1. OVERVIEW OF THE VIETNAM ICT MARKET


1.1 Industry Overview

Vietnam’s strong economic growth, ongoing economic reforms, and a large young
population combine to create a strong demand for new technology.


This, alongside the country’s accession into the WTO early in 2007 has increasingly
attracted foreign    direct   investment   into       the country,   significantly increasing   the
communication needs of enterprises being set up. The current information and
communications technology (ICT) market is worth USD4.9 billion with an estimated CAGR of
8.4 per cent to 2011 (Source: Report on Vietnam ICT 2010).


The Vietnamese government has a strong commitment to develop its ICT industry
particularly in software production, internet infrastructure, IT education promotion and human
resources development. Telecommunications and related industries are currently among of
the fastest growing areas, and Vietnam's telecommunications sector was rated by the
International Telecommunication Union as the second fastest growing market in the world
after China.


Series of software industrial zones were established in many provinces especially in big
cities like Hanoi, Ho Chi Minh City and Da Nang. Many big international electronic and
telecommunications groups have invested in Vietnam such as Alcatel, Siemens, NEC, LG,
Canon and others.


ICT applications are now implemented in economic, social, management, manufacturing
activities and in all public and private sectors, individual and organization, society and family.



Besides that, ICT human resources (HRs) for application and development are enhancing in
both quality and quantity, structure of human resources has been changed to increase high
quality and new technology labor. Vietnam ICT Industry consists of Telecommunication
Industry, Software Industry, Hardware industry and Digital Content Industry.

1.1 Market Snapshot


The Vietnamese IT market also can be segmented into three sectors: hardware, software
and services. The IT hardware market encompasses IT equipment and devices, ranging
from desktops, laptops, servers to all computer components and peripherals. The IT
software market includes a wide variety of software, including office software, operating
systems, anti-virus software, Internet software, graphic design software, and network and
enterprise software. The IT service market comprises personal computer services (rental,
repair, maintenance, system consultancy and design) and IT training.

In 2006, The International Telecommunications Union (ITU) listed Vietnam’s ICT market as
one of the fastest growing markets in the world. Vietnam has a population of 84 million but
only around 10 percent of the population possesses mobile phones.

However, in the year of 2007, there was a 70 percent growth in total number of people
possessing mobile phones, showing the huge potential of the Vietnam ICT market.

What’s more, with Vietnam’s entry to World Trade Organization (WTO) since January 2007,
foreign investors are allowed to hold a maximum of 49 percent share of a joint venture
company in the telecom industry.

Overseas enterprises therefore can penetrate the Vietnam ICT market by forming joint
ventures with local enterprises, which will undoubtedly accelerate the development of the
Vietnam ICT market and connections to the international market more effectively.

1.2 Government Strategies

In October 2010, Vietnam Ministry of Information and Communications is expected to
complete a Government strategy to upgrade the country’s information technology (IT)
infrastructure by 2020. The strategy is aimed to increase total revenue of the IT sector as a
percentage of GDP from between 17 to 20 percent and, in the long-term, increase the
information communication sector’s contribution to the GDP to between 20 and 23 percent.


The ministry has outlined six phases of implementation:


              To continue developing and improving telecommunications infrastructure;
              To extend access to telephones, audio-visual equipment and computer
               systems nationwide;
              To develop IT applications in State-run agencies;

   To develop IT solutions that serve the daily needs of the people: to develop
              an IT-skills base in the labour market: and to support international IT
              cooperation.

1.3 Goal and Objective to 2020

       To 2010 : Vietnam will be at the upper average level in the ASEAN countries
       in terms of information society
       To 2010: Vietnam will become one of advanced country in ASEAN in ICT
       development and application

  Number of Internet users in Vietnam increased nearly 10.9 percent over the past ten
  years, reported Thanh Nien news. Quoting statistics from InternetWorldStats.com and
  Cimigo, the newspaper reported that one-third of the Internet users were students, while
  white-collar workers accounted for 40 percent. Cimigo’s survey of nearly 3,000 Internet
  users from six cities and provinces like Ho Chi Minh City and Hanoi showed that two-
  thirds accessed the net every day for around two hours and 20 minutes on weekdays,
  and a little less time during the weekends the paper added. (Source: www.Business-in-

  In particular, the extremely rapid growth of the Internet has contributed significantly to the
  market demand growth in IT hardware and software. According to Vietnam Internet
  Network Information Centre, the number of users up to December 2010 is 26,784,035.

