Tenure and Selection
  Boards:
   Personnel eligible for promotion to E-
    7, E-8, and E-9 in the HYT zone will
    have their record screened by the
    selection board concurrent with
    processing of their Fleet Reserve
    request, provided the HYT date is
    prior to the Limiting Date for the exam
    cycle.

 Critical/Shortage Skills:
   Most critical skills will be approved
    and have priority for reenlistment
    without regard to manning of
    associated rating.

(REGA)

 NAVADMIN for Rating Entry for General
  Apprentices (REGA) provides
  information on how to obtain rating
  availability for non-designated strikers.
 REGA is now incorporated in Fleet RIDE
  and the Career Opportunity Matrix

Extension of Enlistments
 Types (MILPERSMAN 1160-040):
   Conditional (NAVADMIN 007/09):
      Extensions are executed as prescribed
       and are for periods of 23 months or
       less. NAVADMIN defines newest
       guidelines.
   Unconditional (NAVADMIN 242/09
    effective 01 Oct 09):
      Extensions are executed as prescribed
       for periods of 24 months or more, not
       to exceed 48 consecutive months.

If the Sailor:
 Is UA on date enlistment would expire
 Deserts
 Extends benefit, but it is not received
 Is disenrolled from specialized course
 Reenlists
 Is not recommended for reenlistment
 Is found to be not physically qualified

OBLISERV To Train (OTT)
 MILPERSMAN 1306-106 & 1160-040
 This option is for those who have an
  NEC qualifying school en route, or are
  changing rate, and is limited to those
  Sailors who are NOT already SRB-
  eligible and whose EAOS (as
  extended) is prior to graduation date.
 In these situations, submit a
  NAVPERS 1306/7 requesting an OTT
  waiver.

Leave Sell-Back

 MILPERSMAN 7220-340 and DODFMR
  VOL 7A, Chap 35 (DFAS Item # 1-89)
 Monetary entitlement payable upon
  death, discharge, release from active
  duty, or date preceding the effective
  (operative) date of a first extension of
  enlistment.
 Lump Sum Leave (LSL):
   60 days max in a career
   No longer required to reenlist within 90
    days of EAOS

  • 7. Reenlistments and Extensions Reenlistment Quality Control  MILPERSMAN Art. 1160-030  Purpose – To provide a personnel management program to control rating manning, reduce advancement stagnation, and meet end-strength requirements. 7
  • 8. Reenlistments and Extensions Definitions  Rating – An occupational specialty that encompasses related aptitudes, training experiences, knowledge, and skills.  Rate – Identifies personnel occupationally by pay grade.  Rate Manning – Ratio of personnel in a rate to the career requirement for that rate. 8

Reenlistments and Extensions Definitions (cont.)  Active Military Service:  All active duty (and active duty for training performed subsequent to 9 August 1956) in the Army, Navy, Air Force, Marine Corps, and Coast Guard.  Active Naval Service:  All active duty (and all active duty for training performed subsequent to 9 August 1956) in Navy. 9
  • 10. Reenlistments and Extensions Eligibility Factors  Military Service Obligation:  MILPERSMAN 1133-010  Must serve 8 years:  Initial military service on or after 01 June 84 10
  • 11. Reenlistments and Extensions Eligibility Factors (cont.)  Professional Growth Criteria:  MILPERSMAN 1160-030  Must be met to establish reenlistment eligibility.  Failure to meet professional growth criteria may result in denial of further extensions or reenlistment. 11

Professional Growth Criteria (cont.)  First reenlistment the Sailor must be:  Serving as a petty officer, or  Serving in pay grade E-3, having passed an examination for advancement to pay grade E-4 and be currently recommended for advancement, or  Have formerly been a petty officer in current enlistment and be currently recommended for advancement to pay grade E-4. 12

Reenlistments and Extensions Eligibility Factors (cont.)  High Year Tenure (HYT)  MILPERSMAN 1160-120, NAVADMIN 208/02, 160/03, 056/05, 210/08, and 292/09.  HYT is designed to control rating manning, reduce advancement stagnation, and meet end-strength requirements.  Although these controls make some HYT waiver requests difficult for NPC to grant, there are situations where waiver requests are encouraged and fully considered. 13
  • 14. Reenlistments and Extensions Eligibility Factors (cont.) High Year Tenure (cont.)  Maximum years of active service:  E-1s/E-2s cannot reenlist unless involved in special programs (HYT is 6 years).  E-3s are eligible to reenlist/extend provided they have met the professional growth criteria:  Continuation beyond 8 years of active naval or 20 years of active military service is not authorized. 14

High Year Tenure (current limits):  E-4 – 8 years of active naval service or 20 years of day-for-day active military service  E-5 – max 14 years of day-for-day active military service (NAVADMIN 056/05)  E-6 – max 20 years of day-for-day active military service  E-7 – max 24 years of day-for-day active military service  E-8 – max 26 years of day-for-day active military service  E-9 – max 30 years of day-for-day active military service 15
  • 16. Reenlistments and Extensions Eligibility Factors (cont.)  High Year Tenure – Waiver Requests:  Not normally granted.  CO must favorably endorse HYT waiver.  Waivers on a case-by-case basis. 16

Reenlistments and Extensions Eligibility Factors (cont.)  High Year Tenure and Selection Boards:  Personnel eligible for promotion to E- 7, E-8, and E-9 in the HYT zone will have their record screened by the selection board concurrent with processing of their Fleet Reserve request, provided the HYT date is prior to the Limiting Date for the exam cycle. 17
  • 18. Reenlistments and Extensions Eligibility Factors (cont.)  Critical/Shortage Skills:  Most critical skills will be approved and have priority for reenlistment without regard to manning of associated rating. 18

Reenlistments and Extensions Rating Entry for General Apprentices (REGA)  NAVADMIN for Rating Entry for General Apprentices (REGA) provides information on how to obtain rating availability for non-designated strikers.  REGA is now incorporated in Fleet RIDE and the Career Opportunity Matrix 19
  • 20. Reenlistments and Extensions Reentry (RE-CODES)  Reentry (RE-CODES) Reference:  BUPERSINST 1900.8 (Encl 3)  MILPERSMAN 1160-030  Separation Codes:  Based on type of separation. 20

Reenlistments and Extensions Extension of Enlistments  Types (MILPERSMAN 1160-040):  Conditional (NAVADMIN 007/09):  Extensions are executed as prescribed and are for periods of 23 months or less. NAVADMIN defines newest guidelines.  Unconditional (NAVADMIN 242/09 effective 01 Oct 09):  Extensions are executed as prescribed for periods of 24 months or more, not to exceed 48 consecutive months. 24

Reenlistments and Extensions OBLISERV To Train (OTT)  MILPERSMAN 1306-106 & 1160-040  This option is for those who have an NEC qualifying school en route, or are changing rate, and is limited to those Sailors who are NOT already SRB- eligible and whose EAOS (as extended) is prior to graduation date.  In these situations, submit a NAVPERS 1306/7 requesting an OTT waiver. 27

Reenlistments and Extensions Leave Sell-Back  MILPERSMAN 7220-340 and DODFMR VOL 7A, Chap 35 (DFAS Item # 1-89)  Monetary entitlement payable upon death, discharge, release from active duty, or date preceding the effective (operative) date of a first extension of enlistment.  Lump Sum Leave (LSL):  60 days max in a career  No longer required to reenlist within 90 days of EAOS 28
