  Enlisted (Field) Service Record (FSR).
 IDENTIFY the pages of the FSR most used
  by the Command Career Counselor (CCC).
 IDENTIFY the signature requirements on
  certain FSR documentation.
 LIST the FSR documents requiring
  citizenship entries.

  members in the absence of a mutual
  agreement or court order.

   Upon Sailor’s transfer.
   Upon Sailor’s arrival at final
    destination.
   Prior to disposal.

    training ICO inactive enlisted Navy
    reservists.

ESR and Military Compensation Enabling Objectives Upon successful completion of this topic, the trainee will be able to:  IDENTIFY the composition of the Navy Enlisted (Field) Service Record (FSR).  IDENTIFY the pages of the FSR most used by the Command Career Counselor (CCC).  IDENTIFY the signature requirements on certain FSR documentation.  LIST the FSR documents requiring citizenship entries. 2

ESR and Military Compensation Enabling Objectives (cont.)  IDENTIFY FSR general filing information.  IDENTIFY the times when the FSR is required to be verified.  LIST the contents of the Performance Summary Record.  IDENTIFY when the Board for Corrections of Naval Records is used and the form required to be submitted. 3

ESR and Military Compensation MILPERSMAN 1070-100, General Filing  The documents are listed in the “Filing Order” and are authorized to be filed in the FSR.  Additional documents deemed necessary by the command may also be filed on the left side of the FSR above the separator, latest date on top. 18
  • 19. ESR and Military Compensation MILPERSMAN 1070-100, General Filing (cont.)  Rule:  Birth certificates, marriage licenses, divorce decrees, wills, or other documents of a personal nature are NOT filed in the FSR. 19

ESR and Military Compensation MILPERSMAN 1070-200, Verification of FSR  The FSR shall be verified:  Upon Sailor’s transfer.  Upon Sailor’s arrival at final destination.  Prior to disposal.  Upon immediate reenlistment.  Prior to departure to active duty for training ICO inactive enlisted Navy reservists. 20

ESR and Military Compensation MILPERSMAN 7220-020/DOD Form 7000.14, Cumulative Service for Pay  Pay Entry Base Date (PEBD): Date from which cumulative service for pay is calculated.  YY MM DD format.  Subtract PEBD from today's date to determine cumulative service and add one day Inclusive Date Rule (IDR): TODAY’S DATE 050713 - PEBD -790310 260403 + 01 (IDR) 260404 25