3. IT SECTOR

      During 2000 – 2009, the annual growth rate of IT industry is 20% – 25%, in which
      hardware industry is dominant. From the above table, we can see that its revenue is
      accounting for approximately 75 per cent of the total revenue of IT industry. However,
      software and digital content industry are developing fast. In 2009, digital content
      industry is growing fiercely, increased 56.81 per cent against up 2008 and software
      industry also increased 25 per cent against up 2008.

      According to the government software outsourcing industry development goals, the
      industry should achieve a 35-40 percent growth rate with sales of US$800 million per
      year by 2010. From the table above, workers in the software industry now the
      highest pay in the ICT industry and is continue to increase rapidly.

4. APPLICATION OF ICT


4.1 Public sector

With a total of about 7,000 Government agencies and 30 percent of the total national IT
spending, the Government sector presents numerous sales opportunities for IT hardware
and software. The GVN is actively promoting and implementing e-government to become
more efficient and effective in its governance. Major consumers of IT hardware and software
in the Government sector include the Government Office; People’s Committee Offices at
provincial, city and district levels; Customs agencies at national, provincial and municipal
levels; Tax agencies at national, provincial, municipal and district levels; and Ministry of
Planning and Investment as well as Departments of Planning and Investment at provincial
and municipal levels.

4.2 Private sector

IT application are mainly to support basic business activities (Accounting, HR, websites).
The level of IT application in private sector is much higher than government.

With a community of approximately 400,000 businesses and 60 percent of the total IT outlay,
the private sector is a major consumer of IT hardware and software. On one hand, many
large local companies and multinationals are spending more money on upgrading their IT
hardware and software. On the other hand, the SMEs, which account for about 95 percent of
the total number of businesses in Vietnam, are increasing their investment in IT hardware
and software in order to become more efficient and competitive.

5. HARDWARE INDUSTRY IN VIETNAM

   According to Ministry of Information and Communicaion’s report, in 2009, total turnover
   from hardware reached up to over US$4 billion, up eight times from 2000. Products of
   hardware sector are in the top exports of Vietnam in many last years. In 2009, Vietnam
   exported US$3.37 billion of products of hardware sector to 35 countries, in which main
   products are computers, spare parts and electronic products and telecommunication
   equipments

   The hardware sector has so far lured over US$5.7 billion in FDI, including those of big
   names like Intel, Samsung, Canon, Nidec, Compal, Fujitsu, Foxconn. They also are the
   key players in Vietnam’s ICT industry.

6. SOFTWARE INDUSTRY IN VIETNAM

  The Software Industry is an important industry of the Information Technology (IT). The
  Software Industry includes activities of manufacturing, trading and providing software
  services. The software industry is a new economic branch with high added value and
  great prospect. In addition Vietnam’s software market is developing rapidly and is
  offering good investment potential for investors.

  Vietnam’s software industry has been growing 35 percent annually in the last 10 years.
  The revenue of this market reached to US$850 million and exported US$340 million in
  2009. Currently, Vietnam has more than 1,000 software companies employing about
  64,000 people; and over 200 companies, with average size of 150-200 employees,
  engaged in software outsourcing services. There were two businesses that achieved
  CMMI level 5 certification, and dozens of companies have CMM-4, CMM or ISO-9001-3.
  There are some companies with more than 1000 employees, such as FPT software, FPT
  Information Systems, TMA, PSV, etc. Software applications focused on electronic
  entertainment, value-added services on the Internet and mobile networks are the current
  focus.

  Vietnam is emerging as destination for software outsourcing. Vietnam is now one of the
  10 most attractive global services location in the world. Many reports noted that
  Vietnam's software processing industry is growing rapidly. Vietnam's position was up
  nine rankings compared to the group's rating in 2007. While India continues to top the
  lists, followed by China, Malaysia and Thailand.

