Established on August 8, 1967
The ASEAN Vision 2020, adopted by the ASEAN Leaders
on the 30th Anniversary of ASEAN, agreed on a shared
vision of ASEAN as a concert of Southeast Asian nations,
outward looking, living in peace, stability and prosperity,
bonded together in partnership in dynamic development
and in a community of caring societies.

ACF is an alliance of the constructors associations of the
ASEAN nations
ACF Requirements for membership:
◦ Applicant for membership must be a constructors
association composed of local contractors and must be
recognized by the respective government institution for
construction
◦ A private enterprise (non-governmental)
◦ Free election of officers (not by appointment)
◦ Must submit the charter/by-laws of the association
◦ Membership would require the concurrence of the
Council
6. Objectives of the Association:
◦ to provide a forum for dialogue among the construction
contractors in the ASEAN
◦ to foster closer co-operation among the construction
contractors in the ASEAN
◦ to promote mutual consultation among construction
contractors in the ASEAN
◦ to unify efforts of the construction contractors in the
ASEAN

30. ◦ ASEAN countries are moving towards a single common
market (AFTA, GATS)
◦ There will be greater mobility of manpower across
ASEAN countries
◦ However, ASEAN countries’ manpower are at different
level of skill and needs to be improved
◦ Some of these manpower undergo training, some learn
the skill based on the on-the-job training and others in
unstructured learning process
◦ Minimum standard of trade skills must be promoted

32. 1. Competency standards – refers to the list of
skills/competencies available to the individual for his education
and training
2. Training standards – set to provide the instructors with the
information and other important requirements to consider when
designing training programs for a specific competency standard
3. Assessment/certification arrangements – created to verify
and validate the competencies of the trainees through a hands-
on and written assessment; demonstrating the competencies
they have learned in the Training Standards

◦ Based on the 2010 survey results from the ACF
