The Application NIHR Doctoral Research Fellowship The NIHR-DRF will offer 3 years full-time funding to undertake a PhD and is aimed at individuals of outstanding potential early in their research careers.  It aims to fast-track them through a customised research training programme in an environment reflecting their individual talents and training needs. 08/12/2010 © The University of Sheffield 4
Why an NIHR Fellowship Best route for my career - I have ideas for research – not the time, experience or resources (at present) It is a good reflection on IR and ScHARR It is the right time and there is a NEED for this research! It is going to be HOT! 08/12/2010 © The University of Sheffield 5
Why me? I have extensive knowledge of social software and Web 2.0 applications and theory Have become an Internet, technology and New Web resource for ScHARR, YH RDS, Medical Faculty and some colleagues in The University Presented on Web 2.0 applications at Internet Librarian, EAHIL and E-learning in the 21st Century. Why is that? Culture of suppression? " NHS manager has less freedom on the web than a Chinese farmer.” Roger Marlow (Health2Works) – Computer Weekly 08/12/2010 © The University of Sheffield 12 http://www.computerweekly.com/Articles/2010/04/27/241077/Web-resources-key-to-NHS-improvements.htm
Health2Works’ 6 point theory There isn't a culture of IT curiosity and appreciation of the new Web in IT IT Connecting for Health - disempowered managers and senior IT staff in the NHS "It is no longer part of their job" the consequence of the new system was that "I don't have to think about technology and its design. Culture of risk averseness - The NHS is an employment agency? Do they want to replace people with systems? 08/12/2010 © The University of Sheffield 13
Pt 2 Clinicians see themselves as experts, they aren’t comfortable with patient knowledge People are happy to accept mediocrity - despite the growth in the digital divide NHS is a terrible client for small business -  they don't pay bills on time that help keep small businesses afloat 08/12/2010 © The University of Sheffield 14
Why is that? Culture of failure 08/12/2010 © The University of Sheffield 15
Why is that? 08/12/2010 © The University of Sheffield 16 Culture of restriction
RIP IE 6.0 “Many other companies have already stopped supporting older browsers like Internet Explorer 6.0 as well as browsers that are not supported by their own manufacturers. We’re also going to begin phasing out our support, starting with Google Docs and Google Sites. As a result you may find that from March 1 key functionality within these products — as well as new Docs and Sites features — won’t work properly in older browsers.” 08/12/2010 © The University of Sheffield http://googleenterprise.blogspot.com/2010/01/modern-browsers-for-modern-applications.html (accessed 9/10/2010) 17
Risk 1) Is £2.3 Billion on an NHS IT system a risk? 2) Are free on-line tools a risk? 3) Is providing the information literacy training to use these tools worth the risk? 08/12/2010 © The University of Sheffield 18 The answer to 2 and 3 are surely yes – but how big is the risk? The answer to 1 is still accepted as yes original cost 2.3bn, in 2006 estimated cost 12.4bn potential final cost 20bn – cost over -run 440% - 770%
Are the Government getting their money’s worth? 08/12/2010 © The University of Sheffield 19 HOW MUCH? £105 ,000 ,000 For 3 years £95,890 per day

Chatter “I was successful last year in getting our IT dept to upgrade from IE6 to 7 on the library staff's computers. I had to argue the case with them, but what succeeded for me was to cite a specific case - access to the Coutts Oasis database which we use for library book selection - where IE 6 was causing huge problems around slow connectivity. As Coutts is a PASA agreed supplier, I used that as an argument, plus the fact that two hours work took me virtually one and a half days because of hanging, loss of data, time outs etc, which is an unacceptable cost. I was still pretty surprised when I won the argument, mind you!” “I had to really cajole our web developers into producing a IE6 friendly website, as they said it was insecure, and no one uses it anymore. Unfortunately it just happens that virtually all of our NHS based audience do!” 08/12/2010 © The University of Sheffield 21
Chatter #2 “here in the NHS we can't get our IT departments to upgrade from Internet Explorer 6, even when this has been strongly recommended by the DH. Many sites (including some medical publishers!) are now withdrawing support for IE6 and this as well as the indiscriminate blocking of websites such as Twitter, Facebook and even blogs makes it very difficult for us to keep up with what is going on in the world of social networking. We are lucky to have our own library computer network here so we can keep our Twitter updated etc. but most medical libraries, wards, clinics etc don't have this luxury!” “IT depts. in all types of NHS trust are notorious for blocking virtually everything!” 08/12/2010 © The University of Sheffield 22

What the NHS Don’t realise… "There is a theory which states that if ever anyone discovers exactly what the Universe is for and why it is here, it will instantly disappear and be replaced by something even more bizarre and inexplicable. There is another theory which states that this has already happened.” Adams, D (1979) Hitchikers Guide to the Galaxy 08/12/2010 © The University of Sheffield 24 Web

The answer to 1 is still accepted as yes original cost 2.3bn, in 2006 estimated cost 12.4bn potential final cost 20bn – cost over -run 440% - 770%