  Vietnam is emerging as the destination for the software outsourcing:

   Gartner selects Vietnam in 10 leading locations for offshore services in Asia/Pacific
     and Japan region in 2010.
   A.T. Kearney lists Vietnam is the top 10 for Global Services Location Index of 2009.
   KPMG selects HCM City as location to watch for the next outsourcing boom (Feb
     2009)
   Tholons (2007, 2008, 2009) selects HCM City in the top 10 of emerging market for
     software outsourcing.

Vietnam was the first choice of Japanese companies seeking foreign partners for
software outsourcing orders, according to a survey by the Japan Information Technology
Services Industry Association in 2009.

Local software businesses perform all kind of software outsourcing services, but most
orders they receive are related to software testing and data entry. Specialist in this field
actually wanted high-level orders, but the country's current capacity does not allow them
that. According to the government’s software outsourcing industry development goals,
the industry will achieve a 35-40 percent growth rate with sales of US$800 million per
year in 2010. The goal aims to make Vietnam one of the 15 most developed software
outsourcing industries in the world.

A Decision was issued by Prime Minister 50/2009/QD-TTg on 4/29/2009, "Regulation on
Management & Development Program of the software industry and the development
program of the digital content industry in Vietnam" in order to remove obstacles and
promote the implementation of development programs and software. According to the
latest report of IMT Solutions Company, one of the leading ICT services companies in
Vietnam, Vietnam is now in the top 3 fastest growing telecom market in Asia. The key
players in telecom industry are Vinaphone, Viettel, Mobilephone. Its revenue reached to
US$6.87 billion with growth rate of 33 per cent in 2009.

7. HUMAN RESOURCE IN VIETNAM ICT

   Even though Vietnam's ICT industry is growing at the rapid rate, the challenge is the
   human resources shortage in the field. According to the government, Vietnam would
   spend about VND900 billion (US$50.54 million) on training human resources of IT in the
   next five years. By 2015, Vietnam expects to have 600,000 IT experts, and the figure is
   expected to be up to one million in 2020.

   However, as the graph below showed, the number of the schools stayed the same in
   2008 and 2009; while number of students enrollment is increased.

Vietnamese Government also has programs, plans to develop the human resources in ICT
sector such as Plan on development of Vietnam’s Information Technology Human
Resources up to 2020 or The master plan on development of Information Technology
Human Resources to 2015 and orientations towards 2020 by Prime Minister. Government’s
HR development plan aims to have 1 million IT workforce by 2020, 80 per cent of IT
graduates will be well trained in profession and language to meet the international standard.
Vietnam will continue to open for foreign training centers and universities to set up in
Vietnam to address the growing market.

8. OPPORUNITIES FOR MALAYSIAN EXPORTERS


1.1 Observations and Opportunities for Malaysian Exporters

Vietnam is one of the fastest growing ICT markets. The Vietnamese IT market is estimated
to grow at a compound annual growth rate (CAGR) of 12% over the 2011-2015 period as per
BMI’s estimate. According to the government, Vietnam will spend about VND900 billion
(US$50.54 million) on training human resources of IT in the next five years. By 2015,
Vietnam expects to have 600,000 IT experts, and the figure is expected to be up to one
million in 2020.


Vietnamese Government also set up the development plan of its ICT sector with the vision of
2015 and 2020. With a young and dynamic population, competitive costs and a strong
encouragement and motivation from Vietnamese Government to develop its ICT industry,
Vietnam is making favourable conditions for foreign investors in this sector. Malaysian
investors should consider to explore this potential market.


Compared to other developed market in Asean, Vietnam is one of the most attractive,
especially its IT outsourcing. Ha Noi and Ho Chi Minh is in the list of top 50 emerging global
outsourcing cities. Ho Chi Minh City ranked 5th and Hanoi City ranked 10th in the IT
outsourcing in 2009. Ho Chi Minh City is recognized as the established global outsourcing
city for Product Development and Software Testing.


Vietnam was the first choice of Japanese companies seeking foreign partners for software
outsourcing orders, according to a survey by the Japan Information Technology Services
Industry Association in 2009. Software services and digital content industry including mobile
equipment, e-newspaper, online databases, and online games are forecasted to be the
fastest growing areas.


