Two Plans  Virginia Plan & New Jersey Plan
Virginia Plan (Large State Plan)
Written by James Madison and presented by Edmund Randolph at the Constitutional Convention. It called for separation of powers among three branches of government: executive, legislative, and judicial. It created a bicameral legislature with both houses based on proportionate representation.
New Jersey Plan  (Small State Plan)
Smaller states, however, objected to the proportional representation and responded with the New Jersey Plan, which called for all states to have equal representation in Congress, similar to the Articles of Confederation
Compromise: An agreement is made. No one gets everything they want! Give and take to make it happen
Presented by Roger Sherman at the Constitutional Convention, the Connecticut Compromise, also called the Great Compromise, resolved issues of representation in Congress. It blended the Virginia and New Jersey Plans as a model for representation in the two houses of Congress: states would be represented equally in the Senate, and proportionately in the House of Representatives.

North vs South  Which had larger populations?
Free and Slave?  Do we count them all?
Every five slaves would be counted as three persons for purposes of determining population (though this did not give slaves the vote.)
