These references establish caring for dependent children as a duty under law. Early Christian church records also show children were boarded with quot;

who were paid by collections from the congregation. This was considered to be English Poor Law. In 1562 this law lead to the development of laws and regulations in Family Foster Care in the United States. These laws allowed the placement of poor children into indentured service until they came of age. This practice was imported to the United States and was the beginning of placing children into homes. Even though indentured service permitted abuse and exploitation, it was a step forward from almshouses where children did not learn a trade and were exposed to horrendous surroundings and unsavory adults. Various forms of indenturing children persisted into the first decade of this century. The idea behind foster care was to take care of children that were in need, but as saw in the documentation provided by National Voice of Foster Parents , the potential flaws were anticipated within the system but was a risk that they would take in hopes of finding proper care and homes for children within the system. It is also noted that social services and monitoring of Foster Parents was not implemented until the early 1900’s. This monitoring proved to be essential in ensuring the child’s needs were being met. The federal government also funded programs for the natural parents to receive the necessary training in hopes of placing the child back with their biological parents. Current statistics show that as many as 75% of children in foster care have been sexually abused. Many times sexual abuse is not indicated in a child’s profile due to the child’s inability to trust anyone with their secret. Adopting from the U.S. foster care system is generally the least expensive type of adoption, usually involving little or no cost, and states often provide subsidies to adoptive parents. Stepparent and kinship adoptions are often not very costly. Agency and private adoptions can range from $5,000 to $40,000 or more depending on a variety of factors including services provided, travel expenses, birthmother expenses, requirements in the state, and other factors. International adoptions can range from $7,000 to $30,000. How can we eliminate the flaws in Foster Care ,[object Object],The social workers being assigned to monitor any case, should have a stringent background check conducted on them. Most of the flaws in the system are occurring due to the “Blind Eye.” a counselor may give in the hopes of placing a child with a foster family that may not be qualified at all. ,[object Object],The parent’s that are losing their children to neglect should be the first option for the child. Meaning the parents will be placed in a mandatory parenting skills class, in which they after completion they will attend these classes and be monitored until the child is of adult age. These parents will also be billed for these services. ,[object Object],If the neglectful parents are not responsible enough to take care of their own child for whatever reason, they should be made financially responsible to pay the cost for the training of the potential foster parents and any other expense accrued during the child’s stay within the care until they are successfully placed with a permanent family. ,[object Object],To be able to ensure that a sexually abused child is properly attended to, we can’t wait until it too late to take action. These individuals must be screened by documented professionals who specialize in this type of situation. ,[object Object],Due to the large case load social workers may have, many flaws continually keep reoccurring. This can’t be made as acceptable excuse. The social workers should receive training quarterly on time management and personal accountability. By implementing this mandatory training and reviews placed on the workers, should definitely decrease a majority of the flaws occurring due to case loads.