Furthermore, with the strong reform strategies proposed by the government, not only the
state owned enterprises and government agencies are bound to apply IT in management in
order to improve their efficiency, but also local businesses are strongly increasing its need
for IT solutions to improve business process and operation efficiency.


Products of ICT sector are always in the top ten of items that Vietnam imports annually. And
Malaysia is also in the top of countries that Vietnam has imported a big value of ICT

products from, especially Computers, electronic products, parts and accessories. In recent
years, Vietnam imported ICT products mainly from China, Singapore, Japan, Malaysia.


After the economic recession of the last two years, Vietnamese consumers are now more
confident   about   their    personal   future    finances.   It   can   be    clearly   seen    that
telecommunications is booming in big cities such as Ho Chi Minh City and Hanoi, with the
introduction of more advanced phones, mobile software and attractive plans from operators.


Moreover, “Made in Malaysia” electronic products are popularly displaying at many
electronic supermarkets. The quality of these products are evaluated relatively high by
Vietnamese consumers. This will be a great opportunity for Malaysian exporters to further
promote its ICT products to Vietnamese market.

Vietnam is considered a politically and socially stable country. Vietnam steady steps forward
in international integration include expanding markets, developing trade relation with almost
all countries in the world, becoming an important ASEAN member, participating in AFTA and

Even with the fast pace growth in the ICT sector, Vietnam still faces some serious
challenges. Among them:


       a)      Vietnam's IT industry is hardware-focused, largely due to widespread
       software piracy, and the lack of effective intellectual property protection in the
       country. The Business Software Alliance put Vietnam's software piracy rate last year
       at 90 percent.

b)     Vietnamese companies gain greater awareness of the need for security. The
market needs to be educated on the importance of security and availability. The
sense of technical discipline is not as good as it should be.




c)     The need to improve companies' access to capital. Vietnam unlike much of
SE Asia has good access to venture capital but capitalization of many IT companies
in Vietnam is limited.


d)     Firms also need to spend more time on specializing in specific areas of
software development, and it has been suggested that they increase advertising
budgets in order to build relationships with larger companies.


e)     Vietnam needs other institutions to support the market, including insurance,
security, co-author and technology consultancy firms.


f)     Corruption and bureaucracy in investment and basic capital construction
could also be considered as a serious challenge to the technology market.

OVERVIEW OF THE VIETNAM ICT MARKET 1.1 Industry Overview Vietnam’s strong economic growth, ongoing economic reforms, and a large young population combine to create a strong demand for new technology. This, alongside the country’s accession into the WTO early in 2007 has increasingly attracted foreign direct investment into the country, significantly increasing the communication needs of enterprises being set up. The current information and communications technology (ICT) market is worth USD4.9 billion with an estimated CAGR of 8.4 per cent to 2011 (Source: Report on Vietnam ICT 2010). The Vietnamese government has a strong commitment to develop its ICT industry particularly in software production, internet infrastructure, IT education promotion and human resources development. Telecommunications and related industries are currently among of the fastest growing areas, and Vietnam's telecommunications sector was rated by the International Telecommunication Union as the second fastest growing market in the world after China. Series of software industrial zones were established in many provinces especially in big cities like Hanoi, Ho Chi Minh City and Da Nang. Many big international electronic and telecommunications groups have invested in Vietnam such as Alcatel, Siemens, NEC, LG, Canon and others. ICT applications are now implemented in economic, social, management, manufacturing activities and in all public and private sectors, individual and organization, society and family. Besides that, ICT human resources (HRs) for application and development are enhancing in both quality and quantity, structure of human resources has been changed to increase high quality and new technology labor. Vietnam ICT Industry consists of Telecommunication Industry, Software Industry, Hardware industry and Digital Content Industry. 1
  • 4. 1.1 Market Snapshot The Vietnamese IT market also can be segmented into three sectors: hardware, software and services. The IT hardware market encompasses IT equipment and devices, ranging from desktops, laptops, servers to all computer components and peripherals. The IT software market includes a wide variety of software, including office software, operating systems, anti-virus software, Internet software, graphic design software, and network and enterprise software. The IT service market comprises personal computer services (rental, repair, maintenance, system consultancy and design) and IT training. In 2006, The International Telecommunications Union (ITU) listed Vietnam’s ICT market as one of the fastest growing markets in the world. Vietnam has a population of 84 million but only around 10 percent of the population possesses mobile phones. However, in the year of 2007, there was a 70 percent growth in total number of people possessing mobile phones, showing the huge potential of the Vietnam ICT market. What’s more, with Vietnam’s entry to World Trade Organization (WTO) since January 2007, foreign investors are allowed to hold a maximum of 49 percent share of a joint venture company in the telecom industry. Overseas enterprises therefore can penetrate the Vietnam ICT market by forming joint ventures with local enterprises, which will undoubtedly accelerate the development of the Vietnam ICT market and connections to the international market more effectively. 1.2 Government Strategies In October 2010, Vietnam Ministry of Information and Communications is expected to complete a Government strategy to upgrade the country’s information technology (IT) infrastructure by 2020. The strategy is aimed to increase total revenue of the IT sector as a percentage of GDP from between 17 to 20 percent and, in the long-term, increase the information communication sector’s contribution to the GDP to between 20 and 23 percent. Quoting statistics from InternetWorldStats.com and Cimigo, the newspaper reported that one-third of the Internet users were students, while white-collar workers accounted for 40 percent. Cimigo’s survey of nearly 3,000 Internet users from six cities and provinces like Ho Chi Minh City and Hanoi showed that two- thirds accessed the net every day for around two hours and 20 minutes on weekdays, and a little less time during the weekends the paper added. From the above table, we can see that its revenue is accounting for approximately 75 per cent of the total revenue of IT industry. However, software and digital content industry are developing fast. From the table above, workers in the software industry now the highest pay in the ICT industry and is continue to increase rapidly. 8

