Mie University’s Prof. Okumura Introduced
Moodle to my school in Feb 2007.

At the time I was looking for some good
groupware to use – I went back to my office
and installed it. Everything worked well

          The spare PC I used
          (Compaq DeskProEN, PentiumⅢ866MHz,
           30GB HDD, 386MB RAM, Windows2000)

Very slow, but it did the job
What is fs_moodle?

Use in elementary and secondary schools

Why isn’t it being used? (speculation only)
• Poor facilities in public schools
• No full time admin
• Few IT technicians?
• Rules not allowing mobile devices(school and/or home rules)
• Digital divide(home environment)creates inequality
• Older values / dogma(CAI,courseware,distance education)
• Numerous extra curricular events
The case of Suzuka city’s education committee
Chief of the education department (Keen ITC user)
• All elementary and secondary schools have computer rooms
• Each school has a digital white board(Asahigaoka alone has 32)
• Elementary schools:「research projects」,Junior high:「technology」
• Teacher access to PCs Each school has one for home page updating
  use,one other for general use
• One available for library search – to be updated this year
• Of the 1,000 teachers half are not confident computer users
• Local providers have dedicated links to each of the schools
and a single web server is supplied
                          http://www.city.suzuka.mie.jp/kyoiku/
The case of Suzuka city’s education committee
From 2014 they will introduce
               an new ICT environment(City plan)
• Make all schools wi-fi capable
(To reduce redundant construction, MAC addresses will be assigned)
• Interest is increasing in use of Digital blackboards and texts
       I had explained Moodle’s features
and an application in elementary school, but…
• Not only interest for elementary and secondary schools,

Strong interest for the city education research center
The case of Suzuka city’s education committee
City education research center
From Suzuka city education research center’s founding regulations:
(Founding)
Article 1 The city education research center is founded to promote education in
the city, with regional education administrative organization and management
occurring under article 30 of the law (clause 162 of the 1956 law).

The case of Suzuka city’s education committee
The research center has numerous articles on education research.
As they aren’t digital, to access them you have to physically go there

(What do they want from Moodle?)
• New teachers and veteran teachers
• Same content teachers from different areas
As a conduit for communication between teachers.
People, if they want to be, can be over connected
Via networks schools are linked
Via the Moodle Network, Community Hub Suzuka National
                                                                 College of Technology
Global linking of people and resources 5 year courses

51 colleges of technology Total1,082 students
242 departments Double major second year
                                            5 year course 65 students
                                          50,162 students Total 1,147 students
                                      Including all majors
                                           Total of 53,525
                                               (Jan 2010) Waseda Univ
                                                                        Undergraduate
Each of the schools is relatively small student body
but when you put them together and Total of 44,893
think of them as one the possibilities students
increase and it becomes a powerful

Use of Moodle to exhibit photos for photo orders
Use by the self employed (particularly smaller stores)
  Used: May 2011~ Oct 2012
Users: About 20. 2,3users per month(60 year old people and
                                               older using it)

      1) Photo data is posted to forums
      2) Processed data is sent by reply
      3) Edits are requested via reply
      4) Final product sent by reply
Use by the self employed (particularly smaller stores)
  (Positive points)
  • You don’t have to go to the store
  • Reduction in print numbers(Photo choice,editing,
    printing)
  • Reduction in physical time with the customer
  • Can choose the photos at your leisure at home
  (Negative points)
  • Difficult to put in text the nuances required
  • Colors are different between the screen and print
  • Difficult to send usernames & passwords
  • Difficult to get customers / heads to take up Moodle
Use by the self employed (particularly smaller stores)
  Shop keeper = teacher
  Customer = student
  Member registration
              =User registration
 • Mass sending of information to
 customers.
 • Specials for members,coupons
 • Interaction between the shop keeper and customers
    → interaction between customers

(speculation only) • Poor facilities in public schools • No full time admin • Few IT technicians? • Rules not allowing mobile devices(school and/or home rules) • Digital divide(home environment)creates inequality • Older values / dogma(CAI,courseware, distance education) • Numerous extra curricular events
  • 35. The case of Suzuka city’s education committee Chief of the education department (Keen ITC user) • All elementary and secondary schools have computer rooms • Each school has a digital white board(Asahigaoka alone has 32) • Elementary schools:「research projects」,Junior high:「technology」 • Teacher access to PCs Each school has one for home page updating use,one other for general use • One available for library search – to be updated this year • Of the 1,000 teachers half are not confident computer users • Local providers have dedicated links to each of the schools and a single web server is supplied http://www.city.suzuka.mie.jp/kyoiku/
  • 36. The case of Suzuka city’s education committee From 2014 they will introduce an new ICT environment(City plan) • Make all schools wi-fi capable (To reduce redundant construction, MAC addresses will be assigned) • Interest is increasing in use of Digital blackboards and texts I had explained Moodle’s features and an application in elementary school, but… • Not only interest for elementary and secondary schools, Strong interest for the city education research center

  • 40. Via networks schools are linked Via the Moodle Network, Community Hub Suzuka National College of Technology Global linking of people and resources 5 year courses In 5 departments 51 colleges of technology Total1,082 students 242 departments Double major second year 5 year course 65 students 50,162 students Total 1,147 students Including all majors Total of 53,525 (Jan 2010) Waseda Univ Undergraduate Each of the schools is relatively small student body but when you put them together and Total of 44,893 think of them as one the possibilities students increase and it becomes a powerful entity http://www.kosen-k.go.jp/all_kosen_linkmap.html

  • 42. Use by the self employed (particularly smaller stores) Presented at Moodle Moot Japan 2012 in Mie 「Use of Moodle by a photographer store」 A. Takenoshita,T. Takenoshita http://moodlejapan.org/ home/mod/forum/discuss.php?d=361 Use of Moodle to exhibit photos for photo orders
  • 43. Use by the self employed (particularly smaller stores) Used: May 2011~ Oct 2012 Users: About 20. 2,3users per month(60 year old people and older using it) 1) Photo data is posted to forums 2) Processed data is sent by reply 3) Edits are requested via reply 4) Final product sent by reply
  • 44. Use by the self employed (particularly smaller stores) (Positive points) • You don’t have to go to the store • Reduction in print numbers(Photo choice, editing, printing) • Reduction in physical time with the customer • Can choose the photos at your leisure at home (Negative points) • Difficult to put in text the nuances required • Colors are different between the screen and print • Difficult to send usernames & passwords • Difficult to get customers / heads to take up Moodle
  • 45. Use by the self employed (particularly smaller stores) Shop keeper = teacher Customer = student Member registration =User registration • Mass sending of information to customers. • Specials for members, coupons • Interaction between the shop keeper and customers → interaction between customers One solution for regional revitalization
