Incumbent will be assigned to Position Description Number N1144000 in SPMD 1524


APPOINTMENT FACTORS: This position is a Permanent Career/Career Conditional Non-Dual
Status (NDS) vacancy.

This position that does not require National Guard membership. This is a bargaining unit position.

IMPORTANT NOTES: Permanent Change of Station (PCS) allowances are not authorized for this
position. Required Security Clearance is Noncritical Sensitive.

        KEY REQUIREMENTS

         •   Under 5 USC 2108 & 5 CFR 211, Veteran's Preference criteria does not apply;
         •   Reference Title 32 USC 709 and National Guard Technician Act for competitive (NDS)
             and excepted employees.




DUTIES: Reviews, evaluates and analyzes program activity. Prepares directorate or division
summaries from reports submitted by subordinate commands. Summarizes and interprets
significant data collected and relates this data to the organizations program actions; identifies and
analyzes deficiencies in resource consumption, training, workload and scheduling, and evaluates
deviations from standards, plans, and estimates to determine cause and impact on missions.
Assists management in interpretation and utilization of reports and information provided.
Develops various visual media to present trends, performance status, capability and related
management information. Provides guidance and instructions to subordinate organizations for
proper management of programs. Provides advice and assistance to management on
accountability and legality of operating programs. Develops and prepares current year program
spreadsheets. Review trends and performs analysis of separate activities then provides
information to management. Develops, collects, and maintains various historical data used to
initiate planning, programming and execution of current and future training and operations
programs. Performs other duties as assigned.


QUALIFICATIONS REQUIRED:

GS-09 Specialized Experience: Must have one year of specialized experience which has
equipped you with the particular tasks to perform successfully the duties of the position, and that
is typically in the occupation or directly related to the work of the position to be filled. The
specialized experience must demonstrate your ability to serve as the analyst and consultant for
the management and administration of programs within the directorate; serve as coordination
point for all program requirements; and provide guidance concerning management principles,
organizational theory and techniques of analysis. The specialized experience must also
demonstrate knowledge of and ability to utilize Microsoft Word, Excel, Access, Outlook and
Powerpoint at a high level on a routine basis. To be creditable, this specialized experience must
be equivalent in the level of difficulty and responsibility to that of the next lower grade level in the
normal line of progression in the Federal service or comparable in difficulty and responsibility to
the next lower grade level if outside of federal service.

OTHER REQUIREMENTS:
To be eligible for Federal employment, male applicants born after December 31, 1959, must
certify at the time of appointment that you have registered with the Selective Service System, or
are exempt from having to do so under Selective Service law.

QUALIFICATIONS REQUIRED: GS-09 Specialized Experience: Must have one year of specialized experience which has equipped you with the particular tasks to perform successfully the duties of the position, and that is typically in the occupation or directly related to the work of the position to be filled. The specialized experience must demonstrate your ability to serve as the analyst and consultant for the management and administration of programs within the directorate; serve as coordination point for all program requirements; and provide guidance concerning management principles, organizational theory and techniques of analysis. The specialized experience must also demonstrate knowledge of and ability to utilize Microsoft Word, Excel, Access, Outlook and Powerpoint at a high level on a routine basis. To be creditable, this specialized experience must be equivalent in the level of difficulty and responsibility to that of the next lower grade level in the normal line of progression in the Federal service or comparable in difficulty and responsibility to the next lower grade level if outside of federal service.
