2. Relevant background and current status
The rainfed LMB region is inhabited by 60 million people, with one-third
living on less than one dollar per day. For example, in Northeast Thailand, the
largest rice area in the country with the greatest number of farms (2.7 million);
income per capita is less than 40% of the national average, and the incidence of
poverty is high, affecting 37% of the population (Matsuo, 2002). Although, Thailand
is a food surplus country at the macro level, however in terms of food accessibility at
the household level, it remains a problem, particularly in the rural remote areas of
Northeast and North region. A recent increase in food price and production cost has
inevitably impacted on Thailand’s rural poor. With a declining purchasing power,
these poor households face the risk of food insecurity. For overcoming these crises, it
is suggested that empowering small-scale famers capacity building based on
sufficiency economy concept is necessary for further development. This can work if it
is coupled with farm productivity enhancement through agricultural research and
development investment including on-farm resource management for enhancing the
resource-use efficiency under the broader umbrella of sustainable agriculture
development.


3. OBJECTIVE PURPOSE AND
EXPECTED RESULTS
Objective
To contribute to enhance resilience of rainfed
farmers of Northeast and North region of Thailand
confronting climate change and food insecurity

4. Purpose
Strengthening and supporting the farmer’s
participatory action research work and policy
dialogue for smallholder agriculture
development under the broader umbrella of
sustainable agriculture development in the
context of climate change

5. Results to be achieved
 Facilitation and inputs received from concerned ministry for policy dialogue
at Regional and National Planning and Inception Workshops, annual
national workshops, and final project workshop
 Two provincial coordinators, one for each province responsible for
supervision of farmer’s participatory action research at province level (one
for each province) identified and recruited from concerned ministries at
provincial level
 Six districts trainers, three from each province, identified from local
ministries to support and facilitate the training at district level.

6. SPECIFIC ACTIVITIES
 Deliberate and provide inputs for policy dialogue for
smallholder agriculture development under the broader
umbrella of sustainable agriculture development in the context
of climate change at workshops. Participate in Farmers’ field
Day.
 Identify provincial coordinator and district trainer from
concerned ministries
 Assist in participatory rural appraisal work
 Provide coordination supervision to farmers’ participatory
action research

7. SPECIFIC ACTIVITIES
 Assist in organizing LMU workshop in
collaboration with AIT
 Support and facilitate training at district
level
 work closely with national
researchers/academic institutions, local
NGOs and AIT
 Provide annual report to AIT

planting Vetiver grass at highland to prevent soil erosion
and planting green manure as soil conditioner