APPLICATION OF ICT 4.1 Public sector With a total of about 7,000 Government agencies and 30 percent of the total national IT spending, the Government sector presents numerous sales opportunities for IT hardware and software. The GVN is actively promoting and implementing e-government to become more efficient and effective in its governance. Major consumers of IT hardware and software in the Government sector include the Government Office; People’s Committee Offices at provincial, city and district levels; Customs agencies at national, provincial and municipal levels; Tax agencies at national, provincial, municipal and district levels; and Ministry of Planning and Investment as well as Departments of Planning and Investment at provincial and municipal levels. The level of IT application in private sector is much higher than government. With a community of approximately 400,000 businesses and 60 percent of the total IT outlay, the private sector is a major consumer of IT hardware and software. On one hand, many large local companies and multinationals are spending more money on upgrading their IT hardware and software. On the other hand, the SMEs, which account for about 95 percent of the total number of businesses in Vietnam, are increasing their investment in IT hardware and software in order to become more efficient and competitive. 10

HARDWARE INDUSTRY IN VIETNAM According to Ministry of Information and Communicaion’s report, in 2009, total turnover from hardware reached up to over US$4 billion, up eight times from 2000. Products of hardware sector are in the top exports of Vietnam in many last years. In 2009, Vietnam exported US$3.37 billion of products of hardware sector to 35 countries, in which main products are computers, spare parts and electronic products and telecommunication equipments The hardware sector has so far lured over US$5.7 billion in FDI, including those of big names like Intel, Samsung, Canon, Nidec, Compal, Fujitsu, Foxconn.   • 14. 6. SOFTWARE INDUSTRY IN VIETNAM The Software Industry is an important industry of the Information Technology (IT). The Software Industry includes activities of manufacturing, trading and providing software services. The software industry is a new economic branch with high added value and great prospect. In addition Vietnam’s software market is developing rapidly and is offering good investment potential for investors. Vietnam’s software industry has been growing 35 percent annually in the last 10 years. The revenue of this market reached to US$850 million and exported US$340 million in 2009. Currently, Vietnam has more than 1,000 software companies employing about 64,000 people; and over 200 companies, with average size of 150-200 employees, engaged in software outsourcing services. There were two businesses that achieved CMMI level 5 certification, and dozens of companies have CMM-4, CMM or ISO-9001-3. There are some companies with more than 1000 employees, such as FPT software, FPT Information Systems, TMA, PSV, etc. Software applications focused on electronic entertainment, value-added services on the Internet and mobile networks are the current focus. Vietnam is emerging as destination for software outsourcing. Vietnam is now one of the 10 most attractive global services location in the world. Many reports noted that Vietnam's software processing industry is growing rapidly. Vietnam's position was up nine rankings compared to the group's rating in 2007. While India continues to top the lists, followed by China, Malaysia and Thailand. Vietnam is emerging as the destination for the software outsourcing:  Gartner selects Vietnam in 10 leading locations for offshore services in Asia/Pacific and Japan region in 2010.  A.T. Kearney lists Vietnam is the top 10 for Global Services Location Index of 2009.  KPMG selects HCM City as location to watch for the next outsourcing boom (Feb 2009)  Tholons (2007, 2008, 2009) selects HCM City in the top 10 of emerging market for software outsourcing. 12

Vietnam was the first choice of Japanese companies seeking foreign partners for software outsourcing orders, according to a survey by the Japan Information Technology Services Industry Association in 2009. Local software businesses perform all kind of software outsourcing services, but most orders they receive are related to software testing and data entry. Specialist in this field actually wanted high-level orders, but the country's current capacity does not allow them that. According to the government’s software outsourcing industry development goals, the industry will achieve a 35-40 percent growth rate with sales of US$800 million per year in 2010. The goal aims to make Vietnam one of the 15 most developed software outsourcing industries in the world. A Decision was issued by Prime Minister 50/2009/QD-TTg on 4/29/2009, "Regulation on Management & Development Program of the software industry and the development program of the digital content industry in Vietnam" in order to remove obstacles and promote the implementation of development programs and software. According to the latest report of IMT Solutions Company, one of the leading ICT services companies in Vietnam, Vietnam is now in the top 3 fastest growing telecom market in Asia. The key players in telecom industry are Vinaphone, Viettel, Mobilephone. Its revenue reached to US$6.87 billion with growth rate of 33 per cent in 2009. 13
  • 16. 7. HUMAN RESOURCE IN VIETNAM ICT Even though Vietnam's ICT industry is growing at the rapid rate, the challenge is the human resources shortage in the field. According to the government, Vietnam would spend about VND900 billion (US$50.54 million) on training human resources of IT in the next five years. By 2015, Vietnam expects to have 600,000 IT experts, and the figure is expected to be up to one million in 2020. However, as the graph below showed, the number of the schools stayed the same in 2008 and 2009; while number of students enrollment is increased. Government’s HR development plan aims to have 1 million IT workforce by 2020, 80 per cent of IT graduates will be well trained in profession and language to meet the international standard. Vietnam will continue to open for foreign training centers and universities to set up in Vietnam to address the growing market. 14

The Vietnamese IT market is estimated to grow at a compound annual growth rate (CAGR) of 12% over the 2011-2015 period as per BMI’s estimate. According to the government, Vietnam will spend about VND900 billion (US$50.54 million) on training human resources of IT in the next five years. By 2015, Vietnam expects to have 600,000 IT experts, and the figure is expected to be up to one million in 2020. Vietnamese Government also set up the development plan of its ICT sector with the vision of 2015 and 2020. With a young and dynamic population, competitive costs and a strong encouragement and motivation from Vietnamese Government to develop its ICT industry, Vietnam is making favourable conditions for foreign investors in this sector. Malaysian investors should consider to explore this potential market. Compared to other developed market in Asean, Vietnam is one of the most attractive, especially its IT outsourcing. Ha Noi and Ho Chi Minh is in the list of top 50 emerging global outsourcing cities. Ho Chi Minh City ranked 5th and Hanoi City ranked 10th in the IT outsourcing in 2009. Ho Chi Minh City is recognized as the established global outsourcing city for Product Development and Software Testing. Furthermore, with the strong reform strategies proposed by the government, not only the state owned enterprises and government agencies are bound to apply IT in management in order to improve their efficiency, but also local businesses are strongly increasing its need for IT solutions to improve business process and operation efficiency. Products of ICT sector are always in the top ten of items that Vietnam imports annually. And Malaysia is also in the top of countries that Vietnam has imported a big value of ICT 15
